Applicants aggrieved by improper queries, unjustified rejection or delay may write to that address with the application reference number; the zone must examine the grievance, take corrective action and report the disposal to the Directorate General of GST periodically.

The entry has since been narrowed: on the recommendation of the GST Council at its 55th meeting, sponsorship services supplied by body corporates were moved to forward charge, leaving reverse charge to apply mainly where the sponsorship provider is not a body corporate.

Examining a series of detentions of goods in transit, the Kerala High Court held that the power under Section 129 cannot be exercised mechanically for every discrepancy; detention is justified only where the defect in documents or transport points to a contravention of the GST law, and officers must pass reasoned orders within statutory timelines. The Court set out the procedure to be followed, discouraging detention for trivial or bona fide errors that carry no revenue implication.
Why this matters: When a vehicle is stopped, demand a reasoned detention order and match the alleged defect against actual legal requirements — trivial documentation slips do not justify Section 129 penalties.
