After the failed first attempt at rollout, this notification substituted rules 138, 138A, 138B, 138C and 138D of the CGST Rules with a redrafted set. The revised rules refined who must generate the e-way bill, introduced clearer treatment of transport by rail, air and vessel, addressed transfer of goods between conveyances and consolidated e-way bills, and rationalised the validity period and the list of exempt movements.
Why this matters: The e-way bill rules a Chennai business follows today are substantially the version substituted by this notification, so older commentary written before March 2018 can be misleading.

CBIC clarified that serving food in schools under the mid-day meal programme is exempt from GST, and that the exemption extends to pre-schools and anganwadis, which are covered within the meaning of an educational institution providing pre-school education. It further clarified that the exemption applies whether the meals are funded by government grants or by corporate donations, since the entry does not distinguish by source of funding. The clarification protected non-profit caterers running school feeding programmes from demands.
What to do about it: Chennai caterers running school or anganwadi meal contracts are exempt, but should keep the scheme documentation on file to answer any scrutiny.

Acting on the report of the Group of Ministers on IT simplification, the Council approved the design principles for a new return: one monthly return for all taxpayers except composition dealers and a few others, with staggered due dates by turnover; unidirectional flow of invoices uploaded by the seller at any time during the month, which would be the valid document for the buyer's credit; no requirement to upload purchase invoices; four-digit HSN for B2B invoices; and automatic computation of liability and credit.
Why this matters: The upload-lock-pay idea behind today's auto-populated GSTR-2B and GSTR-3B originates in these principles.
