Notification No. 12/2025-Central Tax (Rate), dated 17 September 2025 · 2025-09-17
The old and used motor vehicle notification of January 2018 referred to Schedule IV of the 2017 rate notification to identify the vehicles it covered. Since that notification was superseded, this amendment substitutes a reference to Schedule II or Schedule III of the new goods rate notification with effect from 22 September 2025. The margin-based valuation and the bar on having availed input tax credit continue exactly as before; only the cross-reference changes.
Why this matters: Second-hand vehicle dealers need not change their computation method, but should quote the corrected notification reference in invoices and replies to officers.

The Council recommended withdrawing the exemption on hotel accommodation priced up to one thousand rupees per unit per day and taxing it at 12 per cent, and taxing room rent charged by a hospital, other than intensive care and similar critical care units, where the charge exceeds five thousand rupees per day per patient, at 5 per cent without input tax credit. It also recommended withdrawing the small-consignment exemptions for goods transport agencies and giving transporters a forward-charge option. The changes took effect from 18 July 2022.
What it means for you: Chennai lodges charging under one thousand rupees a night and hospitals with deluxe rooms above five thousand rupees a day both acquired new GST liabilities from 18 July 2022.

A day before the change took effect, the Tax Research Unit issued FAQs explaining that the expression takes its meaning from the Legal Metrology Act, 2009 and covers commodities intended for retail sale in packs of up to twenty-five kilograms or twenty-five litres that must bear statutory declarations. A single package above that limit is not covered, nor are packs supplied to an industrial or institutional consumer. Loose sale from a large pack by a retailer does not attract the levy.
Practical effect: A fifty-kilogram rice bag sold as one package stays outside the levy, but the moment it is repacked into labelled retail bags of twenty-five kilograms or less, five per cent applies.
