The bank imported goods and stored them in a Free Trade Warehousing Zone before they were cleared. It asked whether integrated tax was payable again when the goods were removed from the zone to the domestic tariff area, over and above the tax collected at the time of customs clearance. The Authority, following Circular No. 3/1/2018-IGST dated 25 May 2018, held that the applicant is not liable to pay IGST at the time of removal, the levy arising once at clearance for home consumption.
What it means for you: Chennai importers using FTWZ facilities pay IGST once at clearance and should resist any demand for a second levy on removal.

A consignment of forty motorcycles carrying valid invoices and e-way bills was intercepted a few kilometres from the delivery point after the driver deviated from the declared route. The officer detained the goods and vehicle and demanded penalty of Rs. 18,96,000. The Madras High Court quashed the detention and penalty, holding the response grossly disproportionate to a minor procedural lapse where there was no attempt to evade tax, and released the goods on payment of a nominal Rs. 5,000.
What to do about it: Where your documents are in order and the only issue is a route deviation or similar technical lapse, a large Section 129 penalty can be resisted as disproportionate.
Notification No. 08/2021-Central Tax · 2021-05-01
For the March and April 2021 tax periods the interest rate on delayed payment through GSTR-3B was moderated, and Notification No. 18/2021-Central Tax later extended the same relief to May 2021. Taxpayers above Rs 5 crore turnover paid nine per cent for the first fifteen days beyond the due date and eighteen per cent thereafter. Taxpayers up to Rs 5 crore paid nil interest for the first fifteen days, nine per cent for the next fifteen days and eighteen per cent afterwards. Composition taxpayers were given a comparable concession on their quarterly challan.
