Trade Profile and GST Jurisdiction for Mathur MMDA

Every locality in Chennai has its own commercial rhythm, and Mathur MMDA is no exception. Mathur MMDA is the Housing Board and MMDA township laid out in numbered main, cross and serial streets off Kamarajar Salai, between the Inner Ring Road and Madhavaram Milk Colony Road. Contractors, fabricators, tanker operators and labour suppliers serving the Manali petrochemical belt at MFL and CPCL sit alongside colony supermarkets, bakeries and hardware shops. Works-contract classification, TDS under Section 51 from PSU buyers and GSTR-2B mismatches dominate the compliance load. Our practice has shaped its Nil GST Return work around exactly these realities, serving clients in Mathur MMDA as well as Manali and Manali New Town. Registrations, returns, refunds and notice replies are handled by one accountable team, with fees fixed in writing before work begins and every filing reconciled against portal data before it is submitted.

GST jurisdiction for Mathur MMDA (PIN 600068): businesses here generally fall under the CGST Chennai North Commissionerate. We regularly represent clients from Mathur MMDA before this jurisdiction for registrations, clarifications and notice hearings, and can confirm your exact division and range from your GSTIN. State-jurisdiction cases are handled with the Tamil Nadu Commercial Taxes Department.
GST for Professional Services Firms in Mathur MMDA
Professional firms bill at 18 percent, but the mechanics differ by profession: services of advocates to business entities are taxed in the client's hands under reverse charge, while chartered accountants, company secretaries and architects charge tax on their own invoices. Fees received in advance are taxable on receipt, and retainers must be invoiced within the time limits of Section 31(2). Amounts recovered from clients as a pure agent, such as government fees paid on their behalf, stay outside taxable value only if every condition of Rule 33 is met and documented. A specialist sets up retainer invoicing, pure agent documentation and branch cross-charges correctly; call +91 - 9600 606 444 to discuss your firm.
Businesses in Mathur MMDA typically choose professional Nil GST Return because reconciled, senior-reviewed filings from Rs.299 prevent the late fees, lost credit and mismatch notices that self-filing commonly produces.
Why Us

Why Mathur MMDA Businesses Choose ChennaiGST

Not a bulk-filing portal. A senior consultant knows your file, your jurisdiction and your deadlines.

Support Through Audits and Hearings

When an ADT-01 audit intimation or a personal hearing date arrives, we compile the records, prepare the reconciliations and draft the submissions, and coordinate closely with your authorised representative. You walk into the proceeding prepared, not improvising in front of an officer.

A Real Local Office You Can Walk Into

We are a Chennai firm with a physical office, not a faceless portal. If you prefer to sit across a table with your papers, you are welcome. Clients from Mathur MMDA regularly visit us for registrations, notice discussions and annual return reviews.

Notice-Proof Filing Discipline

Most GST notices trace back to mismatches between GSTR-1, GSTR-3B and GSTR-2B. We reconcile these before filing, not after a notice arrives, so your returns are internally consistent and the most common triggers for ASMT-10 scrutiny simply never appear.

Reverse Charge Tracked, Not Forgotten

Freight paid to transporters, advocate fees, imported services and other notified supplies attract GST under reverse charge, with self-invoicing where the supplier is unregistered. We maintain a running RCM check every period, because this is the liability self-filers most consistently miss.

E-Commerce Seller Reconciliation, Including TCS

Sellers on Amazon, Flipkart and other marketplaces face a three-way match between marketplace reports, GSTR-1 and the TCS the operator deposits against your GSTIN. We reconcile all three every period and accept the TCS credit, so sellers in Mathur MMDA never leave marketplace deductions unclaimed.

GST Portal Expertise, Including the Difficult Days

OTP failures, DSC errors, stuck submissions on due-date evenings — we deal with the GST portal daily and know the workarounds. When the site misbehaves on the 20th, our team keeps retrying and escalating so your return still goes through.

How It Works

Our Nil Returns Process

Monthly confirmation

Before each due date we message you to confirm there were no sales, no purchases and no reverse charge expenses during the tax period.

Portal verification

We log in to the GST portal, check GSTR-2B for any auto-populated credits and verify no supplier has reported invoices against your GSTIN that need attention.

Nil GSTR-1 filing

We file nil GSTR-1 before the 11th of the month, or through the quarterly cycle if you are under QRMP, and capture the acknowledgement reference.

Nil GSTR-3B filing

We file nil GSTR-3B before the 20th, using portal or SMS-based nil filing as appropriate, ensuring no period is ever left pending on your account.

Acknowledgement delivery

Both filed acknowledgements are sent to you on WhatsApp and email the same day, along with confirmation that your compliance status shows no pending returns.

Outcomes

What You Get

Practical outcomes our clients measure us by.

Goods That Move Without Detention

Correct e-way bills matched to correct invoices mean your consignments clear roadside inspections cleanly, avoiding detention proceedings whose penalties can far exceed the tax on the goods being carried.

Bank and Tender Readiness

Loan applications and government tenders routinely demand GST returns and registration documents. With everything filed and archived properly, you can produce a complete compliance file within hours instead of days.

Annual Returns Without the Year-End Scramble

Because monthly data is reconciled as it happens, GSTR-9 preparation before the 31 December due date becomes a review exercise rather than a painful reconstruction of twelve untidy months.

Books and Returns That Agree at Year End

Because turnover in your GST returns is kept aligned with your accounts through the year, income tax filing and statutory audit proceed without the GST-versus-books mismatch queries that now surface routinely through data matching.

Growth Without Compliance Anxiety

New branches, new product lines and interstate sales all carry GST consequences. With standing professional support, you expand knowing registrations, invoicing and returns will keep pace with the business.

Export Benefits Fully Utilised

With the LUT filed at the start of each financial year and refund claims tracked to credit, exporters supply without blocking funds in IGST and recover accumulated credit on schedule.

Why a Specialist Matters

With ChennaiGST vs Doing It Yourself

AspectWith ChennaiGSTDIY / Unattended
Due-date trackingA maintained compliance calendar with internal cut-offs days before the 11th and the 20th; we chase you for data, not the other way around.Deadlines remembered from memory or phone alarms; one busy week and the return slips past the due date.
Late fees and interestFilings go in ahead of statutory dates, so the Rs.50-per-day late fee and 18 percent interest never arise.Late fees accumulate silently every delayed day, and interest on unpaid tax runs at 18 percent per annum.
Portal credentials and dataLogins handled by a small engaged team under strict confidentiality, with credentials stored securely and never passed onward.Passwords circulating on chats with freelancers and part-timers, and no accountability for who has accessed your business data.
Time costRoughly an hour a month to send data and approve drafts; the portal work, reconciliation and follow-up are ours.Hours every month lost to portal errors, JSON files, OTP failures and reworking figures — usually on the due date itself.
Goods in transitE-way bills generated correctly and matched to invoices, so consignments pass roadside inspections without detention or penalty.A defective or missing e-way bill can mean detention at a checkpoint, with penalties that dwarf the tax on the consignment.
When a notice arrivesA professional drafts the reply in the department's format and files it within the statutory window, such as thirty days for ASMT-11.You face departmental language alone, and a missed reply deadline can convert a simple query into a demand with penalty.

Notification

Section 11A: Government can regularise short payment caused by common trade practice

Section 11A, CGST Act, 2017, inserted by the Finance (No. 2) Act, 2024, brought into force from 1 November 2024 vide Notification No. 17/2024-Central Tax · 2024-11-01

Section 11A empowers the Government, on the GST Council's recommendation, to notify that tax which was not levied or was short levied because of a generally prevalent trade practice need not be recovered. This gives statutory backing to the long-used device of regularising past periods on an 'as is where is' basis when a circular clarifies a disputed rate or classification, and protects taxpayers who followed the industry-wide understanding in good faith.

What to do about it: When a CBIC circular clarifies a rate you were charging differently, check whether the past period has been regularised before agreeing to pay any differential demand.

Portal Advisory

GST returns cannot be filed after three years from due date

GSTN Advisory dated 7 June 2025 — barring of GST returns after three years (Finance Act, 2023; Notification No. 28/2023-Central Tax) · 2025-06-07

Implementing the Finance Act, 2023 amendments to Sections 37, 39, 44 and 52, notified by Notification No. 28/2023-Central Tax, GSTN advised that from the July 2025 tax period the portal blocks filing of GST returns once three years have passed from their due date. The bar covers GSTR-1, GSTR-1A, GSTR-3B, GSTR-4, GSTR-5, GSTR-5A, GSTR-6, GSTR-7, GSTR-8 and GSTR-9. Taxpayers with old pending returns were urged to reconcile their records and file before the returns became permanently time-barred on the portal.

What to do about it: Clear every pending old return now, because once the three-year window closes the portal will not accept the return and registration consequences follow.

Case Law

Constitution Bench rules that ambiguity in an exemption notification favours the department

Commissioner of Customs (Import), Mumbai v. Dilip Kumar & Co — Supreme Court, Constitution Bench, (2018) 9 SCC 1, judgment dated 30-07-2018 · 2018-07-30

A five-judge Bench held that an exemption notification must be interpreted strictly, and the burden of proving entitlement lies on the person claiming it. If there is genuine ambiguity in the wording of an exemption, the benefit of doubt goes to the revenue, not the taxpayer. This overruled the contrary view in Sun Export. The principle applies squarely to GST exemption and concessional rate notifications.

What to do about it: A Chennai business claiming a GST exemption or concessional rate must fit precisely within the notification's wording, as courts will not read it liberally.

FAQs

Frequently Asked Questions

Straight answers from practising GST consultants — based on the CGST Act, current CBIC notifications and day-to-day portal experience.

How long does nil GST return take in Mathur MMDA?
Filed within 1 working day of confirmation. That assumes your documents are complete and there is no departmental query. We start the same day we receive your papers and tell you the realistic completion date upfront rather than an optimistic one. Where the GST portal or the officer causes delay — clarifications, physical verification or system issues — we track it daily and keep you informed on WhatsApp.
Is there a GST consultant near Mathur MMDA for nil gst return filing?
Yes. We serve Mathur MMDA and the surrounding areas from our office at Porur, Chennai - 600 116, Tamil Nadu, and most nil returns work is completed online — you send documents on WhatsApp and we handle the portal work. If you prefer in-person help, we offer doorstep document pickup across Mathur MMDA and you are welcome to visit our office. Reach us on +91 - 9600 606 444 between 9 AM and 8 PM, Monday to Saturday.
How do I file a nil GSTR-3B by SMS?
From the mobile number registered as authorised signatory, send an SMS to 14409 in the format NIL space 3B space your GSTIN space tax period in MMYYYY format. The portal replies with a six-digit verification code; confirm by sending CNF space 3B space the code to 14409. You receive an ARN on successful filing. SMS filing works only if the return is genuinely nil, meaning no outward supplies, no liability of any kind, and no pending returns for earlier periods. If the SMS route fails, we can file it online for you the same day.
Why is my nil return SMS to 14409 not working?
SMS filing fails for a few common reasons. The message must come from the exact mobile number registered against an authorised signatory on the GST portal, the format must match precisely with single spaces, and all returns for earlier periods must already be filed since GST returns are sequential. It also fails if the return is not truly nil, for instance if an amendment or credit note is pending to be reported. If one number is registered for multiple GSTINs, each needs its own SMS. We can diagnose the exact reason and file it online instead.
Can nil GSTR-1 also be filed through SMS?
Yes. Send NIL space R1 space your GSTIN space tax period in MMYYYY format (use the quarter-ending month for quarterly filers) to 14409 from the registered mobile number of the authorised signatory. Confirm with the CNF code received, and the portal issues an ARN. A nil GSTR-1 is possible only when there are no outward supplies at all, including no credit notes, amendments or documents to report for that period. Many of our clients in Mathur MMDA with seasonal businesses use this facility during off months, with our team verifying the status afterwards.
My company in Mathur MMDA is dormant. Is there a cheap way to stay GST compliant?
Yes. A dormant GSTIN still requires nil GSTR-1 and nil GSTR-3B every period, and nil GSTR-9 obligations may also arise depending on turnover. Our dormant-entity plan at Rs.299 per month covers both nil returns, due-date tracking and portal monitoring so notices do not go unnoticed. If you have no intention of restarting the business, it may be cheaper to surrender the registration through a cancellation application and file the final return, which we can also handle. Speak to us on +91 - 9600 606 444 and we will recommend whichever route costs you less.
My business had zero sales this month. Do I still need to file GST returns?
Yes. Every registered taxpayer must file returns for every tax period, even when there are no sales, no purchases and no tax liability. In that case you file nil GSTR-1 and nil GSTR-3B. Failure to file nil returns attracts a late fee of Rs.20 per day per return, capped at Rs.500 per return, and breaks the sequential filing chain. Prolonged non-filing can lead to suspension and eventually cancellation of your GSTIN. Our nil return plan for dormant businesses in Mathur MMDA starts at just Rs.299 per month.
What is the late fee if I file a nil return late?
For a nil GSTR-3B or nil GSTR-1 filed after the due date, the late fee is Rs.20 per day of delay (Rs.10 CGST plus Rs.10 SGST), capped at Rs.500 per return (Rs.250 plus Rs.250). No interest applies since there is no tax payable. While Rs.500 sounds small, defaults across several months add up, and the bigger cost is the compliance chain breaking and your GSTIN being flagged. If you have a backlog of nil returns pending in Mathur MMDA, call +91 - 9600 606 444; clearing them usually takes us a single working day.
How are B2B and B2C invoices reported differently in GST returns?
B2B invoices, meaning supplies to registered buyers, are reported invoice by invoice in Table 4 of GSTR-1 with the buyer's GSTIN, so each one flows into that buyer's GSTR-2B for credit. B2C supplies are split into two streams: large inter-state invoices above the threshold are reported invoice-wise in Table 5, while all remaining B2C sales are reported as consolidated, rate-wise totals per state in Table 7. This is why capturing the buyer's GSTIN correctly at billing matters so much; an invoice keyed as B2C by a cashier gives the registered buyer no credit and triggers correction requests later.
After applying for cancellation, do I still have to file GST returns?
Yes, and this trips up many taxpayers. Filing REG-16 does not by itself stop your compliance; you remain liable to file GSTR-1 and GSTR-3B for periods up to the effective date of cancellation, and the officer will generally not pass the cancellation order in REG-19 while returns are pending. Once the order is issued specifying the effective cancellation date, regular returns stop and only the final return GSTR-10, due within three months, remains. Plan the closure date sensibly, ideally at a month end with nil stock, so the tail of compliance is short and clean.
My shop was closed for a month. Can I skip filing GST returns for that period?
No. Once you hold an active GSTIN, returns must be filed for every tax period regardless of business activity. If there were no sales and no purchases, you must file nil GSTR-1 and nil GSTR-3B for that month. Skipping creates a break in the sequential filing chain, blocks future returns, accumulates late fees and can eventually lead to suspension of registration. Nil returns take only minutes and can even be filed by SMS. If your business in Mathur MMDA has periods of inactivity, ask us about our low-cost nil filing plan.
What GST rate applies to cars and two-wheelers now?
Small cars, meaning petrol cars up to 1200cc and diesel cars up to 1500cc with length not exceeding 4 metres, attract 18 percent GST, down sharply from the earlier 28 percent plus cess. Larger cars, SUVs above these specifications, attract the 40 percent rate, but with the compensation cess gone, the overall burden on most of them is still lower than before. Motorcycles up to 350cc are at 18 percent, while those above 350cc attract 40 percent. Electric vehicles continue at a concessional 5 percent. Dealers must also apply these rates to demo vehicle sales.
What is the GST rate for restaurants and food delivery now?
Standalone restaurants, eateries and cloud kitchens charge 5 percent GST without input tax credit. Restaurants located in hotels where the room tariff exceeds Rs.7,500 per day fall in the specified premises category and charge 18 percent with input tax credit. Food ordered through e-commerce operators such as Swiggy and Zomato is taxed at 5 percent, with the platform liable to pay the tax on restaurant services supplied through it. A restaurant in Mathur MMDA paying 5 percent must remember that GST on its rent, gas and equipment purchases becomes a cost, since credit is barred.
What is the GST rate on a works contract for a commercial building?
Under GST, a works contract relating to immovable property is treated wholly as a supply of services, and the standard rate is 18 percent on the contract value, with the contractor eligible for input tax credit on cement, steel and other inputs. This applies to construction, fabrication, erection, repair and renovation contracts for factories, offices and commercial buildings. The old VAT-plus-service-tax splitting of material and labour is gone; one rate applies to the whole consideration. Contractors should also note that free-issue materials supplied by the client can affect valuation, so contract drafting deserves attention before quoting.
Is GST applicable on rent for my shop or office premises?
Yes. Renting of commercial property such as shops, offices, godowns and industrial sheds is a taxable supply of services at 18 percent, charged by the landlord under forward charge once the landlord's aggregate turnover, including this rent, crosses Rs.20 lakh. The tenant, if registered and using the premises for business, can claim the GST as input tax credit, since renting is not a blocked credit. Landlords with several small commercial properties often cross the threshold without realising it, because rent from all properties on the same PAN is clubbed. A yearly turnover check protects against retrospective demands.
Which daily-use grocery items became cheaper under GST from September 2025?
The 56th GST Council's rationalisation, effective 22 September 2025, moved a large basket of daily essentials from 12% or 18% down to 5%, including butter, ghee, cheese, namkeens, sauces, pasta, chocolates, biscuits, cornflakes, hair oil, shampoo, soaps and toothpaste. UHT milk, pre-packaged paneer and all Indian breads such as roti, chapati and paratha became nil rated. Aerated and caffeinated beverages, by contrast, went to the 40% demerit rate. Grocery and supermarket billing masters needed a near-complete refresh from that date, and old stock is simply sold at the new rate applicable on the date of supply.
What is the difference between ISD and cross-charge, and when is each used?
They solve different problems. The Input Service Distributor mechanism distributes credit on third-party input services received at the head office but consumed by branches, such as an audit fee or software licence billed centrally; the ISD passes the credit itself through ISD invoices and GSTR-6, without charging tax again. Cross-charge applies where the head office performs a service for branches using its own resources; here the head office makes an outward supply, issues a tax invoice with tax, and the branch claims ITC. With ISD distribution mandatory for common third-party input services from 1 April 2025, businesses must now run both mechanisms side by side, each for its correct category.
What are the rules for numbering GST invoices?
The invoice serial number must be consecutive, must not exceed sixteen characters, and may contain alphabets, numerals and the special characters hyphen and slash, in one or multiple series. Each number must be unique for a financial year, so most businesses restart their series every April with a year prefix such as 2026-27/001. Gaps in a series invite questions during audit because officers may suspect unreported invoices, and cancelled invoice numbers should be retained in records with the cancelled copy. The document series you use must also be declared in Table 13 of GSTR-1 each period.
Which GST office handles Mathur MMDA businesses?
Businesses in Mathur MMDA (PIN 600068) generally fall under the CGST Chennai North Commissionerate, with state-jurisdiction cases handled by the Tamil Nadu Commercial Taxes Department. Your exact division and range can be confirmed from your GSTIN on the GST portal. We regularly appear before this jurisdiction for registrations, clarifications and hearings, so we know the local practice and documentation preferences.
What is the process for nil GST return?
The process runs in clear stages: Monthly confirmation; Portal verification; Nil GSTR-1 filing; Nil GSTR-3B filing. A senior consultant reviews your file at each stage rather than passing it to a data-entry desk, and you receive a confirmation with the filed documents once it is complete. You always know which stage your work is at — we update you on WhatsApp instead of leaving you to follow up.
Can I get nil GST return done online without visiting the office?
Yes, the entire process can be handled online. You share scanned documents on WhatsApp or email, we prepare and file everything on the GST portal, and you receive the acknowledgement and filed copies digitally. Businesses in Mathur MMDA regularly complete nil returns with us without a single office visit. If a physical verification or personal hearing is required by the department, we guide you through it.
