Trade Profile and GST Jurisdiction for 3rd Street, Mugalivakkam

Mugalivakkam sits between Porur and Manapakkam, its AGS Colony, Sabari Nagar, Sakthi Nagar, Mahalakshmi Nagar and VGN Lakshmi Nagar layouts packed with apartment blocks over ground-floor shops on Mugalivakkam Main Road. Builders, interior and aluminium fabricators, hardware and tile dealers, supermarkets and PG operators trade here. Joint-development revenue recognition, the one-third land abatement, reverse charge on commercial rent and Rule 42 credit reversal on exempt flat sales are the standard questions. From a first registration to the annual return, the full range of GSTR-1 & GSTR-3B Monthly Filing is available to Mugalivakkam businesses without stepping far from the shop or office — documents travel over WhatsApp, and our Chennai premises are open to anyone who prefers a face-to-face discussion. We serve Manapakkam and Ramapuram on the same footing, applying one rule everywhere: reconcile before filing, file before the due date, and keep the client informed at every stage.

GST jurisdiction for Mugalivakkam (PIN 600116): businesses here generally fall under the CGST Chennai South Commissionerate. State-jurisdiction cases are handled with the Tamil Nadu Commercial Taxes Department.
GST for IT and SaaS Companies in Mugalivakkam
IT and SaaS services are taxed at 18 percent domestically, but the real complexity is qualifying overseas billing as export under Section 2(6) of the IGST Act: the recipient must be outside India, consideration must arrive in convertible foreign exchange or INR where RBI permits, and the Indian entity and foreign recipient must not be mere establishments of the same person. Marketing or support arms serving a foreign parent risk classification as intermediaries under Section 13(8), making the place of supply India and the income taxable. Supplies to SEZ units are zero-rated with proper endorsements. A specialist structures contracts and invoicing so export status survives departmental scrutiny.
After GSTR-1 & GSTR-3B Monthly Filing is filed, support continues — acknowledgements are archived, upcoming due dates are tracked, and any departmental query on the work is answered, all within fees starting at Rs.749 in Mugalivakkam.
Why Us

Why 3rd Street, Mugalivakkam Businesses Choose ChennaiGST

Not a bulk-filing portal. A senior consultant knows your file, your jurisdiction and your deadlines.

Free Health Check of Your Past Filings

Every new client receives a review of their recent returns before we file anything — unclaimed credit, GSTR-1 versus GSTR-3B drift, and exposures worth correcting quietly. Businesses in Mugalivakkam often discover in this first review exactly why their previous arrangement was costing them money.

Advisory, Not Just Data Entry

We tell you when the composition scheme stops making sense, when QRMP suits your cash flow, and when a supplier's non-compliance is quietly costing you credit. Filing is the minimum; helping you make better GST decisions is the actual job.

Waiver and Amnesty Windows Applied for You

Whenever the GST Council notifies a late-fee waiver or an amnesty window for pending returns or old demands, we check every client's history against it and act within the deadline. Relief that businesses in Mugalivakkam would otherwise read about after it lapsed reaches our clients in time.

Composition Scheme Compliance Without Slips

Composition dealers have their own rulebook — CMP-08 every quarter, GSTR-4 annually by 30 June, bills of supply instead of tax invoices, and a turnover ceiling that must be watched. We handle each of these correctly so the scheme's simplicity never turns into a violation.

Notice-Proof Filing Discipline

Most GST notices trace back to mismatches between GSTR-1, GSTR-3B and GSTR-2B. We reconcile these before filing, not after a notice arrives, so your returns are internally consistent and the most common triggers for ASMT-10 scrutiny simply never appear.

Familiar with Chennai Jurisdictions and Officers' Expectations

We work with Chennai GST ranges and circles every week, including the jurisdiction covering Mugalivakkam. We know how local proper officers examine registrations, what supporting documents they routinely call for, and how to present a file so it moves without repeated queries.

How It Works

Our Monthly Returns Process

Monthly data collection

At month end we remind you and collect sales invoices, purchase bills and credit notes in whatever format you maintain, including Excel, Tally exports or scanned copies.

GSTR-1 preparation and filing

We prepare invoice-wise outward supply details, validate GSTINs of your B2B customers, summarise B2C supplies and file GSTR-1 on the portal before the 11th.

ITC reconciliation with GSTR-2B

We download your auto-drafted GSTR-2B, match it against purchase records, and claim only eligible input tax credit so that mismatches do not trigger scrutiny notices later.

Tax computation and confirmation

We compute net tax payable after ITC set-off, share the working with you for approval, and generate the payment challan for any cash liability.

GSTR-3B filing and reporting

After your confirmation and tax payment, we file GSTR-3B before the 20th and send you both filed acknowledgements along with a one-page summary of the month.

Why a Specialist Matters

With ChennaiGST vs Doing It Yourself

AspectWith ChennaiGSTDIY / Unattended
Time costRoughly an hour a month to send data and approve drafts; the portal work, reconciliation and follow-up are ours.Hours every month lost to portal errors, JSON files, OTP failures and reworking figures — usually on the due date itself.
Goods in transitE-way bills generated correctly and matched to invoices, so consignments pass roadside inspections without detention or penalty.A defective or missing e-way bill can mean detention at a checkpoint, with penalties that dwarf the tax on the consignment.
Portal credentials and dataLogins handled by a small engaged team under strict confidentiality, with credentials stored securely and never passed onward.Passwords circulating on chats with freelancers and part-timers, and no accountability for who has accessed your business data.
Due-date trackingA maintained compliance calendar with internal cut-offs days before the 11th and the 20th; we chase you for data, not the other way around.Deadlines remembered from memory or phone alarms; one busy week and the return slips past the due date.
Refund claimsRFD-01 filed with complete statements and annexures, tracked from ARN to bank credit, with any deficiency memo answered promptly.Incomplete claims bounce back as deficiency memos while the refund sits unclaimed for months and working capital stays blocked.
Supplier defaultsSuppliers who stop uploading invoices are identified within the period and pursued before their default becomes your blocked credit.Missing supplier invoices surface only when credit is denied, by which time recovering the amount from the vendor is difficult.

Law Update

GST Rulings and Notifications That Affect You — relevant to Mugalivakkam businesses

GST law moves through notifications, circulars and court decisions. These are the ones changing how filings are prepared right now.

GST Council

SGST and UTGST laws and the compensation cess ceilings approved

12th GST Council Meeting, New Delhi — 16 March 2017 (Signed Minutes, Agenda Items 2, 3 and 4) · 2017-03-16

The Council approved the draft SGST law and the draft UTGST law, completing the legislative package begun at the previous meeting, and also approved amendments to the GST (Compensation to States) Bill including the ceiling rates at which compensation cess could be imposed. Placing the cess ceilings in the statute meant that later cess increases, such as the one on cigarettes a few months afterwards, could be made by notification without returning to Parliament.

What it means for you: Tamil Nadu's own SGST Act follows the template approved here, which is why the State and Central provisions a Chennai business faces are near-identical.

Notification

Section 11A: Government can regularise short payment caused by common trade practice

Section 11A, CGST Act, 2017, inserted by the Finance (No. 2) Act, 2024, brought into force from 1 November 2024 vide Notification No. 17/2024-Central Tax · 2024-11-01

Section 11A empowers the Government, on the GST Council's recommendation, to notify that tax which was not levied or was short levied because of a generally prevalent trade practice need not be recovered. This gives statutory backing to the long-used device of regularising past periods on an 'as is where is' basis when a circular clarifies a disputed rate or classification, and protects taxpayers who followed the industry-wide understanding in good faith.

How we apply it: When a CBIC circular clarifies a rate you were charging differently, check whether the past period has been regularised before agreeing to pay any differential demand.

Case Law

Supreme Court treats State tax dues as a secured debt in insolvency proceedings

State Tax Officer v. Rainbow Papers Ltd — Supreme Court, judgment dated 06-09-2022 · 2022-09-06

The Supreme Court held that where a State tax statute creates a first charge on the assets of a defaulting dealer, the tax department qualifies as a secured creditor under the Insolvency and Bankruptcy Code. A resolution plan that simply ignores statutory tax dues, or provides nil recovery to the State, can be rejected. The decision considerably strengthened the position of tax authorities in corporate insolvency resolution processes.

What to do about it: A Chennai company entering insolvency cannot assume its GST and VAT arrears will be wiped out; statutory dues must be properly dealt with in the resolution plan.

FAQs

Frequently Asked Questions

Straight answers from practising GST consultants — based on the CGST Act, current CBIC notifications and day-to-day portal experience.

Do you provide gst return filing for small businesses and proprietorships in Mugalivakkam?
Yes. A large share of our clients in Mugalivakkam are proprietors, small traders, shop owners, freelancers and family businesses rather than large companies. The fee of Rs.749/month and the process are the same regardless of size, and we explain the compliance position in plain language — in Tamil or English — so you understand what is being filed on your behalf and why.
Can I get GSTR-1 & GSTR-3B monthly filing done online without visiting the office?
Yes, the entire process can be handled online. You share scanned documents on WhatsApp or email, we prepare and file everything on the GST portal, and you receive the acknowledgement and filed copies digitally. Businesses in Mugalivakkam regularly complete monthly returns with us without a single office visit. If a physical verification or personal hearing is required by the department, we guide you through it.
My credit notes this month exceed my sales. Can GSTR-3B show a negative figure?
Yes. Since the January 2024 tax period, the portal permits negative values in Table 3.1 of GSTR-3B where credit notes issued in a month exceed the outward supplies, a situation common in businesses with heavy sales returns. The resulting negative liability is carried forward automatically by the system and adjusted against the liability of subsequent tax periods, so you no longer need to defer reporting credit notes. Ensure the same credit notes are reported in GSTR-1, because GSTR-3B auto-populates from it and manual deviations invite the portal's variance flags. Retailers with seasonal return spikes benefit most from this facility.
What is GSTR-2B and why does my consultant match it before filing?
GSTR-2B is an auto-drafted statement of the input tax credit available to you, generated on the 14th of every month from the GSTR-1 and IFF filings of your suppliers. Input tax credit in GSTR-3B can only be claimed for invoices appearing in GSTR-2B, so matching your purchase register against it before filing is essential. If a supplier has not uploaded an invoice, the credit must be deferred and the supplier followed up. This monthly reconciliation is included in our return filing service for businesses in Mugalivakkam.
Do I have to report HSN codes in my GSTR-1?
Yes. Taxpayers with aggregate turnover up to Rs.5 crore must report a 4-digit HSN summary for B2B supplies in Table 12 of GSTR-1, while those above Rs.5 crore must report 6-digit HSN codes for all supplies. The portal now validates HSN entries against its master list, so wrong or truncated codes can block filing. Getting HSN classification right also determines your tax rate, so it is worth a one-time review of your product list. Our team in Mugalivakkam maintains a verified HSN master for every client.
The portal auto-filled an interest amount in my GSTR-3B. Can I edit or dispute it?
The portal computes interest on delayed filings under Rule 88B and auto-populates it in Table 5.1 of the next period's GSTR-3B, with a break-up shown period-wise. The system value is based on your cash ledger debits and the days of delay, and while the field permits upward revision, reducing the system-computed figure will flag the return. If you believe the computation is wrong, for instance because a liability related to an earlier period was declared with correct interest already paid through DRC-03, pay what is correct and keep the working; the department can be satisfied later with the reconciliation. We verify these auto-computations for clients before every filing.
Swiggy and Zomato pay the GST on my restaurant orders. How do I show these sales in my returns?
Since 1 January 2022, tax on restaurant services supplied through e-commerce operators is payable by the operator under Section 9(5), so you do not charge GST on app orders and no TCS is collected on them either. You must still report these supplies: show them in GSTR-3B Table 3.1.1(ii) as supplies on which the operator pays tax, and disclose them in GSTR-1, without paying tax on them again. Direct dine-in and takeaway billing remains taxable in your hands at 5%. Mixing up these tables is a common error we correct for restaurants in Mugalivakkam; call +91 - 9600 606 444 for help.
A client paid me an advance. Do I raise an invoice or something else?
On receiving an advance, you issue a receipt voucher under Rule 50, not an invoice; the tax invoice follows when the service is actually supplied. GST is payable on advances received for services in the period of receipt, and the receipt voucher documents that liability. Advances for the supply of goods are not taxed at receipt for normal taxpayers under Notification 66/2017. If the rate is not determinable when the advance arrives, tax is paid at 18 percent, and if the nature of supply is not determinable, it is treated as inter-state. Service firms in Mugalivakkam with retainer billing should map this into their monthly cycle.
My supplier is delivering one order in several instalments. When can I claim the ITC?
Where goods against a single invoice are received in lots or instalments, the first proviso to Section 16(2) permits the credit only upon receipt of the last lot. So if machinery invoiced in March arrives in four consignments ending in May, the entire ITC is claimable only in May, even though the invoice is dated March. Claiming it earlier is a premature availment that can be flagged in scrutiny. Track part deliveries against invoices in your inward register, and defer the credit in your reconciliation working until the final consignment is booked. This timing point is routinely missed by businesses in Mugalivakkam handling bulk orders.
My supplier has not uploaded an invoice and it is missing from GSTR-2B. Can I still claim the ITC?
No, not until it appears. Since 1 January 2022, Section 16(2)(aa) permits ITC only on invoices furnished by the supplier in GSTR-1 and communicated to you in GSTR-2B; the earlier provisional credit tolerance is gone. Claiming credit on a missing invoice invites a Rule 88D intimation and reversal with interest at 18 percent. The practical remedy is vendor follow-up: withhold the tax portion of payment until the supplier uploads, and claim the credit in the month it appears in GSTR-2B, subject to the overall time limit of 30 November following the financial year. Vendor discipline clauses in purchase orders help enormously.
I claimed some ITC wrongly last year. What interest and penalty apply if I reverse it now?
Under Section 50(3) as amended, interest at 18 percent per annum applies where wrongly availed credit has also been utilised, calculated from the date of utilisation until reversal; credit that was availed but never utilised, because your ledger balance never fell below the wrong amount, attracts no interest. Voluntary reversal is done through GSTR-3B or by payment in DRC-03, and paying before any show cause notice generally avoids or minimises penalty. If the department has already issued ASMT-10 or DRC-01, reply timelines apply, so act quickly. Call +91 - 9600 606 444 and ChennaiGST can compute the exact interest and file the DRC-03.
Which everyday goods now attract 5 percent GST?
The 5 percent slab now covers most household essentials that earlier fell in the 12 or 18 percent brackets: soaps, shampoos, toothpaste and toothbrushes, hair oil, bicycles, kitchen utensils and tableware. Packaged foods such as butter, ghee, cheese, namkeens, sauces, pasta, biscuits and chocolates are also at 5 percent, as are most medicines, medical devices and agricultural machinery. Apparel and footwear priced up to Rs.2,500 per piece attract 5 percent as well. Retailers in Mugalivakkam should update billing software rate masters item by item rather than assuming old rates continue.
My shop's landlord in Mugalivakkam is not GST registered. Do I pay GST on the rent myself?
Yes, if you are registered. With effect from 10 October 2024, renting of any immovable property other than a residential dwelling by an unregistered person to a registered person was notified under reverse charge, so a registered tenant must pay 18 percent on the rent in cash through GSTR-3B and can claim ITC subject to the usual conditions. Composition taxpayers were subsequently excluded from this entry with effect from 16 January 2025. You must also raise a monthly self-invoice since the landlord is unregistered. Many shop and godown tenants in Mugalivakkam remain unaware of this recent entry; call +91 - 9600 606 444 to regularise past months.
How many digits of the HSN code must I print on my tax invoices?
Under Notification 78/2020 Central Tax, taxpayers with aggregate turnover up to Rs.5 crore in the preceding financial year must mention a 4-digit HSN code on all B2B tax invoices, though it is optional on B2C invoices. Taxpayers with turnover above Rs.5 crore must mention 6-digit HSN codes on every invoice, including B2C. Eight digits are required for specified goods such as certain chemicals and for export documentation. Services follow the same rule using SAC codes, which begin with 99. Printing truncated or wrong codes on invoices creates mismatches later, so set the codes correctly in your billing software once.
Are hospital and clinic charges exempt from GST?
Healthcare services provided by a clinical establishment, an authorised medical practitioner or paramedics are exempt from GST. This covers diagnosis, treatment and care for illness, injury, deformity or pregnancy in any recognised system of medicine in India, and includes transportation of patients by ambulance, which is separately exempt for any provider. Consultation fees, surgery charges, nursing and diagnostic services within this definition carry no GST, which is why hospitals do not charge tax on treatment bills. The exemption attaches to the nature of the service, not the size of the hospital, so both a large corporate hospital and a single-doctor clinic are covered.
Is there really a penalty for not displaying my GST number at my shop?
Yes. Rule 18 of the CGST Rules requires every registered person to display the registration certificate in a prominent location at the principal place of business and every additional place, and to display the GSTIN on the name board at the entry of each such premises. There is no separate penalty provision for this lapse, so officers invoke the general penalty under Section 125, which can extend to Rs.25,000 under CGST with a matching state penalty. Inspection teams visiting Mugalivakkam markets routinely check name boards first, so a few hundred rupees of signage is the cheapest compliance in the entire GST law.
What is the place of supply for freight and courier charges on goods?
For transportation of goods, including by courier, Section 12(8) fixes the place of supply as the location of the recipient where the recipient is registered. Where the recipient is unregistered, it is the location where the goods are handed over for transportation. So a registered Mugalivakkam manufacturer paying a transporter for a Chennai-to-Delhi movement has Tamil Nadu as the place of supply, and the RCM liability is paid as CGST plus SGST if the transporter is also in Tamil Nadu. This rule matters chiefly for paying reverse charge on GTA freight under the correct heads, because paying IGST where CGST and SGST were due creates a refund-and-repay exercise later.
What documents must I prepare for reverse charge purchases from unregistered suppliers?
Two documents are required. First, a self-invoice: Section 31(3)(f) obliges you to issue an invoice on yourself for goods or services received from an unregistered supplier on which you pay tax under reverse charge, and under Rule 47A this self-invoice must be issued within thirty days of receiving the supply. Second, a payment voucher under Rule 52 at the time of making payment to the supplier. The self-invoice is the document on which you claim the input tax credit of the reverse charge tax paid. Freight from unregistered transporters and advocate fees are typical cases where businesses miss this paperwork.
What documents are required for GSTR-1 & GSTR-3B monthly filing in Mugalivakkam?
For GSTR-1 & GSTR-3B monthly filing you will generally need: Sales invoices or sales register for the month, Purchase invoices or purchase register, Credit notes and debit notes issued during the month, GST portal login credentials, Bank statement for the period, if reconciliation is needed. The exact list depends on your constitution — proprietorship, partnership, LLP or company — and on the specifics of your case. Send what you have on WhatsApp to +91 - 9600 606 444 and we will confirm within the same working day exactly what else is needed, so nothing is rejected later for a missing paper.
What is the process for GSTR-1 & GSTR-3B monthly filing?
The process runs in clear stages: Monthly data collection; GSTR-1 preparation and filing; ITC reconciliation with GSTR-2B; Tax computation and confirmation. A senior consultant reviews your file at each stage rather than passing it to a data-entry desk, and you receive a confirmation with the filed documents once it is complete. You always know which stage your work is at — we update you on WhatsApp instead of leaving you to follow up.
Are there any hidden charges for GSTR-1 & GSTR-3B monthly filing?
No. The fee quoted before we start is the fee you pay. Government fees, portal charges or statutory late fees, where they apply, are separate and disclosed to you in advance with the exact amount. We issue a proper GST invoice for our professional fee. If the scope of work changes — for example, an unexpected notice or additional periods — we tell you the revised fee before doing anything further.
