Alongside the new rate schedules, this notification amends the 2017 compensation cess rate notification to bring the cess down to nil on nearly every entry with effect from 22 September 2025, because the goods that had carried cess were absorbed into the new eighteen and forty per cent rates. Only pan masala, tobacco and related products continued to carry cess after that date, pending discharge of the compensation loan obligations.
Why this matters: Car and aerated drink dealers stopped charging compensation cess from 22 September 2025 and should have cleared the balance in their separate cess credit ledger.

The bank imported goods and stored them in a Free Trade Warehousing Zone before they were cleared. It asked whether integrated tax was payable again when the goods were removed from the zone to the domestic tariff area, over and above the tax collected at the time of customs clearance. The Authority, following Circular No. 3/1/2018-IGST dated 25 May 2018, held that the applicant is not liable to pay IGST at the time of removal, the levy arising once at clearance for home consumption.

CBIC clarified that consideration for export of services received in Indian rupees through Special Rupee Vostro Accounts, as permitted by the RBI for trade with countries such as Russia and Sri Lanka, satisfies the condition of receipt in convertible foreign exchange under the IGST Act. Such transactions therefore qualify as zero-rated exports, preserving the exporter's entitlement to supply under LUT without tax and to claim refunds of accumulated input tax credit.
What it means for you: Service exporters billing in rupees through RBI-approved Vostro arrangements should not be denied LUT or refund benefits, and this circular is the answer to any such objection.
