The 50th GST Council meeting decided that online gaming, casinos and horse racing would be taxed at 28 per cent on the full face value of bets or chips purchased, without distinguishing games of skill from games of chance. The Council recommended amending the GST laws to include online gaming and horse racing as taxable actionable claims. The decision reshaped the economics of the online real-money gaming industry and triggered large retrospective demand notices on gaming companies.

GSTN Advisory dated 1 November 2025 — simplified registration scheme under Rule 14A · 2025-11-01
GSTN operationalised the optional simplified registration scheme under Rule 14A of the CGST Rules from 1 November 2025. Applicants whose self-assessed output tax liability, across CGST, SGST, IGST and cess, does not exceed Rs 2.5 lakh per month can opt in while filing REG-01 and receive registration within three working days, subject to mandatory Aadhaar authentication of the primary authorised signatory and at least one promoter or partner.

Notification Nos. 15/2025 & 16/2025-Central Tax (Rate) · 2025-09-17
Alongside the goods schedule, CBIC issued companion notifications for services effective 22 September 2025, Notification 15/2025-Central Tax (Rate) superseding the services rate notification 11/2017 and Notification 16/2025-Central Tax (Rate) carrying the services exemptions.
