Acting on the report of the Group of Ministers on IT simplification, the Council approved the design principles for a new return: one monthly return for all taxpayers except composition dealers and a few others, with staggered due dates by turnover; unidirectional flow of invoices uploaded by the seller at any time during the month, which would be the valid document for the buyer's credit; no requirement to upload purchase invoices; four-digit HSN for B2B invoices; and automatic computation of liability and credit.

Schedule IV at 1.5 per cent central tax, that is three per cent combined, covers pearls, silver, gold, platinum, base metals clad with precious metal, articles of jewellery, goldsmiths' and silversmiths' wares, imitation jewellery and coin. Schedule V at 0.125 per cent, that is 0.25 per cent combined, covers rough or simply sawn diamonds and unworked precious and semi-precious stones. Schedule VI at 0.75 per cent, that is 1.5 per cent combined, covers cut and polished diamonds and worked synthetic stones.
Practical effect: Jewellers in Chennai continue to charge three per cent on ornaments, with the separate making charge taxed as a service, so no repricing was needed in September 2025.

The manufacturer supplied electrical wiring harness, essentially electrical wire with connectors at both ends, used in motor vehicles, and asked whether it should be classified as a motor vehicle part or as insulated electrical conductors. The Authority classified the product under heading 8544, which covers insulated wire and cable fitted with connectors, taxable at 9 percent central tax and 9 percent State tax following Notification No. 41/2017-Central Tax (Rate) dated 14 November 2017, the earlier rate having been higher.
Why this matters: Chennai auto component makers should classify by the tariff description of the article itself, not by the vehicle it eventually goes into.
