Trade Profile and GST Jurisdiction for Bashyam 3rd Street, Otteri

Otteri is ringed by Konnur High Road, Strahans Road, Cooks Road and Brick Kiln Road, a weaver-and-tailor quarter turned retail belt of handloom and readymade garment units, printing presses, bakeries, mutton and vegetable vendors and hardware shops around the Otteri Nallah and Medavakkam Tank Road. Small traders here trip over the five and twelve per cent garment rate split, QRMP filing and GSTR-2B mismatches. For businesses here, staying on the right side of GST is not optional — buyers check compliance, and the department's systems match every return. Our firm provides GST Refund RFD-01 to clients across Otteri and neighbouring Purasawalkam and Perambur, combining Chennai jurisdiction familiarity with disciplined deadline tracking. Whether you run a shop, a service practice or a growing trading concern, we handle the portal work so you can stay focused on the business itself.

GST jurisdiction for Otteri (PIN 600012): businesses here generally fall under the CGST Chennai North Commissionerate. We regularly represent clients from Otteri before this jurisdiction for registrations, clarifications and notice hearings, and can confirm your exact division and range from your GSTIN. State-jurisdiction cases are handled with the Tamil Nadu Commercial Taxes Department.
GST for Hardware and Electrical Dealers in Otteri
A hardware and electrical counter stocks thousands of SKUs whose rates have moved: cement fell from 28 to 18 percent under the September 2025 rationalisation, while wires, switchgear, paints and sanitaryware sit at 18 percent. When a rate changes, Section 14 decides which rate applies based on the dates of supply, invoice and payment, so transition-period billing needs care. Dealer schemes and cash discounts from manufacturers arrive as credit notes that must be tracked against your input credit. A specialist maintains an item-wise HSN and rate master, applies Section 14 correctly during rate changes, and reconciles supplier credit notes so your GSTR-2B never overstates credit.
The cost of GST Refund RFD-01 in Otteri starts at Rs.4,999 as a fixed professional fee quoted upfront, with any government fees shown separately and no hidden additions later.
Why Us

Why Bashyam 3rd Street, Otteri Businesses Choose ChennaiGST

Not a bulk-filing portal. A senior consultant knows your file, your jurisdiction and your deadlines.

Waiver and Amnesty Windows Applied for You

Whenever the GST Council notifies a late-fee waiver or an amnesty window for pending returns or old demands, we check every client's history against it and act within the deadline. Relief that businesses in Otteri would otherwise read about after it lapsed reaches our clients in time.

Reverse Charge Tracked, Not Forgotten

Freight paid to transporters, advocate fees, imported services and other notified supplies attract GST under reverse charge, with self-invoicing where the supplier is unregistered. We maintain a running RCM check every period, because this is the liability self-filers most consistently miss.

Extra Hands During Filing Windows

In the days before the 11th and the 20th, our team runs extended hours and a strict internal queue, so a client who sends data late in the window is still filed on time. Peak-season crush at our end never becomes a late fee at yours.

No Handing Off to Untrained Juniors

Your work is executed by trained GST staff working under direct senior supervision, not passed to interns learning on your file. The person preparing your return understands reverse charge, blocked credits and place of supply, because getting these wrong costs you money.

Familiar with Chennai Jurisdictions and Officers' Expectations

We work with Chennai GST ranges and circles every week, including the jurisdiction covering Otteri. We know how local proper officers examine registrations, what supporting documents they routinely call for, and how to present a file so it moves without repeated queries.

Advisory, Not Just Data Entry

We tell you when the composition scheme stops making sense, when QRMP suits your cash flow, and when a supplier's non-compliance is quietly costing you credit. Filing is the minimum; helping you make better GST decisions is the actual job.

How It Works

Our GST Refund Process

Eligibility and computation

We identify the correct refund category, confirm the two-year limitation from the relevant date, and compute the admissible amount using the formula prescribed under the rules.

Document compilation

Invoices, shipping bills, FIRCs, the LUT and ledger extracts are compiled into the prescribed statements, and gaps that commonly cause deficiency memos are fixed upfront.

RFD-01 filing

The refund application is filed on the portal with all annexures and declarations, and the acknowledgement in RFD-02 is tracked within the statutory fifteen days.

Departmental follow-up

We respond to any deficiency memo in RFD-03 or show cause notice in RFD-08, appear through written submissions, and pursue provisional refund where the category permits.

Sanction and credit

We track the sanction order in RFD-06 and payment advice in RFD-05, confirm the credit in your validated bank account, and archive the complete claim file.

Outcomes

What You Get

Practical outcomes our clients measure us by.

A Professional Face on Every Invoice

Correct, complete tax invoices signal a well-run business to customers, vendors and banks alike, quietly strengthening your credibility in every transaction where your paperwork is seen.

Lower Total Cost of Compliance

A fixed professional fee is almost always cheaper than the combination of late fees, interest, lost credit and staff hours that informal, last-minute compliance quietly accumulates over a year.

Goods That Move Without Detention

Correct e-way bills matched to correct invoices mean your consignments clear roadside inspections cleanly, avoiding detention proceedings whose penalties can far exceed the tax on the goods being carried.

Notices Answered Within the Time Limit

Statutory windows such as thirty days for an ASMT-11 reply are tracked from the day a notice arrives, so responses go in on time, complete, and with your best case properly presented.

Stronger Standing with Corporate Buyers

Large buyers check vendor GST compliance before releasing payments and renewing contracts. A clean filing record with timely GSTR-1 uploads keeps your invoices reflecting in their GSTR-2B and your payments unblocked.

Bank and Tender Readiness

Loan applications and government tenders routinely demand GST returns and registration documents. With everything filed and archived properly, you can produce a complete compliance file within hours instead of days.

Why a Specialist Matters

With ChennaiGST vs Doing It Yourself

AspectWith ChennaiGSTDIY / Unattended
Annual return preparationMonthly reconciliations roll naturally into GSTR-9, filed comfortably before 31 December with figures already agreed through the year.Twelve months of unmatched data reconstructed in December, with differences discovered too late to be corrected cleanly.
Supplier defaultsSuppliers who stop uploading invoices are identified within the period and pursued before their default becomes your blocked credit.Missing supplier invoices surface only when credit is denied, by which time recovering the amount from the vendor is difficult.
Due-date trackingA maintained compliance calendar with internal cut-offs days before the 11th and the 20th; we chase you for data, not the other way around.Deadlines remembered from memory or phone alarms; one busy week and the return slips past the due date.
Time costRoughly an hour a month to send data and approve drafts; the portal work, reconciliation and follow-up are ours.Hours every month lost to portal errors, JSON files, OTP failures and reworking figures — usually on the due date itself.
Late fees and interestFilings go in ahead of statutory dates, so the Rs.50-per-day late fee and 18 percent interest never arise.Late fees accumulate silently every delayed day, and interest on unpaid tax runs at 18 percent per annum.
Risk of noticesGSTR-1, GSTR-3B and GSTR-2B reconciled before filing, removing the mismatches that trigger most scrutiny notices.Inconsistent figures across returns quietly build a mismatch history that surfaces later as ASMT-10 scrutiny or a demand notice.

GST Council

Under-construction housing cut to 5 per cent, affordable housing to 1 per cent, both without input credit

33rd GST Council Meeting, New Delhi — 20 and 24 February 2019 · 2019-02-24

To revive the residential real estate sector, the Council recommended an effective GST rate of five per cent without input tax credit on residential properties outside the affordable segment, and one per cent without input tax credit on affordable housing, with effect from 1 April 2019. The Council reasoned that buyers would get a fair price, that disputes about builders not passing on credit would become irrelevant, and that unutilised credit which used to become a project cost would be removed.

What to do about it: Flat buyers in Chennai pay one or five per cent on under-construction purchases, but the builder cannot claim input credit, so the tax is embedded in the price rather than shown as recoverable.

Circular

Letter of Undertaking made available to almost all exporters in place of a bond

Circular No. 8/8/2017-GST dated 4 October 2017 · 2017-10-04

Following Notification No. 37/2017-Central Tax, this consolidated circular extended the Letter of Undertaking facility to every registered exporter of goods or services except a person prosecuted for a GST or earlier-law offence involving tax evasion above Rs 250 lakh. An LUT is valid for the financial year in which it is furnished. Exporters who are ineligible must give a bond with a bank guarantee of up to fifteen per cent of the bond amount. It replaced Circulars 2/2/2017, 4/4/2017 and 5/5/2017.

Practical effect: A Chennai exporter with a clean record can ship without paying IGST simply by filing an LUT each year, and need not block working capital in a bond or bank guarantee.

Portal Advisory

Refund claims move to invoice-based filing without chronological periods

GSTN Advisory dated 8 May 2025 — changes in the refund filing process on the portal · 2025-05-08

GSTN removed the requirement to select a refund period in chronological order for certain refund categories, so a claim need not follow strict sequence, and moved those categories to invoice-based filing. For export of services with payment of tax, supplies to special economic zone units with payment of tax, and deemed export claims by the supplier, the applicant uploads the specific invoices in the relevant statement and those invoices are then locked against a repeat claim. All returns due up to the date of the claim must be filed.

What it means for you: Keep returns current and your export invoice register clean, since refunds are now claimed invoice by invoice and each invoice can be used only once.

FAQs

Frequently Asked Questions

Straight answers from practising GST consultants — based on the CGST Act, current CBIC notifications and day-to-day portal experience.

Do you provide gst refund application for small businesses and proprietorships in Otteri?
Yes. A large share of our clients in Otteri are proprietors, small traders, shop owners, freelancers and family businesses rather than large companies. The fee of Rs.4,999 and the process are the same regardless of size, and we explain the compliance position in plain language — in Tamil or English — so you understand what is being filed on your behalf and why.
Are there any hidden charges for GST refund RFD-01?
No. The fee quoted before we start is the fee you pay. Government fees, portal charges or statutory late fees, where they apply, are separate and disclosed to you in advance with the exact amount. We issue a proper GST invoice for our professional fee. If the scope of work changes — for example, an unexpected notice or additional periods — we tell you the revised fee before doing anything further.
My GST refund was rejected by the officer. Do I have any remedy?
Yes. Before rejection, the officer must issue a notice in RFD-08 and consider your reply in RFD-09, so a rejection without hearing you is itself challengeable. Against a rejection order in RFD-06, you can file an appeal in Form APL-01 before the appellate authority within three months of the order. The ITC debited for the rejected claim is re-credited through PMT-03 where applicable. Appeals on refund matters frequently succeed where the rejection was for curable documentation gaps, so preserve every acknowledgement and reply. Professional drafting of the appeal grounds materially improves outcomes.
I export goods after paying IGST. How do I get that tax back?
For export of goods with payment of IGST, no separate RFD-01 is needed. The shipping bill filed with customs is itself treated as the refund application once you file GSTR-1 with correct shipping bill details in Table 6A and pay the tax through GSTR-3B. Customs matches the data from the GST portal with ICEGATE and credits the refund directly to your bank account. Most delays happen because of invoice mismatches between GSTR-1 and the shipping bill, or bank account validation errors, so reconcile both before filing each month.
I charged CGST and SGST on an invoice that should have carried IGST. How do I fix it?
The law provides a clean remedy without interest. Under Section 77 of the CGST Act and Section 19 of the IGST Act, where a supply was wrongly treated as intra-state instead of inter-state or vice versa, you pay the tax under the correct head and claim refund of the tax paid under the wrong head; no interest is charged on the correct payment. Rule 89(1A) allows the refund application within two years from the date the correct tax is paid. Issue a credit note and corrected invoice, amend GSTR-1, and file RFD-01 under the appropriate category. Our Otteri team handles these head-swap corrections regularly; call +91 - 9600 606 444 before the limitation runs.
What are deemed exports and who claims the refund, the supplier or the buyer?
Deemed exports are notified domestic supplies treated like exports even though goods do not leave India, such as supplies to Export Oriented Units, supplies against Advance Authorisation, and supplies of capital goods against EPCG authorisation. Tax is paid on these supplies, and the refund of that tax can be claimed through RFD-01 by either the recipient or, where the recipient furnishes an undertaking that it will not claim the refund and will not avail ITC, by the supplier. The claim must be filed within two years and supported by the prescribed acknowledgements and undertakings.
I run a software services company in Otteri billing US clients. Can I claim a GST refund?
Yes, provided your supplies qualify as export of services: the recipient is outside India, payment is received in convertible foreign exchange, and you and the client are not merely establishments of the same person. Export of services is zero-rated, so if you supply under LUT without charging IGST, the ITC on your rent, software subscriptions and other business inputs can be refunded through RFD-01. You must attach FIRC or bank realisation certificates proving foreign exchange receipt. Many IT exporters in Otteri accumulate lakhs in unclaimed credit; call +91 - 9600 606 444 for a free eligibility review.
What is the time limit for filing a GST refund application?
Form RFD-01 must be filed within two years from the relevant date defined in Section 54 of the CGST Act. For export of goods, the relevant date is the date the ship or aircraft leaves India; for export of services, it is the date of receipt of foreign exchange or the invoice date, whichever is later; for inverted duty structure, it is the due date of the return for the period in which the claim arises. Missing the two-year window makes the refund time-barred, so track pending claims carefully and file early.
I received an intimation in DRC-01C about ITC mismatch. How do I respond?
DRC-01C is issued under Rule 88D when the ITC claimed in your GSTR-3B exceeds the ITC available in GSTR-2B beyond the permitted limits. You must respond within seven days, either by paying the excess with interest through DRC-03 or by explaining the difference in Part B of DRC-01C, citing valid reasons such as credits of earlier periods claimed within time, reclaims after Rule 37 payment, or import ITC not flowing through 2B. Until you respond, the portal can block filing of your next GSTR-1. Do not ignore the seven-day window; call +91 - 9600 606 444 the day it arrives.
Is there a last date to claim input tax credit for a financial year?
Yes. Under Section 16(4), ITC for invoices and debit notes of a financial year must be claimed by the earlier of 30 November following the end of that financial year or the date of filing the annual return GSTR-9. So credit on a March 2026 invoice must be taken in a GSTR-3B filed on or before 30 November 2026. Credits discovered after this date are permanently lost, which is why a year-end reconciliation in September or October, comparing books, GSTR-2B and GSTR-3B for the full year, is essential for every business in Otteri.
Is an ice cream parlour or sweet shop taxed like a restaurant at 5%?
Not automatically. CBIC Circular 164/20/2021 clarified that ice cream parlours selling already manufactured ice cream are supplying goods, not restaurant service, so the rate of the goods applies; ice cream itself moved to 5% in the September 2025 rate rationalisation. Sweets sold over the counter are likewise goods, with sweetmeats attracting 5%. However, where a sweet shop also runs a seating area serving prepared food, that portion can qualify as restaurant service at 5% without input credit. The distinction decides your input tax credit position, so classify each revenue stream correctly. ChennaiGST maps this for food businesses; call +91 - 9600 606 444.
What is the place of supply for freight and courier charges on goods?
For transportation of goods, including by courier, Section 12(8) fixes the place of supply as the location of the recipient where the recipient is registered. Where the recipient is unregistered, it is the location where the goods are handed over for transportation. So a registered Otteri manufacturer paying a transporter for a Chennai-to-Delhi movement has Tamil Nadu as the place of supply, and the RCM liability is paid as CGST plus SGST if the transporter is also in Tamil Nadu. This rule matters chiefly for paying reverse charge on GTA freight under the correct heads, because paying IGST where CGST and SGST were due creates a refund-and-repay exercise later.
I buy electronics stock from distributors in other states. How does the IGST on purchases work for me?
Inter-state purchases carry IGST, which flows into your GSTR-2B once the distributor files GSTR-1, and it is fully available as input tax credit. When you sell locally in Tamil Nadu you charge CGST and SGST, and the law lets you use IGST credit against both, with the portal applying the set-off order automatically. There is no cost disadvantage in buying from out-of-state distributors, provided they are compliant filers; a distributor who files late delays your credit by a month. Track supplier filing discipline as part of vendor selection. Retailers in Otteri can call +91 - 9600 606 444 for a supplier compliance scorecard.
I hold stock purchased before the September 2025 rate cuts at higher tax rates. What happens when I sell it now?
You charge the rate in force on the date of supply, so goods sold on or after 22 September 2025 carry the new lower rate even if you bought them when the rate was 12% or 28%. The input tax credit you took at the old, higher rate remains fully intact in your credit ledger and is not restricted merely because output is now taxed lower; it simply sets off across your overall liability. No stock declaration was required for this transition. What traders in Otteri must avoid is selling old-MRP stock at prices that ignore the tax cut without reviewing pricing. Call +91 - 9600 606 444 for a transition check.
Where is the place of supply for services connected to a building or land?
Services directly relating to immovable property, including those of architects, interior decorators, engineers, surveyors, construction and works contract services, renting, and accommodation in hotels, are supplied where the property is located, under Section 12(3). The recipient's location and registration are irrelevant. So a Otteri architect designing a factory in Coimbatore charges CGST plus SGST of Tamil Nadu, but for a project in Kochi the place of supply is Kerala and IGST applies. For hotels, the state where the hotel stands is always the place of supply, which is why accommodation is invariably billed with that state's local taxes regardless of where the guest's business is registered.
My customer in Mumbai asked me to deliver goods directly to his buyer in Otteri. How do I bill this?
This is a bill-to ship-to transaction under Section 10(1)(b). When goods are delivered to a third party on the instruction of your customer, the law deems your customer's principal place of business as the place of supply, not the actual delivery point. So you invoice the Mumbai customer with IGST even though the goods physically moved within Tamil Nadu, and the Mumbai customer raises a second invoice on the ultimate recipient in Otteri. Only one e-way bill is needed for the movement, generated by either party with both invoice legs captured. Wrongly billing the delivery-point state is a classic error that misplaces the credit chain entirely.
I declare income under Section 44ADA. Does that mean I am exempt from GST?
No, this is a common myth. Section 44ADA is a presumptive taxation scheme under the Income Tax Act that lets professionals declare fifty percent of gross receipts as income; it has nothing to do with GST. GST liability depends solely on aggregate turnover crossing the registration threshold and the nature of your supplies. In fact, the two departments now cross-match data, so gross receipts reported in your ITR and Form 26AS that exceed the GST turnover you declared are a known trigger for notices. Treat the two laws as parallel obligations, each with its own limits and filings.
What is the difference between a GST credit note and a commercial credit note?
A GST credit note is issued under Section 34, is reported in GSTR-1, and reduces your output tax, with the buyer reversing equivalent input credit. A commercial or financial credit note adjusts only the money owed between the parties; it carries no GST, is not reported in returns, and leaves everyone's tax position untouched. Businesses use commercial credit notes when the 30 November deadline has passed, or for post-supply discounts that do not satisfy the statutory conditions for a tax adjustment. Choosing the wrong instrument is a frequent audit finding, so decide the type before the note is issued.
What documents are required for GST refund RFD-01 in Otteri?
For GST refund RFD-01 you will generally need: Export invoices and shipping bills, for export refund claims, FIRC or bank realisation certificates for export proceeds, Copy of LUT filed in RFD-11, for exports without payment of tax, GSTR-1 and GSTR-3B filed copies for the claim period, GSTR-2B and purchase invoices supporting input tax credit. The exact list depends on your constitution — proprietorship, partnership, LLP or company — and on the specifics of your case. Send what you have on WhatsApp to +91 - 9600 606 444 and we will confirm within the same working day exactly what else is needed, so nothing is rejected later for a missing paper.
