This circular set out how officers must handle an application for cancellation of registration in FORM GST REG-16. The officer should verify the application and, if satisfied, pass the cancellation order in FORM GST REG-19 within thirty days. Pending returns are to be filed and any liability discharged, and the taxpayer must file the final return in FORM GSTR-10 within three months of the cancellation order. Cancellation cannot be refused merely because dues are outstanding.
Practical effect: A Chennai business closing down should file REG-16, clear pending returns and remember GSTR-10, since an unfiled final return keeps the liability alive.
Tamil Nadu Water Investment Company Ltd - AAR Tamil Nadu, advance ruling reported at 2019 (2) TMI 187 · 2019
The Chennai company provided management consultancy and detailed project report services to the Chennai Metro Water Supply and Sewerage Board for water related projects. It asked whether the service attracted GST. The Authority held that the supply was a pure service with no supply of goods involved, rendered in relation to a function entrusted to a municipality, and was therefore exempt from GST under the entry covering pure services supplied to government and local authorities.
What to do about it: Chennai consultants on government water and civic projects should test the pure services exemption before adding GST to their invoices.
GSTN Advisory dated 7 June 2025 — non-editable auto-populated liability in GSTR-3B · 2025-06-07
After an October 2024 advisory and a January 2025 deferment, GSTN confirmed that from the July 2025 tax period the auto-populated outward tax liability in GSTR-3B, drawn from GSTR-1, IFF or GSTR-1A, is hard-locked and cannot be edited manually while filing. Any correction to sales figures must be made through GSTR-1A before GSTR-3B is filed. The change is intended to end mismatches between GSTR-1 and GSTR-3B.
What it means for you: Reconcile sales data before filing GSTR-1 each month, since GSTR-3B can no longer be adjusted at the last minute.
