The Council completed the fitment exercise for goods and broadly approved GST rates at nil, five, twelve, eighteen and twenty-eight per cent across the tariff, along with the rates of GST compensation cess to be levied on specified goods. Notification No. 82/2020-Central Tax · 2020-11-10
The Central Goods and Services Tax (Thirteenth Amendment) Rules, 2020 restructured Rules 59, 60 and 61 to accommodate quarterly return filing. It created the invoice furnishing facility, allowing a quarterly filer to upload business-to-business invoices for the first two months of a quarter by the 13th of the following month so that the recipient's credit is not delayed. It also moved the GSTR-3B due dates into the rules themselves and set out the mechanics of monthly payment for quarterly filers.
What it means for you: The invoice furnishing facility is what keeps a Chennai quarterly filer's customers from losing credit for two months, so it should be used every month even though it is optional.

The applicant sold packaged ready to cook instant mixes for dosai, idli, tiffin items, sweets, health mix and porridge. It argued that these were only flours of cereals and pulses taxable at 5 percent. The Authority classified the products under heading 2106 90 as food preparations not elsewhere specified, attracting 18 percent GST, because the mixing and added ingredients took them out of the concessional flour entries. The Appellate Authority upheld that classification.
What to do about it: Chennai food manufacturers selling instant mixes should confirm whether the product is a plain flour or a preparation before applying 5 percent.
