Rule 88C requires the portal to intimate a taxpayer in Form GST DRC-01B whenever the output tax liability declared in GSTR-1 for a period exceeds the liability paid through GSTR-3B beyond the prescribed limit. The taxpayer must either pay the shortfall with interest through Form DRC-03 or furnish an explanation in Part B of DRC-01B within seven days. The facility went live on the portal from mid-2023 and an unanswered intimation blocks the next GSTR-1.

GSTN announced that taxpayers with aggregate annual turnover of one hundred crore rupees or more would be unable to report an invoice on the Invoice Registration Portal more than seven days after the document date, with effect from 1 May 2023. After representations the implementation was deferred by three months. The idea returned later as a thirty day reporting limit applying to taxpayers with turnover of ten crore rupees and above.

It constituted a Group of Ministers on MSME convened by the Union Minister of State for Finance, directed the Fitment, Law and IT Committees to examine MSME issues raised by States and field formations and report to that Group within two months, and required that relief already granted to the sector be documented and publicised.
