Trade Profile and GST Jurisdiction for 31st Street, Pammal

Businesses in Pammal looking for GSTR-1 & GSTR-3B Monthly Filing want two things: work done correctly and someone answerable when questions come. Pammal, off the GST Road corridor behind Pallavaram, carries a long-standing leather processing and garment job work belt along Pammal Main Road and the Pallavaram-Kundrathur Road, with tannery-linked units towards Nagalkeni. Units processing hides for exporters must bill job work at the correct 5 per cent rate, keep delivery challans for every movement and file ITC-04 on principal-to-job-worker transfers. We serve this belt — including Pallavaram and Chromepet — with fixed fees quoted upfront, a written document checklist, and filings completed ahead of statutory due dates. Every acknowledgement is shared the day it is generated, and our support continues if the department raises any query on work we have filed.

GST jurisdiction for Pammal (PIN 600075): businesses here generally fall under the CGST Chennai Outer Commissionerate. We regularly represent clients from Pammal before this jurisdiction for registrations, clarifications and notice hearings, and can confirm your exact division and range from your GSTIN. State-jurisdiction cases are handled with the Tamil Nadu Commercial Taxes Department.
GST for Auto Component Businesses in Pammal
Auto components moved to a uniform 18 percent from the earlier 28 percent slab with effect from 22 September 2025, simplifying rate disputes but tightening OEM compliance expectations. Suppliers in Pammal must issue e-invoices with IRNs that OEM systems validate before releasing payment, send goods for machining or plating on Rule 45 delivery challans, and report those job work movements in Form ITC-04. Parts replaced free of charge under warranty attract no further GST because tax was collected on the original composite price, a position clarified by CBIC in 2023. A specialist keeps the challan-to-ITC-04 trail complete so nothing is deemed a supply when job work runs long.
You can move your GSTR-1 & GSTR-3B Monthly Filing to a new consultant in Pammal at any time mid-year; past filings are reviewed, pending items are regularised, and ongoing fees start at Rs.749.
Why Us

Why 31st Street, Pammal Businesses Choose ChennaiGST

Not a bulk-filing portal. A senior consultant knows your file, your jurisdiction and your deadlines.

✓

Handholding for First-Time Registrants

A new GSTIN comes with obligations nobody explains at approval — the invoice series rules, displaying the registration certificate and GSTIN at your premises, and the first return cycle. We walk new registrants in Pammal through each of these so month one starts correctly.

✓

E-Commerce Seller Reconciliation, Including TCS

Sellers on Amazon, Flipkart and other marketplaces face a three-way match between marketplace reports, GSTR-1 and the TCS the operator deposits against your GSTIN. We reconcile all three every period and accept the TCS credit, so sellers in Pammal never leave marketplace deductions unclaimed.

✓

Every Return Reviewed by a Senior Consultant

No filing leaves our desk on a junior's judgement alone. A senior GST practitioner reviews your figures, ITC claims and tax computation before submission, so errors are caught at our table and not by the department months later through a notice.

✓

Fast, Clean Registrations and Amendments

New GSTIN applications, core field amendments through REG-14, additional places of business — we prepare complete, query-resistant applications the first time. Clean paperwork is the difference between smooth approval and weeks lost answering clarification memos from the department.

✓

Job Work Movements Tracked Through ITC-04

Goods sent to job workers must move on delivery challans, return within the statutory period, and be reported in ITC-04. We track every outward and return leg for manufacturing clients in Pammal, so inputs sent out for processing never quietly convert into a deemed supply carrying tax and interest.

✓

Clean Exits When a Business Closes

Winding up attracts its own GST obligations — the cancellation application, reversal of credit on closing stock, and the final return in GSTR-10 within three months. We close registrations properly so a business you shut in Pammal never writes back to you as a demand years later.

How It Works

Our Monthly Returns Process

Monthly data collection

At month end we remind you and collect sales invoices, purchase bills and credit notes in whatever format you maintain, including Excel, Tally exports or scanned copies.

GSTR-1 preparation and filing

We prepare invoice-wise outward supply details, validate GSTINs of your B2B customers, summarise B2C supplies and file GSTR-1 on the portal before the 11th.

ITC reconciliation with GSTR-2B

We download your auto-drafted GSTR-2B, match it against purchase records, and claim only eligible input tax credit so that mismatches do not trigger scrutiny notices later.

Tax computation and confirmation

We compute net tax payable after ITC set-off, share the working with you for approval, and generate the payment challan for any cash liability.

GSTR-3B filing and reporting

After your confirmation and tax payment, we file GSTR-3B before the 20th and send you both filed acknowledgements along with a one-page summary of the month.

When a query or verification comes, you respond through a professional who deals with the department regularly, in the department's own language and format, instead of facing an officer's letter alone.

★

Marketplace Accounts That Stay Live

E-commerce platforms continuously validate seller GSTINs and filing status. A consistently compliant registration keeps your listings active and settlements flowing, with no sudden suspension of your online sales channel.

★

Supplier Risk Caught Early

We spot suppliers who stop uploading invoices or filing returns and alert you before their default becomes your blocked credit, letting you recover amounts or switch vendors while the exposure is still small.

★

Reduced Dependence on One Employee

When GST knowledge lives inside a single staff member, their resignation becomes a compliance crisis. With our firm as the standing process, your filings continue uninterrupted regardless of internal staff changes.

★

Every Eligible Rupee of ITC Claimed

Systematic GSTR-2B matching and supplier follow-up mean input tax credit that was leaking away under self-filing is captured each month, directly reducing the cash you pay out with every GSTR-3B.

Why a Specialist Matters

With ChennaiGST vs Doing It Yourself

AspectWith ChennaiGSTDIY / Unattended
Supplier defaultsSuppliers who stop uploading invoices are identified within the period and pursued before their default becomes your blocked credit.Missing supplier invoices surface only when credit is denied, by which time recovering the amount from the vendor is difficult.
Registration and amendmentsQuery-resistant applications prepared correctly the first time, with supporting documents matched to what proper officers actually verify.Repeated clarification memos and resubmissions, with weeks lost because a rent agreement or premises photograph did not meet expectations.
Portal credentials and dataLogins handled by a small engaged team under strict confidentiality, with credentials stored securely and never passed onward.Passwords circulating on chats with freelancers and part-timers, and no accountability for who has accessed your business data.
Time costRoughly an hour a month to send data and approve drafts; the portal work, reconciliation and follow-up are ours.Hours every month lost to portal errors, JSON files, OTP failures and reworking figures — usually on the due date itself.
Annual return preparationMonthly reconciliations roll naturally into GSTR-9, filed comfortably before 31 December with figures already agreed through the year.Twelve months of unmatched data reconstructed in December, with differences discovered too late to be corrected cleanly.
Record keepingEvery return, challan, acknowledgement and working paper archived in an organised folder, retrievable in minutes years later.Documents scattered across email, downloads and old phones; assembling records for a bank or an audit takes days.

GST Support on 31st Street, Pammal

31st Street is a residential street in Pammal, about 400 m west of the centre of Pammal. The same consultant covers the streets immediately around it — 34th Street (about 50 m); 30th Street (about 50 m); 28th Street (about 100 m); 29th Street (about 100 m) — so a site visit on 31st Street can usually be combined with other work in Pammal on the same trip. For GST purposes an address on 31st Street falls under the Chennai Outer CGST Commissionerate, and the Pammal pincode is 600075.

Road classification and position from OpenStreetMap; distances are straight-line and approximate. Jurisdiction must be confirmed on your own registration certificate.

Compliance Watch

GST Developments Worth Knowing — relevant to Pammal businesses

A working knowledge of recent instruments and judgments is what separates a defensible filing from a risky one.

GST Council

Council fixes the basic GST registration threshold at Rs 20 lakh

1st GST Council Meeting, New Delhi — 22-23 September 2016 (Signed Minutes, Agenda Item 3) · 2016-09-23

At its very first meeting the Council debated exemption thresholds ranging from Rs 10 lakh to Rs 25 lakh and finally agreed that a business would not need GST registration until its aggregate turnover crossed Rs 20 lakh. For the eleven Special Category States listed in Article 279A of the Constitution, the threshold was set at Rs 10 lakh. The Chairperson recorded that the figure would be reviewed after five years, once the compensation guarantee to States had run its course.

Why this matters: The Rs 20 lakh figure that still governs whether a small Chennai service business must register was settled at this meeting and has been the starting point for every later threshold change.

Case Law

Constitution Bench holds circulars cannot override the statute or bind the courts

Commissioner of Central Excise, Bolpur v. Ratan Melting and Wire Industries — Supreme Court, Constitution Bench, (2008) 13 SCC 1, judgment dated 14-10-2008 · 2008-10-14

A five-judge Bench held that circulars issued by the Board cannot prevail over the statute, and are not binding on courts. Where the Supreme Court or a High Court has declared the law on an issue, that declaration prevails and any contrary circular ceases to have effect. Circulars remain an aid to administration and can bind officers, but they cannot enlarge or restrict what the legislature has enacted.

What it means for you: Chennai businesses should treat CBIC circulars as useful administrative guidance, but should not rely on one that conflicts with the plain words of the GST Act.

Portal Advisory

Phase-III HSN reporting: dropdown codes and B2B/B2C split in GSTR-1

GSTN Advisory dated 25 April 2025 — Phase-III of HSN reporting in Table 12 of GSTR-1/1A · 2025-04-25

GSTN implemented Phase-III of mandatory HSN reporting in Table 12 of GSTR-1 and GSTR-1A from the May 2025 return period, after the change was deferred from earlier periods. Manual keying of HSN codes is replaced by selection from a dropdown, Table 12 is split into separate B2B and B2C tabs, and new value validations compare the taxable values reported across tables. Table 13, the summary of documents issued, also became mandatory. Taxpayers up to Rs 5 crore turnover report 4-digit codes; larger taxpayers report 6-digit codes.

Why this matters: Update your billing software's HSN masters so every item carries a valid 4 or 6 digit code that matches the portal dropdown.

FAQs

Frequently Asked Questions

Straight answers from practising GST consultants — based on the CGST Act, current CBIC notifications and day-to-day portal experience.

What documents are required for GSTR-1 & GSTR-3B monthly filing in Pammal?
For GSTR-1 & GSTR-3B monthly filing you will generally need: Sales invoices or sales register for the month, Purchase invoices or purchase register, Credit notes and debit notes issued during the month, GST portal login credentials, Bank statement for the period, if reconciliation is needed. The exact list depends on your constitution — proprietorship, partnership, LLP or company — and on the specifics of your case. Send what you have on WhatsApp to +91 - 9600 606 444 and we will confirm within the same working day exactly what else is needed, so nothing is rejected later for a missing paper.
Is there a GST consultant near Pammal for gst return filing?
Yes. We serve Pammal and the surrounding areas from our office at Porur, Chennai - 600 116, Tamil Nadu, and most monthly returns work is completed online — you send documents on WhatsApp and we handle the portal work. If you prefer in-person help, we offer doorstep document pickup across Pammal and you are welcome to visit our office. Reach us on +91 - 9600 606 444 between 9 AM and 8 PM, Monday to Saturday.
How exactly do I pay RCM in my return and claim it back as credit?
Report the taxable value and tax in Table 3.1(d) of GSTR-3B; this liability must be discharged in cash through the electronic cash ledger, because input tax credit cannot be used to pay reverse charge dues. In the same return, claim the amount as ITC in Table 4(A)(2) or 4(A)(3), so the net impact is usually nil. RCM invoices from registered suppliers like GTAs appear in GSTR-2B, but credit for unregistered-supplier RCM rests on your self-invoice, and Circular 211/5/2024 confirms the Section 16(4) deadline runs from the year of that self-invoice. Businesses in Pammal that skip the 3.1(d) reporting but claim the credit invite automatic mismatch flags.
Swiggy and Zomato pay the GST on my restaurant orders. How do I show these sales in my returns?
Since 1 January 2022, tax on restaurant services supplied through e-commerce operators is payable by the operator under Section 9(5), so you do not charge GST on app orders and no TCS is collected on them either. You must still report these supplies: show them in GSTR-3B Table 3.1.1(ii) as supplies on which the operator pays tax, and disclose them in GSTR-1, without paying tax on them again. Direct dine-in and takeaway billing remains taxable in your hands at 5%. Mixing up these tables is a common error we correct for restaurants in Pammal; call +91 - 9600 606 444 for help.
Can my company claim ITC on GST paid to a contractor building our new office?
Generally no. Section 17(5) blocks input tax credit on works contract services and on goods or services used for construction of immovable property on your own account, even when the building is used for business. The exception is plant and machinery, so credit on GST paid for installing machinery, equipment or apparatus fixed to earth remains available. The block does not apply within the construction chain itself: a sub-contractor's works contract service supplied to the main contractor is creditable for the main contractor, since it is used for an onward works contract supply. Classifying civil costs correctly during a project saves disputes at audit.
What documents do I need to give my GST consultant every month?
For monthly returns you need your sales invoices (or a sales register), purchase invoices, credit and debit notes, details of advances received for services, and any export or SEZ supply documents. If you use accounting software, an exported sales and purchase summary is enough. We then match your purchases against GSTR-2B on the portal before claiming input tax credit. Most clients in Pammal simply share their data on WhatsApp or email by the 5th of each month and we handle the rest. Call +91 - 9600 606 444 to set up a simple monthly routine.
I generate e-invoices. Do I still have to prepare GSTR-1 separately?
If your aggregate turnover exceeds Rs.5 crore, e-invoicing is mandatory and the invoice details reported to the Invoice Registration Portal auto-populate into your GSTR-1. However, auto-population is not a substitute for review. B2C sales, exports without IRN issues, credit notes, amendments and advances still need to be verified or added manually before submission. We review the auto-drafted GSTR-1 against your books each month so that what is filed matches your accounts exactly. If you have just crossed the Rs.5 crore threshold, call +91 - 9600 606 444 and we will set up e-invoicing correctly.
How does an ISD actually distribute credit among branches?
Distribution follows Section 20 read with Rule 39. Credit attributable to a single branch goes only to that branch; credit for common services is distributed among operational branches in the ratio of their turnover in the preceding financial year. The ISD issues an ISD invoice to each recipient GSTIN and reports the distribution in GSTR-6 by the 13th of the following month, after which the credit appears in each branch's GSTR-2B. IGST credit is distributed as IGST, while CGST and SGST credit is distributed as IGST to branches in other states. Excess distribution is recoverable from the recipient with interest, so the turnover ratios must be computed carefully each year.
We are constructing our own office building in Pammal. Can we claim ITC on the materials and contractor bills?
No. Section 17(5)(c) and (d) block credit on works contract services and on goods or services used for construction of immovable property on your own account, even when the building is used for business. The exception is plant and machinery, which covers apparatus and equipment fixed to earth by foundation or structural support, but expressly excludes land, buildings, telecom towers and pipelines laid outside the factory. Note that the Finance Act 2025 retrospectively substituted the phrase plant or machinery with plant and machinery from 1 July 2017, neutralising the wider reading taken in the Safari Retreats ruling. Structure your capitalisation records to separate plant from civil work.
My buyer has not accepted my credit note. Does that affect my tax reduction?
Yes. Your output tax reduction on a credit note is conditional on the corresponding input tax credit being reversed by the recipient. On the portal, the Invoice Management System now presents your credit notes to the buyer for action, and a rejected credit note flows back into your liability computation. Practically, this means credit notes need commercial agreement before they are reported, not after. Keep an email trail with the buyer, confirm they will reverse the credit in their GSTR-3B, and reconcile IMS actions monthly. ChennaiGST tracks credit note acceptance for Pammal clients as part of the monthly filing cycle.
My business had zero sales this month. Do I still need to file GST returns?
Yes. Every registered taxpayer must file returns for every tax period, even when there are no sales, no purchases and no tax liability. In that case you file nil GSTR-1 and nil GSTR-3B. Failure to file nil returns attracts a late fee of Rs.20 per day per return, capped at Rs.500 per return, and breaks the sequential filing chain. Prolonged non-filing can lead to suspension and eventually cancellation of your GSTIN. Our nil return plan for dormant businesses in Pammal starts at just Rs.749 per month.
Which everyday goods now attract 5 percent GST?
The 5 percent slab now covers most household essentials that earlier fell in the 12 or 18 percent brackets: soaps, shampoos, toothpaste and toothbrushes, hair oil, bicycles, kitchen utensils and tableware. Packaged foods such as butter, ghee, cheese, namkeens, sauces, pasta, biscuits and chocolates are also at 5 percent, as are most medicines, medical devices and agricultural machinery. Apparel and footwear priced up to Rs.2,500 per piece attract 5 percent as well. Retailers in Pammal should update billing software rate masters item by item rather than assuming old rates continue.
What is self-invoicing under RCM and is there a time limit for it?
When you receive supplies liable to reverse charge from an unregistered supplier, Section 31(3)(f) requires you, the recipient, to issue an invoice on yourself, because the supplier cannot issue a tax invoice. You must also issue a payment voucher when paying the supplier. From 1 November 2024, Rule 47A prescribes a firm deadline: the self-invoice must be issued within thirty days of receiving the supply. This document is not a formality; the time limit for claiming the RCM credit is reckoned from the self-invoice, and its absence can cost you the credit besides inviting penalty. Maintain a monthly self-invoice series covering rent, freight, legal fees and similar unregistered-supplier heads.
Is GST charged before or after the discount shown on my invoice?
Discounts given before or at the time of supply and recorded on the face of the invoice are excluded from the value of supply under Section 15(3)(a). You therefore charge GST on the net amount after discount. For example, a Rs.10,000 item with a 10 percent trade discount shown on the invoice is taxed on Rs.9,000. The condition is documentation: the discount must appear on the invoice itself. Informal reductions settled outside the bill do not reduce taxable value. Retail schemes such as festival discounts and trade margins should always be structured to print on the invoice.
My footwear shop sells chappals at Rs.300 and shoes at Rs.4,000 on the same bill. How do I invoice this?
One invoice can comfortably carry both rates. Each pair is tested against the Rs.2,500 sale-value threshold independently, so the chappals are billed at 5% and the Rs.4,000 shoes at 18%, as separate line items under their footwear HSN codes in Chapter 64. Your GSTR-1 HSN summary will then show turnover split across the two rates. Ensure the billing software picks the rate from the item price automatically rather than from a fixed product master, because the same article sold at different price points can legitimately fall in different slabs. A quick POS configuration check prevents months of wrong-rate billing; call +91 - 9600 606 444 to arrange one.
Why is my e-way bill generation blocked on the portal?
Under Rule 138E, the e-way bill facility is blocked when a taxpayer has not filed GSTR-3B (or CMP-08 for composition dealers) for two or more consecutive tax periods. Since an e-way bill is mandatory for moving goods worth more than Rs.50,000, blocking effectively halts dispatches. The remedy is straightforward: file the pending returns with late fee and interest, after which the facility unblocks automatically, usually the next day. Transporters and suppliers can also be affected when a counterparty GSTIN is blocked. We clear return backlogs for businesses in Pammal on priority; call +91 - 9600 606 444.
Which educational services are actually exempt from GST?
The exemption is confined to an educational institution as defined, meaning one providing pre-school education, education up to higher secondary school or equivalent, education as part of a curriculum for obtaining a qualification recognised by Indian law, or an approved vocational education course. Services by such institutions to their students, and specified input services to schools such as transport, catering and security, are exempt. Everything outside this boundary is taxable: private tuition, test preparation, hobby classes, skill courses without recognised certification, and training by ed-tech companies. The recognition of the qualification under Indian law is the decisive test, not the subject taught.
Our company paid fees to a lawyer. Who pays the GST on this?
You do, as the recipient. Legal services supplied by an individual advocate, a firm of advocates or a senior advocate to a business entity are notified under Section 9(3), so the advocate does not charge GST and your business pays 18 percent under reverse charge in cash through GSTR-3B, claiming it back as ITC if otherwise eligible. Relief exists for small recipients: legal services to a business entity whose turnover is within the registration threshold are exempt. Since the advocate is usually unregistered, remember to raise a self-invoice and payment voucher for the transaction. Litigation-heavy businesses in Pammal should reconcile their legal expense ledger against RCM paid every quarter.
What is the process for GSTR-1 & GSTR-3B monthly filing?
The process runs in clear stages: Monthly data collection; GSTR-1 preparation and filing; ITC reconciliation with GSTR-2B; Tax computation and confirmation. A senior consultant reviews your file at each stage rather than passing it to a data-entry desk, and you receive a confirmation with the filed documents once it is complete. You always know which stage your work is at — we update you on WhatsApp instead of leaving you to follow up.
How much does GSTR-1 & GSTR-3B monthly filing cost in Pammal?
Our fee for GSTR-1 & GSTR-3B monthly filing in Pammal starts at Rs.749/month and is quoted in full before we begin — there are no hidden charges added later. The fee covers professional work end to end: document review, preparation, filing and follow-up until completion. Government fees or portal charges, where applicable, are separate and always shown to you upfront. For an exact quote based on your turnover and business type, call +91 - 9600 606 444 and a consultant will confirm it on the call.
