Can the transporter get the truck released even if the penalty on the goods is unpaid?

Section 129(6) permits release of the conveyance alone on payment by the transporter of the penalty determined or Rs.1 lakh, whichever is less, so a lorry owner is not held hostage to a consignor's dispute.
