Trade Profile and GST Jurisdiction for Pammal

Every locality in Chennai has its own commercial rhythm, and Pammal is no exception. Pammal, off the GST Road corridor behind Pallavaram, carries a long-standing leather processing and garment job work belt along Pammal Main Road and the Pallavaram-Kundrathur Road, with tannery-linked units towards Nagalkeni. Units processing hides for exporters must bill job work at the correct 5 per cent rate, keep delivery challans for every movement and file ITC-04 on principal-to-job-worker transfers. Our practice has shaped its Composition & CMP-08 work around exactly these realities, serving clients in Pammal as well as Pallavaram and Chromepet. Registrations, returns, refunds and notice replies are handled by one accountable team, with fees fixed in writing before work begins and every filing reconciled against portal data before it is submitted.

GST jurisdiction for Pammal (PIN 600075): businesses here generally fall under the CGST Chennai Outer Commissionerate. We regularly represent clients from Pammal before this jurisdiction for registrations, clarifications and notice hearings, and can confirm your exact division and range from your GSTIN. State-jurisdiction cases are handled with the Tamil Nadu Commercial Taxes Department.
GST for Auto Component Businesses in Pammal
Auto components moved to a uniform 18 percent from the earlier 28 percent slab with effect from 22 September 2025, simplifying rate disputes but tightening OEM compliance expectations. Suppliers in Pammal must issue e-invoices with IRNs that OEM systems validate before releasing payment, send goods for machining or plating on Rule 45 delivery challans, and report those job work movements in Form ITC-04. Parts replaced free of charge under warranty attract no further GST because tax was collected on the original composite price, a position clarified by CBIC in 2023. A specialist keeps the challan-to-ITC-04 trail complete so nothing is deemed a supply when job work runs long.
Urgent Composition & CMP-08 in Pammal is handled on priority — expiring deadlines, suspended registrations and notice replies are taken up the same working day, with fixed professional fees starting at Rs.499.
Why Us

Why Pammal Businesses Choose ChennaiGST

Not a bulk-filing portal. A senior consultant knows your file, your jurisdiction and your deadlines.

Proactive Alerts Before Problems Become Notices

If your GSTR-1 and GSTR-3B start drifting apart, if a large supplier stops filing, or if your turnover approaches the e-invoice threshold, we flag it to you immediately. Early warnings from our side are cheaper than departmental letters later.

ITC Maximisation Within the Law

We match your purchase register against GSTR-2B every period, follow up on invoices your suppliers have not uploaded, and ensure every rupee of eligible input tax credit is claimed. Clients routinely recover credit they were silently losing under self-filing.

Handholding for First-Time Registrants

A new GSTIN comes with obligations nobody explains at approval — the invoice series rules, displaying the registration certificate and GSTIN at your premises, and the first return cycle. We walk new registrants in Pammal through each of these so month one starts correctly.

Clean Exits When a Business Closes

Winding up attracts its own GST obligations — the cancellation application, reversal of credit on closing stock, and the final return in GSTR-10 within three months. We close registrations properly so a business you shut in Pammal never writes back to you as a demand years later.

Cancelled GSTIN? We Handle Revocation Too

A registration cancelled for non-filing is not the end of the road. We bring the pending returns up to date, clear the dues and file the revocation application in REG-21 within the permitted window, restoring suspended and cancelled GSTINs to active status.

Refund and Export Experience That Shows

From filing the LUT in RFD-11 at the start of each financial year to preparing RFD-01 refund claims with complete annexures, we know what makes a refund file move. Exporters and inverted-duty businesses come to us specifically for this.

How It Works

Our Composition Scheme Process

Eligibility and enrolment

We verify your turnover and business type against composition conditions, and file CMP-02 to opt in from the start of the financial year where applicable.

Quarterly turnover compilation

Each quarter we collect your sales summary, apply the correct composition rate, and add any tax payable under reverse charge on specified inward supplies.

CMP-08 filing

The statement-cum-challan in Form CMP-08 is prepared, tax is paid, and the form is filed by the 18th of the month following the quarter.

Annual GSTR-4

After year end we consolidate the four quarters, reconcile with your books, and file the annual return in GSTR-4 before the 30 June due date.

Limit monitoring

We track your cumulative turnover through the year and, if the Rs.1.5 crore or Rs.50 lakh limit nears, manage a clean transition to the regular scheme.

Outcomes

What You Get

Practical outcomes our clients measure us by.

A Professional Face on Every Invoice

Correct, complete tax invoices signal a well-run business to customers, vendors and banks alike, quietly strengthening your credibility in every transaction where your paperwork is seen.

Books and Returns That Agree at Year End

Because turnover in your GST returns is kept aligned with your accounts through the year, income tax filing and statutory audit proceed without the GST-versus-books mismatch queries that now surface routinely through data matching.

Growth Without Compliance Anxiety

New branches, new product lines and interstate sales all carry GST consequences. With standing professional support, you expand knowing registrations, invoicing and returns will keep pace with the business.

The Lowest Tax Position the Law Allows

Your scheme choice — regular, composition or QRMP — is re-examined as turnover and margins change, so you are always paying under the structure that legitimately costs your business the least.

Time Back for Your Actual Business

The hours you or your accountant spent wrestling with the portal, JSON errors and reconciliations every month return to sales, operations and customers, while trained hands manage the compliance in the background.

Tax Paid Under the Right Head

Getting IGST versus CGST and SGST right at the invoice stage spares you the painful cycle of paying the correct head again and pursuing a refund of the amount paid under the wrong one.

Why a Specialist Matters

With ChennaiGST vs Doing It Yourself

AspectWith ChennaiGSTDIY / Unattended
Time costRoughly an hour a month to send data and approve drafts; the portal work, reconciliation and follow-up are ours.Hours every month lost to portal errors, JSON files, OTP failures and reworking figures — usually on the due date itself.
Supplier defaultsSuppliers who stop uploading invoices are identified within the period and pursued before their default becomes your blocked credit.Missing supplier invoices surface only when credit is denied, by which time recovering the amount from the vendor is difficult.
Keeping up with changesRate changes, portal updates and new thresholds such as the Rs.5 crore e-invoice limit are tracked by us and applied to your case proactively.Changes are discovered after the fact — often through a rejected filing, a blocked e-way bill or a departmental letter.
Annual return preparationMonthly reconciliations roll naturally into GSTR-9, filed comfortably before 31 December with figures already agreed through the year.Twelve months of unmatched data reconstructed in December, with differences discovered too late to be corrected cleanly.
Refund claimsRFD-01 filed with complete statements and annexures, tracked from ARN to bank credit, with any deficiency memo answered promptly.Incomplete claims bounce back as deficiency memos while the refund sits unclaimed for months and working capital stays blocked.
Risk of noticesGSTR-1, GSTR-3B and GSTR-2B reconciled before filing, removing the mismatches that trigger most scrutiny notices.Inconsistent figures across returns quietly build a mismatch history that surfaces later as ASMT-10 scrutiny or a demand notice.

GST Developments Worth Knowing — relevant to Pammal businesses

A working knowledge of recent instruments and judgments is what separates a defensible filing from a risky one.

Case Law

Supreme Court applies the section notes to classify parts by their end use

Westinghouse Saxby Farmer Ltd v. Commissioner of Central Excise, Calcutta — Supreme Court, AIR 2021 SC 1409, judgment dated 08-03-2021 · 2021-03-08

The Supreme Court held that relays manufactured solely for use in railway signalling equipment were classifiable under the chapter covering railway goods rather than the general electrical apparatus chapter. It applied the relevant section note treating parts suitable for use solely or principally with a particular article as classifiable with that article. The judgment illustrates that classification turns on the statutory notes and the predominant use of the item.

Practical effect: A Chennai manufacturer classifying components should examine the section and chapter notes, as sole or principal use can shift the heading and the GST rate.

Circular

No claim bonus in insurance and entity-wise exemption from e-invoicing

Circular No. 186/18/2022-GST · 2022-12-27

The Board clarified two unrelated points. A no claim bonus allowed by an insurer is a permissible discount under Section 15(3)(a) and may be deducted from the value of the insurance service, provided it is shown in the invoice. Separately, where an entity is exempt from the requirement to issue e-invoices, that exemption attaches to the entity as a whole and covers all its supplies, including supplies unrelated to the activity that gave rise to the exemption.

How we apply it: An exempt category business such as a bank, insurer or goods transport agency in Chennai need not issue e-invoices for any of its supplies, not merely its core activity.

AAR Ruling

Ready to cook idli, dosa and porridge mixes taxable at 18 percent

Krishna Bhavan Foods and Sweets - AAR Tamil Nadu, Order No. TN/24/AAR/2021, dated 18 June 2021, upheld by AAAR Tamil Nadu, Order No. TN/AAAR/02/2022, dated 13 January 2022 · 2021-06-18

The applicant sold packaged ready to cook instant mixes for dosai, idli, tiffin items, sweets, health mix and porridge. It argued that these were only flours of cereals and pulses taxable at 5 percent. The Authority classified the products under heading 2106 90 as food preparations not elsewhere specified, attracting 18 percent GST, because the mixing and added ingredients took them out of the concessional flour entries. The Appellate Authority upheld that classification.

What it means for you: Chennai food manufacturers selling instant mixes should confirm whether the product is a plain flour or a preparation before applying 5 percent.

FAQs

Frequently Asked Questions

Straight answers from practising GST consultants — based on the CGST Act, current CBIC notifications and day-to-day portal experience.

How much does composition & CMP-08 cost in Pammal?
Our fee for composition & CMP-08 in Pammal starts at Rs.499/quarter and is quoted in full before we begin — there are no hidden charges added later. The fee covers professional work end to end: document review, preparation, filing and follow-up until completion. Government fees or portal charges, where applicable, are separate and always shown to you upfront. For an exact quote based on your turnover and business type, call +91 - 9600 606 444 and a consultant will confirm it on the call.
Are there any hidden charges for composition & CMP-08?
No. The fee quoted before we start is the fee you pay. Government fees, portal charges or statutory late fees, where they apply, are separate and disclosed to you in advance with the exact amount. We issue a proper GST invoice for our professional fee. If the scope of work changes — for example, an unexpected notice or additional periods — we tell you the revised fee before doing anything further.
Can I voluntarily come out of the composition scheme and claim input credit again?
Yes. File Form CMP-04 to withdraw from the scheme; a voluntary withdrawal can be filed at any time and takes effect from the date you indicate. From that date you become a regular taxpayer: issue tax invoices, charge GST, and file GSTR-1 and GSTR-3B or opt for QRMP. To recover credit, file Form ITC-01 within thirty days of withdrawal, declaring input tax credit on inputs in stock, semi-finished and finished goods held on the day before the switch. Businesses in Pammal usually opt out when their customer base shifts to registered dealers who want input credit on purchases from them.
My kirana shop under composition sells both loose grains and branded packs. On what turnover do I pay the 1%?
A composition trader pays 1% on the turnover of taxable supplies of goods and services in the state, so exempt sales such as loose, unbranded grains and fresh vegetables are excluded from the tax computation. Your CMP-08 working should therefore split total collections into exempt and taxable streams, paying 0.5% CGST and 0.5% SGST only on the taxable portion, typically the pre-packaged and labelled packs and other taxable groceries. Note that the full turnover, exempt included, still counts towards the Rs.1.5 crore composition ceiling. Kirana owners in Pammal often overpay by applying 1% on everything; call +91 - 9600 606 444 for a corrected working.
My CMP-08 shows a negative liability adjustment I never claimed. What is the negative liability statement?
Composition taxpayers have a separate negative liability statement on the portal. It typically gets populated when the annual GSTR-4 is filed with Table 6 left blank; the system then treats the tax already paid through the year's CMP-08 statements as excess, creating a negative balance that silently adjusts future CMP-08 liabilities. If the negative entry is genuine excess payment, it can remain as adjustment; if it arose from a blank Table 6, the department expects you to deposit the wrongly adjusted amount through DRC-03 and report Table 6 correctly. Our Pammal team reconciles and regularises these statements regularly; call +91 - 9600 606 444.
What rate of tax does a composition dealer pay?
Manufacturers and traders pay 1 percent of turnover, split as 0.5 percent CGST and 0.5 percent SGST; for traders this is computed on taxable turnover of goods. Restaurants not serving alcohol pay 5 percent, split 2.5 percent and 2.5 percent. Service providers under the special scheme with turnover up to Rs.50 lakh pay 6 percent, split 3 percent and 3 percent. In every case the tax comes out of your own pocket because a composition dealer cannot collect GST from customers, so pricing must absorb it. The trade-off is minimal paperwork: quarterly CMP-08 and one annual GSTR-4.
How do I switch my regular GST registration to the composition scheme?
An existing regular taxpayer opts in by filing Form CMP-02 on the GST portal before the beginning of the financial year for which the scheme is sought, and the option takes effect from 1 April. Because composition dealers cannot hold input tax credit, you must also reverse the credit on inputs in stock and capital goods by filing Form ITC-03 within sixty days of commencement. A fresh applicant can choose composition directly in the registration form REG-01. Once opted, the scheme continues year to year without re-filing CMP-02, as long as you remain eligible under the Rs.1.5 crore limit.
What returns does a composition dealer have to file and by when?
Composition taxpayers have just two recurring obligations. First, Form CMP-08, a quarterly statement of self-assessed tax, due by the 18th of the month following each quarter, so 18 July for the April to June quarter, 18 October, 18 January and 18 April for the rest. Second, the annual return GSTR-4, due by 30 June following the end of the financial year. There is no monthly GSTR-1 or GSTR-3B. Delays attract late fees and 18 percent interest on unpaid tax, and prolonged non-filing can lead to cancellation. Our Pammal office files CMP-08 for composition clients each quarter for Rs.499; call +91 - 9600 606 444.
What GST rates apply at a two-wheeler showroom after the 2025 changes?
From 22 September 2025, motorcycles and scooters with engine capacity up to 350cc attract 18% GST, down from the earlier 28% plus cess structure, while motorcycles above 350cc fall in the special 40% demerit rate. For a dealership, this means the popular commuter and premium segments up to 350cc became cheaper, and billing must apply the engine-capacity test model-wise. Spare parts sold from the service counter are at 18% and accessories generally follow their own headings. Dealers should also reconcile dealer incentives and discounts received from manufacturers, which have their own GST treatment. Call +91 - 9600 606 444 for a dealership review.
What proof do I give if I own the property where my business runs?
For owned premises, any one ownership document is sufficient: the latest property tax receipt, a municipal khata copy, or a copy of the electricity bill in the owner's name. If the property is in the name of a family member, treat it like consented premises and attach a consent letter or NOC from that relative along with their ownership proof. The GST portal accepts PDF or JPEG uploads within the prescribed size limits. Many home-based businesses in Pammal register at their residential address this way, since GST law does not require a commercial property for registration.
How do I find the correct GST rate for my product or service?
The rate is always determined by classification: identify the correct HSN code for goods or SAC code for services, then read the rate against that code in the current CBIC rate notifications, as amended by the September 2025 restructuring notifications. The GST portal and the CBIC website both host searchable rate finders. Classification disputes are common where a product sits between two descriptions, and the wrong choice means either losing margin or facing a demand with interest. ChennaiGST maintains verified rate masters for clients in Pammal and reviews them whenever the Council changes rates; call +91 - 9600 606 444 for a classification review.
How do I register my DSC on the GST portal, and why does the emSigner error keep appearing?
After logging in, open My Profile and select Register or Update DSC, choose the authorised signatory's PAN, and sign with the USB token; the certificate must be Class 3 and the PAN on it must match the signatory's PAN on the portal. Signing requires the emSigner utility running in the background, and the common failure to establish connection error means emSigner is not started, is blocked by the browser, or another application occupies its port. Run emSigner as administrator, keep the token connected, and use the trusted-site settings the portal recommends. We troubleshoot DSC issues for Pammal companies routinely; call +91 - 9600 606 444.
How do I file Form PMT-09 to move money between heads in my cash ledger?
Log in and open Services, then Ledgers, then Electronic Cash Ledger, and select File GST PMT-09 for transfer of amount. The screen shows your balance under each major and minor head. Choose the transfer-from head and amount, choose the transfer-to head, add the details to the table, preview and file with DSC or EVC. The transfer reflects in the ledger immediately and an ARN is generated for your records. There is no limit on how often PMT-09 can be filed, and no government fee applies, so it is always the first fix for a wrong-head deposit.
What GST rate applies to a goods transport agency: 5 percent or 18 percent?
Both exist, depending on the option exercised. The default position is 5 percent payable by the specified recipient under reverse charge, with no input tax credit to the GTA. Alternatively, a GTA may opt to pay tax itself under forward charge, either at 5 percent without input tax credit or at the higher rate with full credit, which was revised from 12 percent to 18 percent with effect from 22 September 2025. The with-credit option suits transporters with large spends on vehicles and tyres. Once the forward charge option is exercised for a year, it applies to all consignments of that year.
Why is there GST on an under-construction flat but not on a ready-to-move one?
Construction of an apartment intended for sale is a supply of service only when any part of the consideration is received before the completion certificate is issued or before first occupation. Such under-construction sales attract 1 percent for affordable residential apartments and 5 percent for other residential apartments, both without input tax credit to the builder. Once the completion certificate is issued, sale of the building is neither a supply of goods nor of services under Schedule III, so a ready-to-move flat carries no GST at all, only stamp duty and registration charges. Timing of booking therefore changes the buyer's cost materially.
Is GST still charged on life and health insurance premiums?
No. With effect from 22 September 2025, premiums on all individual life insurance policies, including term plans, endowment plans and ULIPs, and all individual health insurance policies, including family floater and senior citizen plans, are exempt from GST. Reinsurance of these policies is also exempt. Earlier these premiums bore 18 percent tax. Note that the exemption applies to policies taken by individuals; certain group covers procured by businesses can still attract GST, and insurers can no longer claim input credit attributable to exempt policies. Policyholders should see the benefit directly in renewal notices.
Are hospital and clinic charges exempt from GST?
Healthcare services provided by a clinical establishment, an authorised medical practitioner or paramedics are exempt from GST. This covers diagnosis, treatment and care for illness, injury, deformity or pregnancy in any recognised system of medicine in India, and includes transportation of patients by ambulance, which is separately exempt for any provider. Consultation fees, surgery charges, nursing and diagnostic services within this definition carry no GST, which is why hospitals do not charge tax on treatment bills. The exemption attaches to the nature of the service, not the size of the hospital, so both a large corporate hospital and a single-doctor clinic are covered.
Is GST payable on my YouTube AdSense earnings?
AdSense payments come from a Google entity located outside India and are remitted in convertible foreign exchange, so for an Indian creator this revenue generally qualifies as export of services, zero-rated when supplied under an LUT after registration. The income still counts towards your Rs.20 lakh aggregate turnover, so a creator whose combined receipts cross the threshold must register even if the entire revenue is export. Brand sponsorships from Indian companies, by contrast, are domestic supplies taxable at 18 percent. Keep the remittance advices safely, as they establish the forex receipt if you later claim a refund of input tax credit.
What is the process for composition & CMP-08?
The process runs in clear stages: Eligibility and enrolment; Quarterly turnover compilation; CMP-08 filing; Annual GSTR-4. A senior consultant reviews your file at each stage rather than passing it to a data-entry desk, and you receive a confirmation with the filed documents once it is complete. You always know which stage your work is at — we update you on WhatsApp instead of leaving you to follow up.
Can I get composition & CMP-08 done online without visiting the office?
Yes, the entire process can be handled online. You share scanned documents on WhatsApp or email, we prepare and file everything on the GST portal, and you receive the acknowledgement and filed copies digitally. Businesses in Pammal regularly complete composition scheme with us without a single office visit. If a physical verification or personal hearing is required by the department, we guide you through it.
How long does composition & CMP-08 take in Pammal?
CMP-08 by the 18th after each quarter; GSTR-4 by 30 June. That assumes your documents are complete and there is no departmental query. We start the same day we receive your papers and tell you the realistic completion date upfront rather than an optimistic one. Where the GST portal or the officer causes delay — clarifications, physical verification or system issues — we track it daily and keep you informed on WhatsApp.
