This notification prescribed the due dates for FORM GSTR-3B and waived the late fee under section 47 for registered persons who failed to furnish GSTR-3B for the months from July 2017 to September 2018 by the due date, where the pending returns were furnished between 22 December 2018 and 31 March 2019. It also restated the capped late fee of Rs 25 per day, and Rs 10 per day for nil returns.

The Authority held that the supply of food and beverages on the premises of an industrial undertaking was taxable at 18 percent up to 26 July 2018 and at 5 percent from 27 July 2018, when the restaurant service entry was amended to cover canteens at offices and factories, the concessional rate being available without input tax credit.
What to do about it: Chennai canteen contractors should bill factory and office canteens at 5 percent and forgo input tax credit on their purchases.

The Supreme Court held that a show cause notice must clearly specify the action or penalty proposed, so that the noticee can meet the case against him. An authority cannot impose a consequence that was never put to the party in the notice. Any order that goes beyond the scope of the notice is bad in law and liable to be set aside for breach of natural justice.
Why this matters: If a Chennai business receives an order confirming a demand or penalty on grounds never raised in the notice, that order can be challenged as beyond jurisdiction.
