GSTN removed the requirement to select a refund period in chronological order for certain refund categories, so a claim need not follow strict sequence, and moved those categories to invoice-based filing. For export of services with payment of tax, supplies to special economic zone units with payment of tax, and deemed export claims by the supplier, the applicant uploads the specific invoices in the relevant statement and those invoices are then locked against a repeat claim. All returns due up to the date of the claim must be filed.
Why this matters: Keep returns current and your export invoice register clean, since refunds are now claimed invoice by invoice and each invoice can be used only once.

Refund of about Rs 1.42 crore of unutilised input tax credit for April to September 2019 was denied on the ground that credit had reached the SEZ unit through the head office acting as an Input Service Distributor. The Court allowed the refund, holding that Section 54(3) covers unutilised credit of a unit making zero-rated supplies, and that the second proviso to Rule 89 restricting claims to the supplier applies only to direct supplies to an SEZ, not to distributed credit.
Why this matters: A Chennai SEZ or export unit receiving credit through an ISD registration can still claim refund of unutilised ITC in its own name.

The 56th GST Council meeting approved the biggest structural reform since 2017, replacing the 5, 12, 18 and 28 per cent slabs with a two-rate structure — a 5 per cent merit rate and an 18 per cent standard rate — plus a 40 per cent de-merit rate for a narrow set of luxury and sin goods. Most items at 12 per cent moved to 5 per cent and most at 28 per cent moved to 18 per cent. The new rates took effect from 22 September 2025 and remain in force.
