Many taxpayers paid confirmed demands through Form DRC-03 rather than through the payment option against the demand order, so the amount was never adjusted in the electronic liability register and the demand continued to show as outstanding, exposing them to recovery action. Rule 142(2B) and Form GST DRC-03A were introduced to allow such payments to be linked with the relevant demand order, and GSTN enabled the form on the portal in November 2024.
Practical effect: If you settled a GST demand through DRC-03, file DRC-03A at once so the liability register closes and no recovery notice follows.
55th GST Council Meeting, Jaisalmer — 21 December 2024 · 2024-12-21
The 55th meeting reduced GST on fortified rice kernel (FRK) to 5 per cent regardless of end use, supporting public distribution fortification programmes. Gene therapy was fully exempted from GST, a major relief for patients of ultra-expensive treatments. Autoclaved aerated concrete (ACC) blocks containing more than 50 per cent fly ash content were classified under HS 6815 at 12 per cent. The Council also reduced the rate of compensation cess to 0.1 per cent on supplies to merchant exporters, bringing it on par with the concessional 0.1 per cent GST rate on such supplies.
What to do about it: Construction suppliers dealing in fly-ash-based AAC blocks should bill at 12 per cent and revisit classification disputes on past supplies.

After cases of integrated tax refunds obtained on the strength of fake invoices, CBIC issued a standard operating procedure for exporters whose refunds are suspended pending verification. The jurisdictional CGST formation is to verify the exporter's existence, the genuineness of the input tax credit claimed and the details in a prescribed verification report, and to complete the exercise within fourteen working days, after which the report goes to the Chief Commissioner and the refund is released if the verification is favourable.
Practical effect: If an export refund is held up because the exporter has been flagged, this circular sets the timeline and the exact documents to place before the officer.
