Hair oil and shampoo, toilet soap in the form of bars and cakes other than industrial soap, toothpaste, tooth powder and dental floss were moved into Schedule I at five per cent from 22 September 2025, down from eighteen per cent. Other soaps and organic surface-active preparations, and dentifrices other than the listed items, remain in Schedule II at eighteen per cent, so the concession is confined to the everyday personal care items the Council named.
What to do about it: FMCG distributors must apply five per cent only to the named items and keep the balance of the toiletries range at eighteen per cent, since the split within one chapter is easy to get wrong.

The taxpayer claimed interest at nine per cent on a refund finally sanctioned after an appeal. The High Court explained the scheme of Section 56: interest at six per cent runs from the expiry of sixty days from the date of the original refund application until the refund is actually paid, while the higher nine per cent rate applies only for the period beginning sixty days after the appellate or court order under which the refund became payable.
What it means for you: When claiming interest on a delayed refund, compute the six per cent and nine per cent periods separately — a single blended claim is likely to be rejected.

The fifth condition in the definition of export of services requires that the supplier and recipient are not merely establishments of a distinct person. CBIC clarified that a company incorporated in India and a company incorporated abroad are separate legal persons, so an Indian subsidiary, holding company or group company supplying services to its foreign affiliate is not caught by that condition. Such supplies qualify as export of services provided the other four conditions are satisfied.
What to do about it: Chennai captive units and subsidiaries billing their overseas parent can claim zero-rating, which removed a major ground on which refunds were being rejected.
