CBIC notified 'Account Aggregator', as defined under the RBI's NBFC-Account Aggregator directions, as a system with which the GST common portal may share taxpayer information under Section 158A. Building on Circular No. 122/41/2019-GST, CBIC directed that from 24 December 2019 a computer-generated Document Identification Number must be quoted on all communications issued by its officers to taxpayers, including search authorisations, summons, arrest memos, inspection notices, letters and emails. Any communication issued without a DIN, outside the narrow exceptions listed, is to be treated as invalid and deemed never to have been issued.
Practical effect: Check the DIN on any notice, summons or letter you receive, and verify it on the CBIC portal, because a communication without one has no legal effect.
