Registered persons whose aggregate turnover in the financial year 2020-21 was up to Rs 2 crore were exempted from furnishing the annual return in Form GSTR-9. This continued the exemption already granted for 2017-18 through 2019-20 and was renewed again in later years. The exemption is unconditional and does not require any intimation to the department, although a taxpayer who wishes to file voluntarily, typically to correct earlier errors, remains free to do so.
Why this matters: Most Chennai small businesses were again outside the annual return net for 2020-21, though voluntary filing can be worthwhile where the year's returns need correction.

A show cause notice issued under Section 74 merely reproduced the statutory language without disclosing the specific contravention, the material relied upon, or the foundation of the alleged fraud or suppression. The Jharkhand High Court quashed the notice as vague, holding that a show cause notice is the foundation of the demand and must state the allegations with sufficient particularity to enable an effective reply; a proceeding built on a defective notice cannot be sustained.
Why this matters: Scrutinise every SCN for specifics — if it does not spell out what you allegedly did wrong and on what evidence, the notice itself is challengeable before any reply on merits.

With the revised model law still to be brought back to the Council, the fitment of rates incomplete and taxpayers needing time to configure their accounting systems, the Council unanimously agreed to extend the GST rollout date to 1 July 2017. Maharashtra, Assam and Bihar had pressed for 1 April 2017, Assam adding that changing the tax regime in the middle of a financial year was undesirable, but the Chairperson observed that the legal and rate work would spill into March 2017 and that an April deadline had become a major challenge. Tamil Nadu and Karnataka supported 1 July 2017 as the more practical date.
