Trade Profile and GST Jurisdiction for Bharathidasan Street, Sembium

Sembium straddles Paper Mills Road, Madhavaram High Road and Erukkancheri High Road, feeding the Perambur Carriage Works with fabrication shops, rubber and hosiery units, hardware and timber dealers. Bunder Garden Main Street, Melpatti Ponappa Street and Market Street hold provision wholesalers, sweet stalls and lorry booking agents, and the Carriage Works Road sheds house body builders. Transporters issuing consignment notes, reverse charge on freight and e-way bill expiry on Moolakadai bound loads are the standing pain points. GST compliance in a market like Sembium rewards consistency — returns that match, credits that reconcile, and records that stand up to scrutiny. Our team provides GST Refund RFD-01 to businesses throughout Sembium and nearby Perambur and Agaram on fixed, transparent fees. From the first document checklist to the final acknowledgement on WhatsApp, the process is structured so nothing depends on memory, luck or a due-date-evening scramble.

GST jurisdiction for Sembium (PIN 600011): businesses here generally fall under the CGST Chennai North Commissionerate. We regularly represent clients from Sembium before this jurisdiction for registrations, clarifications and notice hearings, and can confirm your exact division and range from your GSTIN. State-jurisdiction cases are handled with the Tamil Nadu Commercial Taxes Department.
GST for Auto Component Businesses in Sembium
Auto components moved to a uniform 18 percent from the earlier 28 percent slab with effect from 22 September 2025, simplifying rate disputes but tightening OEM compliance expectations. Suppliers in Sembium must issue e-invoices with IRNs that OEM systems validate before releasing payment, send goods for machining or plating on Rule 45 delivery challans, and report those job work movements in Form ITC-04. Parts replaced free of charge under warranty attract no further GST because tax was collected on the original composite price, a position clarified by CBIC in 2023. A specialist keeps the challan-to-ITC-04 trail complete so nothing is deemed a supply when job work runs long.
The cost of GST Refund RFD-01 in Sembium starts at Rs.4,999 as a fixed professional fee quoted upfront, with any government fees shown separately and no hidden additions later.
Why Us

Why Bharathidasan Street, Sembium Businesses Choose ChennaiGST

Not a bulk-filing portal. A senior consultant knows your file, your jurisdiction and your deadlines.

Composition Scheme Compliance Without Slips

Composition dealers have their own rulebook — CMP-08 every quarter, GSTR-4 annually by 30 June, bills of supply instead of tax invoices, and a turnover ceiling that must be watched. We handle each of these correctly so the scheme's simplicity never turns into a violation.

E-Commerce Seller Reconciliation, Including TCS

Sellers on Amazon, Flipkart and other marketplaces face a three-way match between marketplace reports, GSTR-1 and the TCS the operator deposits against your GSTIN. We reconcile all three every period and accept the TCS credit, so sellers in Sembium never leave marketplace deductions unclaimed.

Correct HSN Codes and Rates, Verified

GSTR-1 requires four-digit HSN reporting for turnover up to Rs.5 crore and six digits above it, and a wrong code often means a wrong rate. We verify the classification of what you actually supply, so your invoices and returns rest on defensible codes.

Extra Hands During Filing Windows

In the days before the 11th and the 20th, our team runs extended hours and a strict internal queue, so a client who sends data late in the window is still filed on time. Peak-season crush at our end never becomes a late fee at yours.

Support in Tamil and English

GST is confusing enough without a language barrier. Our team explains notices, tax positions and filing requirements in plain Tamil or English, whichever you and your staff in Sembium are comfortable with, and keeps written communication simple and jargon-free.

Refund and Export Experience That Shows

From filing the LUT in RFD-11 at the start of each financial year to preparing RFD-01 refund claims with complete annexures, we know what makes a refund file move. Exporters and inverted-duty businesses come to us specifically for this.

How It Works

Our GST Refund Process

Eligibility and computation

We identify the correct refund category, confirm the two-year limitation from the relevant date, and compute the admissible amount using the formula prescribed under the rules.

Document compilation

Invoices, shipping bills, FIRCs, the LUT and ledger extracts are compiled into the prescribed statements, and gaps that commonly cause deficiency memos are fixed upfront.

RFD-01 filing

The refund application is filed on the portal with all annexures and declarations, and the acknowledgement in RFD-02 is tracked within the statutory fifteen days.

Departmental follow-up

We respond to any deficiency memo in RFD-03 or show cause notice in RFD-08, appear through written submissions, and pursue provisional refund where the category permits.

Sanction and credit

We track the sanction order in RFD-06 and payment advice in RFD-05, confirm the credit in your validated bank account, and archive the complete claim file.

Outcomes

What You Get

Practical outcomes our clients measure us by.

Smooth Scheme Transitions

Whether moving between composition and regular scheme, opting into QRMP, or crossing the e-invoice threshold at Rs.5 crore, transitions are planned in advance rather than discovered after a compliance breach.

Fewer Departmental Notices

Consistent, reconciled returns give the department's matching systems nothing to flag. Clients who move to us after years of self-filing typically see scrutiny queries and mismatch notices fall away within a few filing cycles.

Goods That Move Without Detention

Correct e-way bills matched to correct invoices mean your consignments clear roadside inspections cleanly, avoiding detention proceedings whose penalties can far exceed the tax on the goods being carried.

No Interest Outflows at 18 Percent

Interest on delayed GST payment runs at 18 percent per annum, which is costlier than most working capital finance. Timely computation and payment through our calendar keeps that meter permanently at zero.

Growth Without Compliance Anxiety

New branches, new product lines and interstate sales all carry GST consequences. With standing professional support, you expand knowing registrations, invoicing and returns will keep pace with the business.

The Lowest Tax Position the Law Allows

Your scheme choice — regular, composition or QRMP — is re-examined as turnover and margins change, so you are always paying under the structure that legitimately costs your business the least.

Why a Specialist Matters

With ChennaiGST vs Doing It Yourself

AspectWith ChennaiGSTDIY / Unattended
Refund claimsRFD-01 filed with complete statements and annexures, tracked from ARN to bank credit, with any deficiency memo answered promptly.Incomplete claims bounce back as deficiency memos while the refund sits unclaimed for months and working capital stays blocked.
Registration and amendmentsQuery-resistant applications prepared correctly the first time, with supporting documents matched to what proper officers actually verify.Repeated clarification memos and resubmissions, with weeks lost because a rent agreement or premises photograph did not meet expectations.
Risk of noticesGSTR-1, GSTR-3B and GSTR-2B reconciled before filing, removing the mismatches that trigger most scrutiny notices.Inconsistent figures across returns quietly build a mismatch history that surfaces later as ASMT-10 scrutiny or a demand notice.
Time costRoughly an hour a month to send data and approve drafts; the portal work, reconciliation and follow-up are ours.Hours every month lost to portal errors, JSON files, OTP failures and reworking figures — usually on the due date itself.
When a notice arrivesA professional drafts the reply in the department's format and files it within the statutory window, such as thirty days for ASMT-11.You face departmental language alone, and a missed reply deadline can convert a simple query into a demand with penalty.
Late fees and interestFilings go in ahead of statutory dates, so the Rs.50-per-day late fee and 18 percent interest never arise.Late fees accumulate silently every delayed day, and interest on unpaid tax runs at 18 percent per annum.

Recent GST Law You Should Know — relevant to Sembium businesses

Real notifications, rulings and case law our consultants track — and apply to client filings and notice replies.

Notification

Concessional rate withdrawn for works contracts to government authorities and entities

Notification No. 15/2021-Central Tax (Rate) dated 18.11.2021 · 2021-11-18

This notification removed the words governmental authority and government entity from the concessional works contract entries in the services rate notification. With effect from 1 January 2022, works contract services supplied to a governmental authority or a government entity ceased to enjoy the 12 per cent rate and moved to 18 per cent with input tax credit. Only supplies made directly to the Central Government, a State Government, a Union territory or a local authority continued at the concessional rate at that stage.

How we apply it: Chennai contractors working for boards, corporations and government companies moved to 18 per cent from 1 January 2022, and should have raised price-variation claims for contracts signed earlier.

Case Law

Nine-judge Bench lays down the framework for indirect tax refund claims

Mafatlal Industries Ltd v. Union of India — Supreme Court, nine-judge Bench, (1997) 5 SCC 536, judgment dated 19-12-1996 · 1996-12-19

The Supreme Court held that refund of indirect taxes must ordinarily be claimed through the machinery provided in the taxing statute and within the limitation prescribed there. Crucially, it held that a refund cannot be granted where the claimant has passed on the tax burden to the buyer, as that would result in unjust enrichment. The claimant must prove that the incidence of tax was borne by him.

What it means for you: A Chennai business filing a GST refund must be prepared to prove with invoices and accounts that it did not pass the tax on to its customers.

AAR Ruling

Canteen contractor serving food in office premises taxable at 5 percent

Goodwill Industrial Canteen - AAR Tamil Nadu, Order No. TN/09/AAR/2018, dated 30 August 2018 · 2018-08-30

The applicant prepared food and served it in the canteens of client companies at their premises. It sought the rate applicable to this arrangement. The Authority held that the supply of food and beverages on the premises of an industrial undertaking was taxable at 18 percent up to 26 July 2018 and at 5 percent from 27 July 2018, when the restaurant service entry was amended to cover canteens at offices and factories, the concessional rate being available without input tax credit.

How we apply it: Chennai canteen contractors should bill factory and office canteens at 5 percent and forgo input tax credit on their purchases.

FAQs

Frequently Asked Questions

Straight answers from practising GST consultants — based on the CGST Act, current CBIC notifications and day-to-day portal experience.

Which GST office handles Sembium businesses?
Businesses in Sembium (PIN 600011) generally fall under the CGST Chennai North Commissionerate, with state-jurisdiction cases handled by the Tamil Nadu Commercial Taxes Department. Your exact division and range can be confirmed from your GSTIN on the GST portal. We regularly appear before this jurisdiction for registrations, clarifications and hearings, so we know the local practice and documentation preferences.
Do you provide GST refund RFD-01 for businesses on Bharathidasan Street?
Yes. We serve businesses on and around Bharathidasan Street in Sembium — shops, offices, godowns and home-run businesses alike. Document pickup can be arranged at your premises, or you can send everything on WhatsApp and complete GST refund without leaving your counter. Call +91 - 9600 606 444 and mention your location; a consultant will confirm the fee and timeline immediately.
How can I track my GST refund status, and is there help near me in Chennai?
Log in to the GST portal and go to Services, then Refunds, then Track Application Status, where each ARN shows its stage: filed, acknowledged, provisional refund issued, or final order passed. For IGST-paid exports, refund status is tracked on ICEGATE against the shipping bill. If an application shows no movement past sixty days, you are entitled to interest on the delayed amount and can escalate through a grievance on the portal. ChennaiGST assists businesses across Sembium with follow-up and escalation of stuck refunds; call +91 - 9600 606 444 with your ARN for a status review.
What are deemed exports and who claims the refund, the supplier or the buyer?
Deemed exports are notified domestic supplies treated like exports even though goods do not leave India, such as supplies to Export Oriented Units, supplies against Advance Authorisation, and supplies of capital goods against EPCG authorisation. Tax is paid on these supplies, and the refund of that tax can be claimed through RFD-01 by either the recipient or, where the recipient furnishes an undertaking that it will not claim the refund and will not avail ITC, by the supplier. The claim must be filed within two years and supported by the prescribed acknowledgements and undertakings.
How long does a GST refund take after filing RFD-01?
The proper officer must issue the final refund order in RFD-06 within sixty days of receiving a complete application. For zero-rated supplies such as exports, a provisional refund of ninety percent of the claim is to be granted within seven days of the acknowledgement, subject to conditions. If the refund is delayed beyond sixty days, interest is payable to you on the refund amount. In practice, clean documentation and prompt replies to any query in RFD-08 decide the actual speed. Exporters in Sembium typically see credits faster when GSTR-1, GSTR-3B and shipping data reconcile perfectly.
I charged CGST and SGST on an invoice that should have carried IGST. How do I fix it?
The law provides a clean remedy without interest. Under Section 77 of the CGST Act and Section 19 of the IGST Act, where a supply was wrongly treated as intra-state instead of inter-state or vice versa, you pay the tax under the correct head and claim refund of the tax paid under the wrong head; no interest is charged on the correct payment. Rule 89(1A) allows the refund application within two years from the date the correct tax is paid. Issue a credit note and corrected invoice, amend GSTR-1, and file RFD-01 under the appropriate category. Our Sembium team handles these head-swap corrections regularly; call +91 - 9600 606 444 before the limitation runs.
I run a software services company in Sembium billing US clients. Can I claim a GST refund?
Yes, provided your supplies qualify as export of services: the recipient is outside India, payment is received in convertible foreign exchange, and you and the client are not merely establishments of the same person. Export of services is zero-rated, so if you supply under LUT without charging IGST, the ITC on your rent, software subscriptions and other business inputs can be refunded through RFD-01. You must attach FIRC or bank realisation certificates proving foreign exchange receipt. Many IT exporters in Sembium accumulate lakhs in unclaimed credit; call +91 - 9600 606 444 for a free eligibility review.
I export goods after paying IGST. How do I get that tax back?
For export of goods with payment of IGST, no separate RFD-01 is needed. The shipping bill filed with customs is itself treated as the refund application once you file GSTR-1 with correct shipping bill details in Table 6A and pay the tax through GSTR-3B. Customs matches the data from the GST portal with ICEGATE and credits the refund directly to your bank account. Most delays happen because of invoice mismatches between GSTR-1 and the shipping bill, or bank account validation errors, so reconcile both before filing each month.
I paid my supplier only part of the invoice within 180 days. How much ITC do I reverse?
The reversal is proportionate. If you paid sixty percent of the invoice value including tax within 180 days, you reverse only the ITC attributable to the unpaid forty percent, reporting it in Table 4(B)(2) of the GSTR-3B for the tax period immediately following the expiry of the 180 days. Amounts settled through book adjustments, such as netting off mutual dues or debit notes for quality deductions reducing the payable, have been accepted as payment in advance rulings, so a properly documented ledger adjustment protects the credit. Retention money held under contract terms is the most common trigger we see in Sembium construction and job-work businesses.
How is GST charged on manpower supply, and is the old partial reverse charge still in force?
No. The partial reverse charge that applied to manpower supply in the service tax era was not carried into GST; manpower supply is now taxable at 18 percent under forward charge by the supplier, with security personnel supply being the only related category under reverse charge in specified cases. Valuation is the recurring dispute: GST applies on the entire consideration, including wages, EPF, ESI and other reimbursements recovered from the client, unless the strict pure agent conditions are genuinely satisfied. Agencies billing Sembium factories should structure invoices carefully, because taxing only the service margin is a frequent and costly error. Call +91 - 9600 606 444 before adopting that model.
Is anyone barred from filing an LUT for exports?
Yes. Under Rule 96A read with Notification 37/2017 Central Tax, a registered person who has been prosecuted for any offence under the CGST Act, the IGST Act or any existing law where the tax evaded exceeds Rs.2.5 crore is not eligible to export under LUT. Such an exporter must instead furnish a bond on non-judicial stamp paper backed by a bank guarantee, normally not exceeding fifteen percent of the bond amount, to the jurisdictional officer. Everyone else, including first-year exporters and small businesses in Sembium, can file RFD-11 online without any guarantee.
What is the default place of supply rule for services within India?
Section 12(2) of the IGST Act sets the general rule for domestic services: if the recipient is registered, the place of supply is the recipient's location; if unregistered, it is the recipient's address on your records, and failing that, the supplier's own location. So a consultant in Sembium advising a registered company in Hyderabad charges IGST, while the same advice to a local walk-in individual attracts CGST plus SGST. This default yields only to the specific rules for immovable property, events, transportation, and a few other categories, so always check whether a specific rule captures your service before falling back on the general one.
Which goods and services attract the new 40 percent GST rate?
The 40 percent rate is confined to luxury and demerit supplies. It covers aerated waters, caffeinated and other sugary carbonated beverages, large cars beyond the small-car specifications, motorcycles above 350cc, yachts, personal aircraft, and specified actionable claims such as betting, casinos and online money gaming. Pan masala and tobacco products continue under their earlier levy structure until the compensation cess obligations are discharged, after which they move to the 40 percent rate as notified. If your business deals in any of these lines, pricing and working capital need careful planning.
If I open a bulk bag and sell rice loose by weight, is that sale taxable?
No. The 5% levy on specified food items applies only when they are supplied in pre-packaged and labelled form in packs up to 25 kilograms. When a retailer opens bulk stock and weighs out loose quantities against each customer's order, the supply is not of a pre-packaged commodity, so it remains exempt. What you cannot do is sell an intact labelled retail pack and bill it as loose. Keep purchase records showing bulk procurement and maintain the loose counter separately from the packed shelf, because officers test this distinction during inspections of grocery businesses. When in doubt on a product, call +91 - 9600 606 444.
Is GST still charged on health insurance premiums?
Not on individual policies. With effect from 22 September 2025, premiums on all individual life insurance policies and individual health insurance policies, including family floater and senior citizen plans, are exempt from GST, along with their reinsurance. Earlier these attracted 18 percent, so the change directly reduces the premium outgo for households. Group policies taken by businesses for employees continue to be taxable, and the input tax credit position on such group covers still depends on whether the cover is statutorily obligatory. When renewing policies, check that the insurer has passed on the exemption rather than merely repricing the premium.
Do I have to issue an invoice for every small cash sale in my shop?
Not necessarily. Where the value of a supply is less than Rs.200, the buyer is unregistered, and the buyer does not ask for an invoice, you may skip issuing an individual tax invoice. Instead, you must prepare one consolidated tax invoice at the close of each day covering all such small sales. The moment a customer demands an invoice, or the sale is Rs.200 or more, a proper invoice is required. Retail counters typically issue system receipts to every customer anyway, which is cleaner practice, but the daily consolidated invoice is the legal minimum for petty sales.
Who must sign GST filings with a DSC, and who can use EVC?
Companies and limited liability partnerships must authenticate registration applications and returns with a Digital Signature Certificate of the authorised signatory; the Electronic Verification Code route is not ordinarily available to them, though the government has periodically allowed EVC for companies during specified relaxation windows. Proprietorships, partnerships, HUFs and trusts can freely use EVC, an OTP sent to the authorised signatory's registered mobile and email. The DSC must be a Class 3 signature registered on the portal against the signatory's PAN. If a company's filings fail at the signing step, an expired or unregistered DSC is the usual culprit.
How is GST charged on hotel room tariffs after the rate changes?
Hotel accommodation with a value of supply up to Rs.7,500 per unit per day attracts 5 percent GST without input tax credit, a reduction from the earlier 12 percent. Rooms priced above Rs.7,500 per day attract 18 percent with full input tax credit. The rate is determined by the actual transaction value charged for the room, so seasonal discounts can change the applicable rate on the same room across bookings. Lodges and hotels around Sembium should configure billing software to test the per-day value on each invoice rather than fixing one rate for the property.
Do you provide gst refund application for small businesses and proprietorships in Sembium?
Yes. A large share of our clients in Sembium are proprietors, small traders, shop owners, freelancers and family businesses rather than large companies. The fee of Rs.4,999 and the process are the same regardless of size, and we explain the compliance position in plain language — in Tamil or English — so you understand what is being filed on your behalf and why.
What documents are required for GST refund RFD-01 in Sembium?
For GST refund RFD-01 you will generally need: Export invoices and shipping bills, for export refund claims, FIRC or bank realisation certificates for export proceeds, Copy of LUT filed in RFD-11, for exports without payment of tax, GSTR-1 and GSTR-3B filed copies for the claim period, GSTR-2B and purchase invoices supporting input tax credit. The exact list depends on your constitution — proprietorship, partnership, LLP or company — and on the specifics of your case. Send what you have on WhatsApp to +91 - 9600 606 444 and we will confirm within the same working day exactly what else is needed, so nothing is rejected later for a missing paper.
Can I get GST refund RFD-01 done online without visiting the office?
Yes, the entire process can be handled online. You share scanned documents on WhatsApp or email, we prepare and file everything on the GST portal, and you receive the acknowledgement and filed copies digitally. Businesses in Sembium regularly complete GST refund with us without a single office visit. If a physical verification or personal hearing is required by the department, we guide you through it.
