The taxpayer filed GSTR-3B late and paid interest only on the net cash portion of the tax. The High Court held that on the language of Section 50 as it then stood, interest ran on the gross liability, because input tax credit is credited to the ledger only when the return is filed. The decision caused wide concern in trade, and Parliament later amended Section 50 with retrospective effect from 1 July 2017 to charge interest only on the cash component in most late-return cases.
What to do about it: For late returns, interest is now generally computed on the cash portion only — if an older notice demands interest on gross tax, rely on the retrospective proviso to Section 50.

The Central Goods and Services Tax (Thirteenth Amendment) Rules, 2020 restructured Rules 59, 60 and 61 to accommodate quarterly return filing. It created the invoice furnishing facility, allowing a quarterly filer to upload business-to-business invoices for the first two months of a quarter by the 13th of the following month so that the recipient's credit is not delayed. It also moved the GSTR-3B due dates into the rules themselves and set out the mechanics of monthly payment for quarterly filers.
Why this matters: The invoice furnishing facility is what keeps a Chennai quarterly filer's customers from losing credit for two months, so it should be used every month even though it is optional.

From the August 2022 return period the whole of the credit appearing in GSTR-2B must first be reported as credit available in Table 4(A), with ineligible and reversible credit then shown separately in Table 4(B). Reversals that can be reclaimed later, such as those under Rule 37, go into Table 4(B)(2) and the reclaim is reported in Table 4(D)(1). Only the net figure reaches the electronic credit ledger.
Practical effect: Report gross credit and reversals separately in Table 4, because the department now compares your ledger with GSTR-2B line by line.
