Entry 1, Notification No. 13/2017-Central Tax (Rate) dated 28.06.2017 · 2017-06-28

Entry 1 makes the recipient liable to pay tax on services supplied by a goods transport agency in respect of transportation of goods by road, where the recipient falls in a specified class. That class includes any factory, society, co-operative society, registered person, body corporate, partnership firm and casual taxable person located in the taxable territory. The tax is payable in cash and, subject to normal conditions, is available as input tax credit. Reverse charge does not apply where the transporter has validly opted to pay under forward charge.

It asked whether it needed registration and whether the rent was exempt because the tenant was the government. The Authority held that renting of commercial property by the Board to a government or a business entity is not an exempt supply, so GST was payable on the rent collected.

Added to these, the invoice must appear in your GSTR-2B and must not be restricted there. In practice this means a genuine purchase can still fail the test if your supplier defaults.
