The explanation deeming seventy per cent of a composite project contract to be the value of goods has been carried forward unchanged.
Practical effect: Rooftop solar installers in Chennai bill the goods component at five per cent using the 70:30 split, which materially lowers the delivered cost of a project.

CBIC explained the scope of the phrase 'regularised on as is where is basis' used when the Council settles a disputed rate or classification. Where taxpayers paid at the lower of two competing rates or claimed an exemption in good faith, the past position is accepted as full discharge and no differential demand arises. However, no refund is available to anyone who paid at the higher rate or did not claim the exemption, and the circular works through illustrations showing exactly which past positions stand closed.
What it means for you: Read any rate clarification circular alongside its regularisation paragraph, because that paragraph often extinguishes the entire exposure for earlier years.

To back up the registration processing instruction, CBIC required every CGST Zone to publicise a dedicated email address for registration grievances on its website and on the notice board of the concerned office. Applicants aggrieved by improper queries, unjustified rejection or delay may write to that address with the application reference number; the zone must examine the grievance, take corrective action and report the disposal to the Directorate General of GST periodically.
What to do about it: A registration rejected on flimsy grounds need not go straight to appeal; the zonal grievance email often gets the application reopened far faster.
