CBIC explained the scope of the principal-agent relationship in Schedule I. The deciding test is the invoice: where the agent issues the invoice for the supply of goods in his own name, or receives goods in his own name from the supplier on behalf of the principal, the transaction between principal and agent is a deemed supply even without consideration. A commission agent who merely arranges a sale and never invoices the goods in his own name is not covered.
Why this matters: Commission agents in Chennai's wholesale markets should look at whose name appears on the invoice, since that single fact decides whether compulsory registration and deemed-supply tax apply.

Under the risk-based process in Rule 8(4A) of the CGST Rules, a registration applicant flagged by the system must attend a GST Suvidha Kendra for photograph capture, biometric Aadhaar authentication and verification of original documents. GSTN advised during 2025 that a promoter or director may complete this step at any GST Suvidha Kendra in his or her home State, while the primary authorised signatory must still be verified at a centre in the State in which registration is sought.
Practical effect: Where a Chennai company has directors living outside Tamil Nadu, book their biometric appointments early, as registration is not granted until every required person is verified.

The Namakkal manufacturer made carbonated beverages containing fruit juice and sought classification under the fruit pulp or fruit juice based drinks entry taxed at 12 percent. The Authority held that once carbon dioxide is added the product is classifiable under heading 2202 10 as waters containing added carbon dioxide and flavouring, and not as fruit juice under heading 2009, so the higher rate applicable to that entry along with compensation cess applies. The Appellate Authority upheld that view.
What it means for you: Chennai beverage makers must check whether the drink is carbonated before applying the 12 percent fruit drink rate.
