Finalising the formats behind the principles approved in May, the Council approved optional quarterly return filing with monthly payment of tax for small taxpayers with turnover below Rs 5 crore, noting that 93 per cent of taxpayers fall below that figure. Two simplified formats were designed: Sahaj for small traders making only B2C supplies and Sugam for those making both B2B and B2C supplies. Both required less information than the regular return.

Circular No. 149/05/2021-GST dated 17.06.2021 · 2021-06-17

CBIC clarified that serving food in schools under the mid-day meal programme is exempt from GST, and that the exemption extends to pre-schools and anganwadis, which are covered within the meaning of an educational institution providing pre-school education. It further clarified that the exemption applies whether the meals are funded by government grants or by corporate donations, since the entry does not distinguish by source of funding. No, and this is where pharmacies slip. Only items answering the description of drugs and medicaments take 5% or nil. What counts as exempt supply when calculating my ITC reversal ratio?
Exempt supplies for Rules 42 and 43 include nil-rated and wholly exempted supplies, and by virtue of Section 17(3) also cover outward supplies on which your recipient pays tax under reverse charge, transactions in securities valued at one percent of sale value, and sale of land or completed buildings valued at stamp duty value. This is a bill-to ship-to transaction under Section 10(1)(b).
