Notification No. 08/2023-Central Tax · 2023-03-31

Taxpayers whose registrations were cancelled but who never filed the final return in Form GSTR-10 were allowed to file it with the late fee capped at Rs 1,000 (CGST plus SGST), against the normal accumulation of Rs 200 per day. The window ran from 1 April 2023 to 30 June 2023 and was extended to 31 August 2023. This closed a common compliance gap that otherwise blocked clean exits and triggered notices.

Can I issue a single credit note against several invoices?
Yes. Since the amendment to Section 34 by the CGST (Amendment) Act, 2018, effective 1 February 2019, the law permits one or more credit notes to be issued against one or more tax invoices of a financial year. A distributor giving a season-end adjustment to a retailer can therefore issue one consolidated credit note covering dozens of invoices, rather than one note per bill. When reporting it in GSTR-1, the portal accepts credit notes without invoice-wise linking for this reason. The GST rate on my product changed. Which rate applies to pending orders and invoices?
Section 14 of the CGST Act decides this by looking at three events: the date of supply, the date of invoice and the date of payment. Broadly, if any two of the three events fall after the rate change, the new rate applies; if two fall before, the old rate applies.
