To cure the inverted duty structure in which fabric makers paid more tax on yarn and dyes than they collected on cloth, the Government notified an increase from five per cent to twelve per cent across man-made fibre, yarn, fabrics, garments and made-ups, and removed the value-based split on footwear so that all footwear would attract twelve per cent.
