The Supreme Court held that a rule prescribing a period within which credit must be taken from the date of the invoice does not take away any vested right. It merely regulates the manner and time of availing the credit, which the legislature is entitled to do. A taxpayer who fails to take the credit within the prescribed window loses the benefit.
