Several appellate authorities were refusing to decide appeals on the ground that the GST Appellate Tribunal did not exist. CBIC clarified that this is not a valid reason to defer disposal, and that under the Removal of Difficulty Order the three-month period for filing an appeal to the Tribunal starts only from the date on which the President of the Tribunal enters office. Appellate authorities were directed to record this position in their orders so that appellants are not prejudiced.

This was the single largest litigation-settlement measure since GST began, aimed at closing thousands of first-year disputes arising from transition-era confusion.

It further held that GST is payable on the face value of lottery tickets, including the prize money component, rejecting the argument that prize money should be excluded from the taxable value.
