It replaced the manual system with a fully electronic process in FORM GST RFD-01 with a single disbursement of central, State and integrated tax by one authority through PFMS. It lists every refund category, the statements and Annexure-B invoice list required, the deficiency memo procedure in RFD-03, provisional refund in RFD-04, the payment order in RFD-05, and the rule that a claim may not span two financial years. It rescinded the earlier refund circulars including Nos. 17, 24, 37, 45, 59, 70 and 79.

The Supreme Court read down the ITC block in Section 17(5)(d) CGST Act for construction of immovable property. It held that the phrase 'plant or machinery' differs from the defined 'plant and machinery', and whether a building qualifies as a 'plant' must be decided case by case using a functionality test — for example, a shopping mall built essentially to supply renting services could qualify, allowing input tax credit on its construction.
Why this matters: Chennai businesses constructing malls, warehouses or commercial premises for leasing should evaluate ITC claims under the functionality test, but must factor in the 2025 retrospective amendment substituting 'plant and machinery' before relying on this ruling.

A registered supplier selling goods to a registered merchant exporter may charge only 0.05 per cent central tax plus 0.05 per cent State tax, or 0.1 per cent IGST under the parallel integrated tax notification. The concession is conditional: the exporter must place the order on the supplier's GSTIN, endorse a copy to the supplier's jurisdictional officer, move the goods directly to the port or a registered warehouse, and export within ninety days of the tax invoice, quoting the supplier's invoice in the shipping bill.
What it means for you: Chennai manufacturers supplying exporters through Chennai Port or Ennore can free up working capital using this rate, but the paperwork conditions must be documented supply by supply.
