CBIC clarified that an Indian data hosting provider serving an overseas cloud computing company acts on a principal-to-principal basis and is not an intermediary. The service is not supplied in relation to goods made available by the recipient, nor does it relate to immovable property, since it is a bundle of hosting, power, cooling and connectivity rather than a lease of premises. The place of supply is therefore the recipient's location abroad and the supply qualifies as an export of services.
Practical effect: Chennai data centre and hosting operators billing foreign cloud companies can treat the supply as zero-rated and file refunds of accumulated credit.

Hair oil and shampoo, toilet soap in the form of bars and cakes other than industrial soap, toothpaste, tooth powder and dental floss were moved into Schedule I at five per cent from 22 September 2025, down from eighteen per cent. Other soaps and organic surface-active preparations, and dentifrices other than the listed items, remain in Schedule II at eighteen per cent, so the concession is confined to the everyday personal care items the Council named.
How we apply it: FMCG distributors must apply five per cent only to the named items and keep the balance of the toiletries range at eighteen per cent, since the split within one chapter is easy to get wrong.

Summing up a long debate over five-band and six-band options, the Chairperson proposed and the Council accepted a structure with one exempt category covering food grains and similar essentials, a lower rate of five per cent for goods consumed by vulnerable sections, standard rates of 12 and 18 per cent, and a higher slab of 28 per cent. A committee of officers was directed to fit individual goods and services into those slabs. Proposals for a 40 per cent slab were rejected.
