Notification No. 27/2017-Central Tax dated 30.08.2017 · 2017-08-30
This notification amended the CGST Rules, 2017 to insert rules 138 to 138D, creating the legal framework for the electronic way bill covering generation of Part A and Part B details, the validity period based on distance, cancellation, acceptance or rejection by the recipient, verification of documents and conveyances in transit, and reporting of detention exceeding thirty minutes. The rules were notified first and made operative later.
What it means for you: Chennai transporters and consignors should know that the e-way bill obligation is a rule-based obligation under rules 138 to 138D, which is why it can be amended without amending the CGST Act.

A large batch of petitions challenged the constitutional validity of Section 16(4), which bars input tax credit claimed after the prescribed deadline, and of Section 16(2)(c). The High Court upheld both provisions, holding that input tax credit is a statutory concession subject to conditions and time limits fixed by the legislature. Limited relief was given for the initial years of GST having regard to the transitional difficulties and the subsequent amendments extending the deadline.
Why this matters: Do not rely on litigation to rescue late credit claims — reconcile and claim within the statutory deadline for each financial year.
Circular No. 26/26/2017-GST dated 29 December 2017 · 2017-12-29
This consolidated circular explained the return filing decisions of the 23rd GST Council meeting. It clarified the due dates, the quantum of late fee, and, most usefully, that errors in a GSTR-3B already filed cannot be revised but must be corrected by adjusting the figures in the return of a later month, with interest payable where tax was short paid. It also dealt with returns that were submitted but not filed because of portal problems.
What it means for you: The principle that GSTR-3B is corrected in a subsequent month rather than revised still governs every rectification a Chennai business makes today.
