GSTN Advisory, 2023 — geocoding of the principal place of business enabled for all States and Union Territories · 2023
GSTN rolled out a geocoding facility that converts the address of the principal place of business into map coordinates, so the location on the registration certificate can be verified against the ground position. After a pilot in a few states, the functionality was extended to normal, composition, casual, SEZ and input service distributor taxpayers in every State and Union Territory during 2023, and geocoding of additional places of business followed. Geocoding does not change the address recorded in the registration.
Practical effect: Complete geocoding for your Chennai premises and any godown, as an unverified address can delay amendments, refunds and physical verification clearance.
Notification No. 12/2017-Central Tax dated 28.06.2017 · 2017-06-28
This notification prescribed the number of digits of the Harmonised System of Nomenclature code to be shown on a tax invoice, keyed to the turnover in the preceding financial year. Businesses up to Rs 1.5 crore were not required to show any HSN code, those between Rs 1.5 crore and Rs 5 crore had to show two digits, and those above Rs 5 crore had to show four digits. The requirements were tightened in later years.
What to do about it: This is the historical benchmark for testing whether an old Chennai invoice was defective, and it explains why HSN reporting obligations have progressively become stricter.
45th GST Council Meeting, Lucknow — 17 September 2021 · 2021-09-17
The Council decided that the rate changes needed to correct the inverted duty structure in the footwear and textiles sectors, discussed and deferred at an earlier meeting, would be implemented with effect from 1 January 2022. The correction involved moving fabrics, garments and footwear below the earlier value thresholds from 5 per cent up to 12 per cent so that output tax would exceed input tax and refund claims would cease. The Council also set up Groups of Ministers on rate rationalisation and on using technology to improve compliance.
How we apply it: Tamil Nadu's textile and footwear clusters faced a five to twelve per cent increase from January 2022, a decision the Council reversed for textiles on 31 December 2021, the eve of implementation.
