Two important changes were made to the parent e-invoicing notification. First, the requirement was extended to invoices for export supplies and not merely business-to-business supplies within India. Second, the turnover test was clarified to mean that a person is covered if aggregate turnover exceeded the threshold in any preceding financial year from 2017-18 onwards, so that a business which crossed the limit once and later fell below it remains permanently within the system.
Practical effect: A Chennai exporter must generate e-invoices for export invoices too, and once the turnover threshold has ever been crossed the obligation does not lapse in a later lean year.

GSTN removed the requirement to select a refund period in chronological order for certain refund categories, so a claim need not follow strict sequence, and moved those categories to invoice-based filing. For export of services with payment of tax, supplies to special economic zone units with payment of tax, and deemed export claims by the supplier, the applicant uploads the specific invoices in the relevant statement and those invoices are then locked against a repeat claim. All returns due up to the date of the claim must be filed.
Why this matters: Keep returns current and your export invoice register clean, since refunds are now claimed invoice by invoice and each invoice can be used only once.

The petitioner challenged a provisional attachment of its bank account. By the time the matter was heard, one year had elapsed from the date of the order. The Court observed that orders of attachment under Section 83 are self-limiting and remain in force for one year only, after which nothing survives for adjudication. The writ petition was accordingly closed, the attachment having ceased to operate by force of the statute itself.
What it means for you: A Chennai business should diarise the date of any Section 83 attachment — after twelve months the bank must release the account, and a fresh order is required if the department wants to continue.
