The manufacturer supplied electrical wiring harness, essentially electrical wire with connectors at both ends, used in motor vehicles, and asked whether it should be classified as a motor vehicle part or as insulated electrical conductors. The Authority classified the product under heading 8544, which covers insulated wire and cable fitted with connectors, taxable at 9 percent central tax and 9 percent State tax following Notification No. 41/2017-Central Tax (Rate) dated 14 November 2017, the earlier rate having been higher.

Practical effect: Chennai auto component makers should classify by the tariff description of the article itself, not by the vehicle it eventually goes into.

This notification prescribed the number of digits of the Harmonised System of Nomenclature code to be shown on a tax invoice, keyed to the turnover in the preceding financial year. Businesses up to Rs 1.5 crore were not required to show any HSN code, those between Rs 1.5 crore and Rs 5 crore had to show two digits, and those above Rs 5 crore had to show four digits. The requirements were tightened in later years.

Once exercised, the option continues for future years automatically unless the GTA files Annexure VI to revert to reverse charge. Invoices uploaded through IFF appear in your buyers' GSTR-2B immediately, so they can claim input tax credit without waiting for your quarterly GSTR-1. Under Section 18(6) read with Rule 44, on supply of capital goods on which credit was taken, you must pay the higher of two amounts: the ITC originally availed reduced by five percent per quarter or part thereof from the invoice date, or the tax on the transaction value of the sale. For example, machinery held for three full years has its credit reduced by sixty percent, and you compare the remaining forty percent with the actual tax on the sale price. Refractory bricks, moulds, dies, jigs and fixtures sold as scrap need tax only on transaction value. Compute both figures before invoicing the buyer.
What documents must I prepare for reverse charge purchases from unregistered suppliers?
Two documents are required. First, a self-invoice: Section 31(3)(f) obliges you to issue an invoice on yourself for goods or services received from an unregistered supplier on which you pay tax under reverse charge, and under Rule 47A this self-invoice must be issued within thirty days of receiving the supply. Second, a payment voucher under Rule 52 at the time of making payment to the supplier. The self-invoice is the document on which you claim the input tax credit of the reverse charge tax paid. Freight from unregistered transporters and advocate fees are typical cases where businesses miss this paperwork.

Use the GST Self-Service Grievance Redressal Portal at selfservice.gstsystem.in. The GST rate on my product changed. Which rate applies to pending orders and invoices?
