Notification No. 2/2025-Compensation Cess (Rate), dated 17 September 2025 · 2025-09-17
Alongside the new rate schedules, this notification amends the 2017 compensation cess rate notification to bring the cess down to nil on nearly every entry with effect from 22 September 2025, because the goods that had carried cess were absorbed into the new eighteen and forty per cent rates. Only pan masala, tobacco and related products continued to carry cess after that date, pending discharge of the compensation loan obligations.

The importer sold a range of children's toys, some containing electronic circuits and some working purely mechanically. It asked for the correct rate on each. The Authority held that toys containing electronic components attract 18 percent under the residual entry for electronic toys, irrespective of how those components are used, so children's scooters and smart tricycles with lights and music are taxed at 18 percent, while toys that work without electronics remain at 12 percent.

Meeting shortly after the Kerala floods, the Council discussed that State's proposal to impose a cess on SGST to fund rehabilitation and flood-related works. Because GST had removed the States' independent power to levy such a cess, the Council constituted a seven-member Group of Ministers convened by the Deputy Chief Minister of Bihar, with members from Assam, Kerala, Maharashtra, Odisha, Punjab and Uttarakhand, to examine modalities for revenue mobilisation in case of natural calamities and disasters, reporting by 31 October 2018.
