The Council recommended amending the CGST Act to raise the upper limit of turnover for opting into the composition scheme from Rs 1 crore to Rs 1.5 crore, and further recommended that the operative limit be capable of being raised in future on the Council's own recommendation without a fresh statutory amendment. The change was carried into law by the CGST (Amendment) Act, 2018 and took effect from 1 February 2019.
What it means for you: Rs 1.5 crore remains the composition ceiling for suppliers of goods, so a Chennai trader below that figure can still choose quarterly composition filing.

The importer sold a range of children's toys, some containing electronic circuits and some working purely mechanically. It asked for the correct rate on each. The Authority held that toys containing electronic components attract 18 percent under the residual entry for electronic toys, irrespective of how those components are used, so children's scooters and smart tricycles with lights and music are taxed at 18 percent, while toys that work without electronics remain at 12 percent.
What it means for you: Chennai toy traders must classify item by item, because a single electronic component moves a product from 12 to 18 percent.

Acting on the GST Council's recommendation, this notification amended Notification 08/2017-Central Tax to raise the aggregate turnover eligibility ceiling for the composition levy from Rs 75 lakh to Rs 1 crore, with the ceiling for specified special category States raised from Rs 50 lakh to Rs 75 lakh. The change substantially widened the pool of small traders, manufacturers and restaurants able to pay tax at a flat rate on turnover.
Practical effect: A Chennai trader who had crossed Rs 75 lakh and been pushed out of composition became eligible again from this notification, which is the first of two upward revisions to the limit.
