The Board settled several goods classification disputes following the 47th GST Council meeting. It confirmed that electrically operated vehicles attract the five per cent rate whether or not they are fitted with a battery pack at the time of supply, and that treated sewage water is exempt because the exclusion for purified water does not extend to it. Rates on fly ash bricks and blocks and on certain by-products of milling of pulses were also clarified.

Nithiyashree Ladies Hostel - AAR Tamil Nadu, Advance Ruling No. 77/AAR/2023, dated 4 September 2023 · 2023-09-04
The applicant ran a ladies hostel in premises it had itself taken on rent and supplied accommodation together with food and related services. It sought exemption on the footing that this was renting of residential accommodation. The Authority held the supply classifiable under heading 9963 and taxable at 9 percent central tax and 9 percent State tax, treating hostel accommodation with attached services as a taxable service and not as renting of a residential dwelling for use as a residence.
Why this matters: Chennai hostel and paying guest operators should not assume exemption; the outcome turns on the exact facts and on later High Court rulings.
GSTN/NIC Advisory, December 2024 — mandatory MFA on e-way bill and e-invoice systems · 2024-12
GSTN and NIC advised that multi-factor authentication using OTP over registered mobile, Sandes app or similar becomes mandatory for the e-way bill and e-invoice portals in phases: from 1 January 2025 for taxpayers with turnover above Rs 20 crore, from 1 February 2025 above Rs 5 crore, and from 1 April 2025 for all users. Businesses were told to update registered mobile numbers and activate MFA for all sub-users in advance.
Practical effect: Register current mobile numbers for every e-way bill sub-user and enable MFA before dispatch operations get locked out.
