From 22 September 2025 articles of apparel and clothing accessories of Chapters 61 and 62, other made-up textile articles of Chapter 63 and footwear of Chapter 64 attract five per cent where the sale value does not exceed Rs 2,500 per piece or per pair, and eighteen per cent where it exceeds that figure. The old thresholds of Rs 1,000 for garments and the flat twelve per cent on all footwear are gone, and the test is sale value, not maximum retail price.

Practical effect: A T. Nagar garment or footwear retailer must map every stock keeping unit against Rs 2,500 of actual sale value, because that single figure determines whether five or eighteen per cent applies.

Is there a deadline for uploading invoices to the IRP after issuing them?
For taxpayers with aggregate annual turnover of Rs.10 crore and above, the IRP rejects invoices reported more than thirty days after the invoice date; this thirty-day window applies from 1 April 2025 and covers invoices as well as credit and debit notes. Smaller mandated taxpayers currently have no system-enforced limit, but best practice is to generate the IRN at the time of invoicing itself, since a B2B invoice without an IRN is not valid at all. What is the penalty if I am covered by e-invoicing but do not generate IRNs?
The consequences are serious. An invoice issued without an IRN by a mandated taxpayer is not a valid tax invoice, which exposes you to penalty under Section 122 of Rs.10,000 or the tax due, whichever is higher, per invoice for non-issuance, and Rs.25,000 per invoice for an incorrect invoice. Goods moving on such invoices can be detained, and, most damaging commercially, your B2B customers may lose their input tax credit and will quickly stop buying from you. Large buyers now routinely verify IRNs before releasing payments. If you have crossed Rs.5 crore and have not started, regularise immediately rather than waiting for a notice.
Are any businesses exempt from e-invoicing even above Rs.5 crore turnover?
Yes. Printing truncated or wrong codes on invoices creates mismatches later, so set the codes correctly in your billing software once.
The GST rate on my product changed. Which rate applies to pending orders and invoices?
Section 14 of the CGST Act decides this by looking at three events: the date of supply, the date of invoice and the date of payment. Broadly, if any two of the three events fall after the rate change, the new rate applies; if two fall before, the old rate applies.
