Where an unregistered person has borne GST on a flat booking or a long term insurance policy that is later cancelled, and the supplier can no longer issue a credit note because the time limit under Section 34 has expired, the buyer may claim the refund directly. The circular prescribes obtaining a temporary registration on the common portal using PAN, and filing FORM GST RFD-01 under the prescribed category with the cancellation document and proof of payment, subject to the minimum refund threshold.
Practical effect: A Chennai homebuyer whose builder agreement is cancelled after the credit note window has closed can still recover the GST directly from the department through a temporary registration.

The Council approved the draft SGST law and the draft UTGST law, completing the legislative package begun at the previous meeting, and also approved amendments to the GST (Compensation to States) Bill including the ceiling rates at which compensation cess could be imposed. Placing the cess ceilings in the statute meant that later cess increases, such as the one on cigarettes a few months afterwards, could be made by notification without returning to Parliament.

Alongside the goods schedule, CBIC issued companion notifications for services effective 22 September 2025, Notification 15/2025-Central Tax (Rate) superseding the services rate notification 11/2017 and Notification 16/2025-Central Tax (Rate) carrying the services exemptions. Individual life insurance and individual health insurance policies, including family floater and senior citizen policies, along with their reinsurance, were fully exempted from GST.
