Buyers who paid tax to their sellers through banking channels were saddled with ITC reversal because the sellers did not remit the tax to the Government. The Madras High Court quashed the orders, holding that when the seller has collected tax, the department must first examine and initiate recovery against the defaulting seller; omitting to examine the sellers despite their pivotal role vitiated the proceedings, and the matter was remanded for fresh enquiry involving them.
Practical effect: If you receive an ITC reversal notice because your supplier defaulted, insist that the department confront and proceed against the supplier first — this Madras HC ruling is your primary shield.

CBIC replaced the single 20th-of-the-month GSTR-3B deadline with a staggered system. Taxpayers with aggregate turnover of Rs 5 crore or more in the previous financial year continued to file by the 20th. Smaller taxpayers were split by State: those in Tamil Nadu and the other southern and western States were given the 22nd, while the northern and eastern States were given the 24th. The arrangement was first notified for the January to March 2020 returns.
What it means for you: A Chennai business below Rs 5 crore turnover files GSTR-3B by the 22nd, not the 20th, and late-fee notices computed from the 20th should be contested.

A landowner obtained approval to develop agricultural land into residential plots and proposed to sell the plots after laying roads, drainage, water lines and other common facilities required by the plan sanction. The Gujarat Authority for Advance Ruling held that the sale price includes the value of development works, so the transaction is a taxable supply of construction service and not a bare sale of land. CBIC later clarified that sale of land after levelling, laying drainage lines and similar works is still sale of land under Schedule III and outside GST.
