The manufacturer supplied electrical wiring harness, essentially electrical wire with connectors at both ends, used in motor vehicles, and asked whether it should be classified as a motor vehicle part or as insulated electrical conductors. The Authority classified the product under heading 8544, which covers insulated wire and cable fitted with connectors, taxable at 9 percent central tax and 9 percent State tax following Notification No. 41/2017-Central Tax (Rate) dated 14 November 2017, the earlier rate having been higher.
What to do about it: Chennai auto component makers should classify by the tariff description of the article itself, not by the vehicle it eventually goes into.

Responding to widespread complaints about arbitrary queries, CBIC directed registration officers to seek only the documents listed in Form GST REG-01. For rented premises a valid rent agreement with the owner's ownership proof suffices; for owned premises any one ownership document is enough; no-objection certificates suffice for consent premises. Officers must not demand physical originals, question the applicant's residential address or business activity, or raise presumptive queries, and any query must be specific and approved by the Deputy or Assistant Commissioner.
Practical effect: If a registration query asks for documents outside the prescribed list, cite this instruction in your REG-04 reply and escalate to the jurisdictional Commissioner if it persists.

CBIC assigned the proper officers for issuing show cause notices and orders under sections 73 and 74 of the CGST Act and section 20 of the IGST Act, with monetary limits based on the central tax and integrated tax involved. Superintendents were empowered for smaller demands, Deputy or Assistant Commissioners for the middle range, and Additional or Joint Commissioners above that. The circular was later amended by Circular No. 169/01/2022-GST.
What to do about it: When a DRC-01 arrives, check whether the officer who signed it had jurisdiction over that amount, because a notice issued beyond the monetary limit is open to challenge.
