Entry 66 exempts services supplied by an educational institution to its students, faculty and staff, and services relating to admission to or conduct of examinations. It also exempts transportation of students, catering including any government-sponsored mid-day meal scheme, security, cleaning and housekeeping supplied to an institution, but only where that institution provides education up to higher secondary level. An educational institution is one whose output leads to a qualification recognised by law, so private coaching classes fall outside the exemption.
What to do about it: A Chennai coaching centre or competitive-exam institute is fully taxable, while a recognised school or college is exempt, and the two must never be treated alike.

GSTN rolled out biometric-based Aadhaar authentication and document verification for GST registration applicants in Tamil Nadu and Himachal Pradesh. Applications identified by data analytics and risk parameters are routed for biometric verification, requiring the applicant to book a slot and visit a GST Suvidha Kendra with original documents for photograph and fingerprint capture. Rule 8 of the CGST Rules was amended to support this risk-based process.
What to do about it: New applicants in Chennai should keep originals ready and complete the GSK biometric visit promptly, as registration is not granted until verification is done.
Circular No. 225/19/2024-GST · 2024-07-11
Building on the earlier corporate guarantee circular, the Board clarified that the special valuation rule in Rule 28(2) applies to guarantees issued or renewed on or after 26 October 2023, and that the one per cent value is to be read as one per cent per annum of the guarantee amount, apportioned where the guarantee runs for a shorter period. It also confirmed that where the recipient is eligible for full input tax credit, the value declared in the invoice is deemed to be the open market value.
