Trade Profile and GST Jurisdiction for Palavakkam

Palavakkam combines a working fishing hamlet around the Palavakkam Fish Market with East Coast Road retail, including seafood traders, furniture and hardware showrooms, bakeries, tuition centres and homestays along M.G.R. Road, Periyar Salai and Sea Shell Avenue. Exempt fresh-fish supply sitting alongside taxable processed and restaurant sales makes common-credit reversal under Rule 42 the standing compliance headache here. Years of working in and around Palavakkam have shown us where GST trouble actually begins here — supplier defaults, classification doubts and deadlines lost in busy trading weeks. Our E-Way Bill Registration & Support is built to close precisely those gaps, and the same team supports businesses in Kottivakkam and Neelankarai, each with one point of contact and a compliance calendar maintained on their behalf.

GST jurisdiction for Palavakkam (PIN 600041): businesses here generally fall under the CGST Chennai South Commissionerate. We regularly represent clients from Palavakkam before this jurisdiction for registrations, clarifications and notice hearings, and can confirm your exact division and range from your GSTIN. State-jurisdiction cases are handled with the Tamil Nadu Commercial Taxes Department.
GST for IT and SaaS Companies in Palavakkam
IT and SaaS services are taxed at 18 percent domestically, but the real complexity is qualifying overseas billing as export under Section 2(6) of the IGST Act: the recipient must be outside India, consideration must arrive in convertible foreign exchange or INR where RBI permits, and the Indian entity and foreign recipient must not be mere establishments of the same person. Marketing or support arms serving a foreign parent risk classification as intermediaries under Section 13(8), making the place of supply India and the income taxable. Supplies to SEZ units are zero-rated with proper endorsements. A specialist structures contracts and invoicing so export status survives departmental scrutiny.
You can move your E-Way Bill Registration & Support to a new consultant in Palavakkam at any time mid-year; past filings are reviewed, pending items are regularised, and ongoing fees start at Rs.999.
Why Us

Why Palavakkam Businesses Choose ChennaiGST

Not a bulk-filing portal. A senior consultant knows your file, your jurisdiction and your deadlines.

✓

Support in Tamil and English

GST is confusing enough without a language barrier. Our team explains notices, tax positions and filing requirements in plain Tamil or English, whichever you and your staff in Palavakkam are comfortable with, and keeps written communication simple and jargon-free.

✓

Cancelled GSTIN? We Handle Revocation Too

A registration cancelled for non-filing is not the end of the road. We bring the pending returns up to date, clear the dues and file the revocation application in REG-21 within the permitted window, restoring suspended and cancelled GSTINs to active status.

✓

No Handing Off to Untrained Juniors

Your work is executed by trained GST staff working under direct senior supervision, not passed to interns learning on your file. The person preparing your return understands reverse charge, blocked credits and place of supply, because getting these wrong costs you money.

✓

Handholding for First-Time Registrants

A new GSTIN comes with obligations nobody explains at approval — the invoice series rules, displaying the registration certificate and GSTIN at your premises, and the first return cycle. We walk new registrants in Palavakkam through each of these so month one starts correctly.

✓

Refund and Export Experience That Shows

From filing the LUT in RFD-11 at the start of each financial year to preparing RFD-01 refund claims with complete annexures, we know what makes a refund file move. Exporters and inverted-duty businesses come to us specifically for this.

✓

We Work with Your Existing Software

Tally, Zoho Books, Busy, marketplace reports, plain Excel or even a handwritten bill book — we take your data in whatever form your Palavakkam business already maintains it. You are never forced to buy new software or retrain staff just to become our client.

How It Works

Our E-Way Bill Process

Portal registration

We register your GSTIN on the e-way bill portal using the OTP sent to your registered mobile, and set secure login credentials for your business.

Master data setup

Products with HSN codes, regular customers, suppliers and transporters are added as masters so daily e-way bill generation takes minutes rather than repeated data entry.

Team training

Your dispatch staff learn to fill Part A and Part B, compute validity by distance, extend validity when transit is delayed, and cancel bills within twenty-four hours.

Process documentation

We give you a simple checklist covering when an e-way bill is needed, exemptions, documents the driver must carry, and what to do at an interception.

Ongoing support

For the first month we remain available on WhatsApp for generation help, rejected entries and practical situations like vehicle breakdown or transhipment en route.

Marketplace Accounts That Stay Live

E-commerce platforms continuously validate seller GSTINs and filing status. A consistently compliant registration keeps your listings active and settlements flowing, with no sudden suspension of your online sales channel.

★

Tax Paid Under the Right Head

Getting IGST versus CGST and SGST right at the invoice stage spares you the painful cycle of paying the correct head again and pursuing a refund of the amount paid under the wrong one.

★

Bank and Tender Readiness

Loan applications and government tenders routinely demand GST returns and registration documents. With everything filed and archived properly, you can produce a complete compliance file within hours instead of days.

★

A Professional Face on Every Invoice

Correct, complete tax invoices signal a well-run business to customers, vendors and banks alike, quietly strengthening your credibility in every transaction where your paperwork is seen.

★

Goods That Move Without Detention

Correct e-way bills matched to correct invoices mean your consignments clear roadside inspections cleanly, avoiding detention proceedings whose penalties can far exceed the tax on the goods being carried.

★

Correct Tax the First Time

Rates, reverse charge, place of supply and blocked credits are applied correctly at the preparation stage, so you neither overpay tax you do not owe nor underpay and invite demands with penalty later.

Why a Specialist Matters

With ChennaiGST vs Doing It Yourself

AspectWith ChennaiGSTDIY / Unattended
Time costRoughly an hour a month to send data and approve drafts; the portal work, reconciliation and follow-up are ours.Hours every month lost to portal errors, JSON files, OTP failures and reworking figures — usually on the due date itself.
Goods in transitE-way bills generated correctly and matched to invoices, so consignments pass roadside inspections without detention or penalty.A defective or missing e-way bill can mean detention at a checkpoint, with penalties that dwarf the tax on the consignment.
Portal credentials and dataLogins handled by a small engaged team under strict confidentiality, with credentials stored securely and never passed onward.Passwords circulating on chats with freelancers and part-timers, and no accountability for who has accessed your business data.
Refund claimsRFD-01 filed with complete statements and annexures, tracked from ARN to bank credit, with any deficiency memo answered promptly.Incomplete claims bounce back as deficiency memos while the refund sits unclaimed for months and working capital stays blocked.
Keeping up with changesRate changes, portal updates and new thresholds such as the Rs.5 crore e-invoice limit are tracked by us and applied to your case proactively.Changes are discovered after the fact — often through a rejected filing, a blocked e-way bill or a departmental letter.
Due-date trackingA maintained compliance calendar with internal cut-offs days before the 11th and the 20th; we chase you for data, not the other way around.Deadlines remembered from memory or phone alarms; one busy week and the return slips past the due date.

Portal Advisory

Multi-factor authentication made mandatory for e-way bill and e-invoice logins

GSTN/NIC Advisory, December 2024 — mandatory MFA on e-way bill and e-invoice systems · 2024-12

GSTN and NIC advised that multi-factor authentication using OTP over registered mobile, Sandes app or similar becomes mandatory for the e-way bill and e-invoice portals in phases: from 1 January 2025 for taxpayers with turnover above Rs 20 crore, from 1 February 2025 above Rs 5 crore, and from 1 April 2025 for all users. Businesses were told to update registered mobile numbers and activate MFA for all sub-users in advance.

How we apply it: Register current mobile numbers for every e-way bill sub-user and enable MFA before dispatch operations get locked out.

AAR Ruling

Ladies hostel run from rented premises, with food, held taxable

Nithiyashree Ladies Hostel - AAR Tamil Nadu, Advance Ruling No. 77/AAR/2023, dated 4 September 2023 · 2023-09-04

The applicant ran a ladies hostel in premises it had itself taken on rent and supplied accommodation together with food and related services. It sought exemption on the footing that this was renting of residential accommodation. The Authority held the supply classifiable under heading 9963 and taxable at 9 percent central tax and 9 percent State tax, treating hostel accommodation with attached services as a taxable service and not as renting of a residential dwelling for use as a residence.

What to do about it: Chennai hostel and paying guest operators should not assume exemption; the outcome turns on the exact facts and on later High Court rulings.

Notification

Bricks and roofing tiles kept at 12 per cent when GST 2.0 abolished that slab

Notification No. 14/2025-Central Tax (Rate), dated 17 September 2025 · 2025-09-17

Although the twelve per cent slab was otherwise removed, this standalone notification preserves it for the brick trade. From 22 September 2025 fly ash bricks, fly ash aggregates and fly ash blocks of heading 6815, bricks of fossil meals or similar siliceous earths of tariff item 6901 00 10, building bricks of tariff item 6904 10 00 and earthen or roofing tiles of tariff item 6905 10 00 attract six per cent central tax, that is twelve per cent combined.

What to do about it: A building material dealer in Chennai still bills bricks and roofing tiles at twelve per cent, not eighteen, and must not assume the GST 2.0 slab merger applied to them.

FAQs

Frequently Asked Questions

Straight answers from practising GST consultants — based on the CGST Act, current CBIC notifications and day-to-day portal experience.

Are there any hidden charges for e-way bill registration & support?
No. The fee quoted before we start is the fee you pay. Government fees, portal charges or statutory late fees, where they apply, are separate and disclosed to you in advance with the exact amount. We issue a proper GST invoice for our professional fee. If the scope of work changes — for example, an unexpected notice or additional periods — we tell you the revised fee before doing anything further.
Which GST office handles Palavakkam businesses?
Businesses in Palavakkam (PIN 600041) generally fall under the CGST Chennai South Commissionerate, with state-jurisdiction cases handled by the Tamil Nadu Commercial Taxes Department. Your exact division and range can be confirmed from your GSTIN on the GST portal. We regularly appear before this jurisdiction for registrations, clarifications and hearings, so we know the local practice and documentation preferences.
A tiny clerical mistake in my e-way bill led to the vehicle being stopped. Is the full 200 percent penalty payable?
No. CBIC Circular 64/38/2018 directs that where the invoice and e-way bill accompany the goods and the error is minor, proceedings under Section 129 should not be initiated at all; only a token penalty of Rs.500 under CGST and Rs.500 under SGST, Rs.1,000 in total, may be imposed under Section 125. Minor errors listed include spelling mistakes in names, errors in one or two digits of a document number or pin code where the address is otherwise correct, wrong four-digit HSN with the correct first two digits, and vehicle number errors of one or two characters. Quote this circular in your reply; we do so successfully in most such detentions.
What happens if my goods are caught moving without a valid e-way bill?
The vehicle and goods can be detained under Section 129 of the CGST Act. Release requires payment of a penalty equal to two hundred percent of the tax payable on the goods where the owner comes forward, with harsher terms where ownership is not claimed; for exempted goods the penalty is two percent of the value up to Rs.25,000. The officer issues notices in the MOV series, and orders can be appealed in APL-01, currently with a twenty-five percent pre-deposit of the penalty for Section 129 cases. Prevention is far cheaper, so tighten dispatch checks or call +91 - 9600 606 444 if a vehicle in Palavakkam is detained.
Can the transporter get the truck released even if the penalty on the goods is unpaid?
Yes. Section 129(6) permits release of the conveyance alone on payment by the transporter of the penalty determined or Rs.1 lakh, whichever is less, so a lorry owner is not held hostage to a consignor's dispute. On the goods themselves, if the penalty is not paid within fifteen days of the MOV-09 order, the department can sell or dispose of the detained goods to recover the amount, and perishable or hazardous goods can be sold even earlier. Filing an appeal within the window, with the prescribed pre-deposit, is the lawful way to stall this. We assist transporters serving Palavakkam markets in exactly these situations.
My vehicle was stopped and detained by a GST squad. What is the process that follows?
Interception follows a defined MOV trail. The officer records a statement in MOV-01, orders physical verification in MOV-02, and completes an inspection report in MOV-04 within the prescribed time. If discrepancies are found, a detention order in MOV-06 issues along with a notice in MOV-07 stating the proposed penalty, which the law requires within seven days of detention. After hearing you, the officer passes the penalty order in MOV-09, uploading the demand in DRC-07, and must do so within seven days of the notice. Goods are released on payment through MOV-05. Call +91 - 9600 606 444 immediately if a vehicle from Palavakkam is held; timelines move fast.
What is confiscation under Section 130 and how is it different from detention?
Detention under Section 129 is temporary custody pending a penalty for a transit contravention. Confiscation under Section 130 is the graver step where the department alleges intent to evade tax, for instance supplying unaccounted goods, or using a conveyance for carrying goods in contravention with the owner's knowledge. Confiscated goods vest in the government, but the owner is given an option to pay a fine in lieu of confiscation up to the market value of the goods less the tax, in addition to tax and penalty. The conveyance owner can similarly redeem the vehicle by paying a fine equal to the tax payable on the goods carried.
Do I need an e-way bill for local deliveries within Chennai city?
For movement entirely within Tamil Nadu, the state government has notified a higher threshold, so an e-way bill is generally required only when the consignment value exceeds Rs.1 lakh, against the Rs.50,000 limit that applies to inter-state movement. Certain specified goods remain exempt within the state. So a delivery from your godown to a shop in Palavakkam worth Rs.80,000 would not need an e-way bill, but the same consignment sent to Bengaluru would. Keep the tax invoice with the vehicle in every case, because documents can be demanded even where the e-way bill itself is not required.
How is GST charged on gold jewellery: on the gold value or the making charges?
Both, at different rates when billed separately. Gold and gold jewellery attract 3% GST, while making charges shown as a separate service component attract 5%. If the jeweller issues a single consolidated price without separating making charges, the entire value is treated as a composite supply of jewellery and taxed at 3%. Most organised jewellers in Palavakkam bill the metal value at 3% and making charges at 5%, which is the practice tax officers expect to see. These rates were not disturbed by the September 2025 rate changes. Call +91 - 9600 606 444 if your billing pattern needs review before an audit.
What is the current GST rate on readymade garments after the September 2025 changes?
From 22 September 2025, following the 56th GST Council's rate rationalisation, apparel and made-up textile articles with a sale value up to Rs.2,500 per piece attract 5% GST, while pieces priced above Rs.2,500 attract 18%. The earlier structure of 5% up to Rs.1,000 and 12% beyond no longer applies, since the 12% slab itself was largely abolished. The threshold is tested piece-wise on sale value, so one invoice can carry both rates for different items. Garment retailers should update billing software rate masters accordingly; call +91 - 9600 606 444 if your POS still carries the old 12% slab.
I have a day job plus freelance income and a small rental. What counts towards my GST turnover?
Salary is excluded entirely, because services by an employee to an employer in the course of employment are outside GST under Schedule III. Everything else you supply counts in aggregate turnover: freelance fees, export receipts, and even exempt income such as rent from a residential dwelling let out for residence. So a person earning Rs.15 lakh from freelancing and Rs.6 lakh from rent has crossed Rs.20 lakh and must register, even though the rent itself remains exempt. This clubbing rule surprises many moonlighting professionals; a short call on +91 - 9600 606 444 can confirm exactly where you stand.
My shop's landlord in Palavakkam is not GST registered. Do I pay GST on the rent myself?
Yes, if you are registered. With effect from 10 October 2024, renting of any immovable property other than a residential dwelling by an unregistered person to a registered person was notified under reverse charge, so a registered tenant must pay 18 percent on the rent in cash through GSTR-3B and can claim ITC subject to the usual conditions. Composition taxpayers were subsequently excluded from this entry with effect from 16 January 2025. You must also raise a monthly self-invoice since the landlord is unregistered. Many shop and godown tenants in Palavakkam remain unaware of this recent entry; call +91 - 9600 606 444 to regularise past months.
Can one document cover both taxable and exempt items sold together?
Yes, in one specific situation. Rule 46A permits a registered person supplying both taxable and exempt goods or services to an unregistered recipient to issue a single invoice-cum-bill of supply covering the entire transaction. This saves retail counters from splitting every mixed basket into two documents. The concession applies only when the buyer is unregistered; for a registered buyer, you must still issue a tax invoice for the taxable items and a separate bill of supply for the exempt items. Supermarkets and pharmacies with mixed inventories use this format daily, and billing software handles the split automatically once configured.
What GST do hotels charge on room tariffs after the 2025 rate changes?
From 22 September 2025, hotel accommodation with a value of supply up to Rs.7,500 per unit per day attracts 5 percent GST without input tax credit, and accommodation above Rs.7,500 attracts 18 percent with input tax credit. The earlier 12 percent slab for mid-range rooms was abolished in the rate rationalisation. Tax applies on the actual transaction value charged, so a discounted rate below Rs.7,500 falls in the 5 percent bracket even if the printed tariff is higher. Hotels should reconfigure billing software slab-wise and watch the ITC restriction on the 5 percent category, which changes costing materially.
Where is the place of supply for services connected to a building or land?
Services directly relating to immovable property, including those of architects, interior decorators, engineers, surveyors, construction and works contract services, renting, and accommodation in hotels, are supplied where the property is located, under Section 12(3). The recipient's location and registration are irrelevant. So a Palavakkam architect designing a factory in Coimbatore charges CGST plus SGST of Tamil Nadu, but for a project in Kochi the place of supply is Kerala and IGST applies. For hotels, the state where the hotel stands is always the place of supply, which is why accommodation is invariably billed with that state's local taxes regardless of where the guest's business is registered.
What GST rate applies to a goods transport agency: 5 percent or 18 percent?
Both exist, depending on the option exercised. The default position is 5 percent payable by the specified recipient under reverse charge, with no input tax credit to the GTA. Alternatively, a GTA may opt to pay tax itself under forward charge, either at 5 percent without input tax credit or at the higher rate with full credit, which was revised from 12 percent to 18 percent with effect from 22 September 2025. The with-credit option suits transporters with large spends on vehicles and tyres. Once the forward charge option is exercised for a year, it applies to all consignments of that year.
I have taken a house on rent and I am GST registered. Does reverse charge hit my house rent?
Only in defined situations. From 18 July 2022, renting of a residential dwelling to a registered person attracts 18 percent under reverse charge in the tenant's hands. However, where a registered proprietor rents the dwelling in a personal capacity for use as his own residence, and on his own account rather than for the business, the exemption applies and no tax arises. If a company takes a flat as a guest house or for employee accommodation, RCM applies, and note that ITC on such rent may face challenge as a personal consumption expense. Document the purpose of the tenancy in the rent agreement so the correct treatment is defensible.
Which everyday goods now attract 5 percent GST?
The 5 percent slab now covers most household essentials that earlier fell in the 12 or 18 percent brackets: soaps, shampoos, toothpaste and toothbrushes, hair oil, bicycles, kitchen utensils and tableware. Packaged foods such as butter, ghee, cheese, namkeens, sauces, pasta, biscuits and chocolates are also at 5 percent, as are most medicines, medical devices and agricultural machinery. Apparel and footwear priced up to Rs.2,500 per piece attract 5 percent as well. Retailers in Palavakkam should update billing software rate masters item by item rather than assuming old rates continue.
What is the process for e-way bill registration & support?
The process runs in clear stages: Portal registration; Master data setup; Team training; Process documentation. A senior consultant reviews your file at each stage rather than passing it to a data-entry desk, and you receive a confirmation with the filed documents once it is complete. You always know which stage your work is at — we update you on WhatsApp instead of leaving you to follow up.
Do you provide e way bill registration for small businesses and proprietorships in Palavakkam?
Yes. A large share of our clients in Palavakkam are proprietors, small traders, shop owners, freelancers and family businesses rather than large companies. The fee of Rs.999 and the process are the same regardless of size, and we explain the compliance position in plain language — in Tamil or English — so you understand what is being filed on your behalf and why.
Can I get e-way bill registration & support done online without visiting the office?
Yes, the entire process can be handled online. You share scanned documents on WhatsApp or email, we prepare and file everything on the GST portal, and you receive the acknowledgement and filed copies digitally. Businesses in Palavakkam regularly complete e-way bill with us without a single office visit. If a physical verification or personal hearing is required by the department, we guide you through it.
