This is the consolidated refund circular. It replaced the manual system with a fully electronic process in FORM GST RFD-01 with a single disbursement of central, State and integrated tax by one authority through PFMS. It lists every refund category, the statements and Annexure-B invoice list required, the deficiency memo procedure in RFD-03, provisional refund in RFD-04, the payment order in RFD-05, and the rule that a claim may not span two financial years. It rescinded the earlier refund circulars including Nos. 17, 24, 37, 45, 59, 70 and 79.

This notification designated www.gst.gov.in, managed by the Goods and Services Tax Network, as the Common Goods and Services Tax Electronic Portal for registration, payment of tax, and furnishing of returns. It gives legal status to the portal, which matters because the CGST Act and Rules repeatedly require documents to be filed electronically on the common portal rather than in paper form with a jurisdictional office.
Why this matters: Filings made anywhere other than the notified portal have no legal effect, so a Chennai business cannot discharge a return obligation by emailing or hand-delivering a return to the department.

Refund claims of about Rs 5.4 crore relating to supplies made to SEZ units were rejected on procedural grounds. The Madras High Court quashed the appellate orders, holding that a delay in obtaining the authorised officer's endorsement under Rule 30(4) of the SEZ Rules cannot defeat refund eligibility where the integrated tax was actually paid and the goods were admitted into the SEZ, and that under Rule 90(3) the officer must issue a deficiency memo allowing documents to be supplied rather than reject the claim outright.
Practical effect: A refund claim for SEZ supplies should not be abandoned because an endorsement or document came in late — the substantive entitlement survives if the claim itself was filed in time.
