Trade Profile and GST Jurisdiction for Neelankarai

Neelankarai's East Coast Road frontage carries beachfront restaurants, boutique guest houses, interior and furnishing studios, gyms, international schools and villa builders, with residential trade concentrated in Kazura Garden, CLRI Nagar and Sandeep Avenue. Short-stay rental and restaurant operators here regularly misjudge accommodation rate slabs, blocked ITC on works contracts, and reverse charge where residential property is let out for business use. For businesses here, staying on the right side of GST is not optional — buyers check compliance, and the department's systems match every return. Our firm provides Departmental Audit Support to clients across Neelankarai and neighbouring Palavakkam and Vettuvankeni, combining Chennai jurisdiction familiarity with disciplined deadline tracking. Whether you run a shop, a service practice or a growing trading concern, we handle the portal work so you can stay focused on the business itself.

GST jurisdiction for Neelankarai (PIN 600115): businesses here generally fall under the CGST Chennai South Commissionerate. We regularly represent clients from Neelankarai before this jurisdiction for registrations, clarifications and notice hearings, and can confirm your exact division and range from your GSTIN. State-jurisdiction cases are handled with the Tamil Nadu Commercial Taxes Department.
GST for IT and SaaS Companies in Neelankarai
IT and SaaS services are taxed at 18 percent domestically, but the real complexity is qualifying overseas billing as export under Section 2(6) of the IGST Act: the recipient must be outside India, consideration must arrive in convertible foreign exchange or INR where RBI permits, and the Indian entity and foreign recipient must not be mere establishments of the same person. Marketing or support arms serving a foreign parent risk classification as intermediaries under Section 13(8), making the place of supply India and the income taxable. Supplies to SEZ units are zero-rated with proper endorsements. A specialist structures contracts and invoicing so export status survives departmental scrutiny.
You can move your Departmental Audit Support to a new consultant in Neelankarai at any time mid-year; past filings are reviewed, pending items are regularised, and ongoing fees start at Rs.9,999.
Why Us

Why Neelankarai Businesses Choose ChennaiGST

Not a bulk-filing portal. A senior consultant knows your file, your jurisdiction and your deadlines.

Same-Day Response, Every Working Day

Send your query on call or WhatsApp and you hear back the same working day, usually within a few hours. When a due date is close or a notice has landed, waiting two days for a reply is simply not acceptable, and we know it.

QRMP Managed Properly, Not Just Opted Into

Quarterly filing still demands monthly attention — IFF uploads so your buyers see their credit on time, and tax payment through PMT-06 by the 25th for the first two months of each quarter. We run that monthly rhythm so QRMP saves you effort without creating gaps.

Complete Documentation, Properly Archived

Every acknowledgement, challan, computation sheet and filed return is saved and shared with you in an organised folder. When a bank, buyer or GST officer asks for a document from two years ago, it reaches you the same day without any scrambling.

Multi-GSTIN and Branch Coordination

Businesses with registrations in more than one State, or multiple branches under one PAN, face cross-charge, stock transfer and input service distribution questions that single-GSTIN firms never see. We keep all your registrations consistent with each other, not just compliant individually.

We Work with Your Existing Software

Tally, Zoho Books, Busy, marketplace reports, plain Excel or even a handwritten bill book — we take your data in whatever form your Neelankarai business already maintains it. You are never forced to buy new software or retrain staff just to become our client.

Handholding for First-Time Registrants

A new GSTIN comes with obligations nobody explains at approval — the invoice series rules, displaying the registration certificate and GSTIN at your premises, and the first return cycle. We walk new registrants in Neelankarai through each of these so month one starts correctly.

How It Works

Our Audit Support Process

Notice review and planning

We study ADT-01 and its annexure, agree a records timetable with the audit officer where needed, and plan the engagement around the periods selected.

Pre-audit reconciliation

Before the team arrives we reconcile turnover, tax and ITC for every audit year, identifying weak areas and preparing explanations and supporting papers in advance.

Records submission

Documents are compiled, indexed and submitted in an organised form, which shortens verification and signals that the taxpayer's records are dependable.

Query management

Each audit enquiry and observation memo receives a written, evidence-backed reply, and we discuss contentious points with the audit team before findings are finalised.

Findings and closure

We review ADT-02, arrange DRC-03 payment for accepted points to limit penalty, and prepare the defence file for any finding likely to become a demand notice.

Outcomes

What You Get

Practical outcomes our clients measure us by.

Time Back for Your Actual Business

The hours you or your accountant spent wrestling with the portal, JSON errors and reconciliations every month return to sales, operations and customers, while trained hands manage the compliance in the background.

Faster GST Refunds

Complete RFD-01 applications with proper statements and annexures move through the system faster and attract fewer deficiency memos, which means export and inverted-duty refunds reach your bank account sooner.

Bank and Tender Readiness

Loan applications and government tenders routinely demand GST returns and registration documents. With everything filed and archived properly, you can produce a complete compliance file within hours instead of days.

Compliance That Continues When You Travel

Illness, travel or a family function no longer threatens a deadline. With a standing external process holding your calendar and data trail, filings proceed on schedule whether or not you are at your desk.

Fewer Departmental Notices

Consistent, reconciled returns give the department's matching systems nothing to flag. Clients who move to us after years of self-filing typically see scrutiny queries and mismatch notices fall away within a few filing cycles.

Lower Total Cost of Compliance

A fixed professional fee is almost always cheaper than the combination of late fees, interest, lost credit and staff hours that informal, last-minute compliance quietly accumulates over a year.

Why a Specialist Matters

With ChennaiGST vs Doing It Yourself

AspectWith ChennaiGSTDIY / Unattended
Portal credentials and dataLogins handled by a small engaged team under strict confidentiality, with credentials stored securely and never passed onward.Passwords circulating on chats with freelancers and part-timers, and no accountability for who has accessed your business data.
Supplier defaultsSuppliers who stop uploading invoices are identified within the period and pursued before their default becomes your blocked credit.Missing supplier invoices surface only when credit is denied, by which time recovering the amount from the vendor is difficult.
Annual return preparationMonthly reconciliations roll naturally into GSTR-9, filed comfortably before 31 December with figures already agreed through the year.Twelve months of unmatched data reconstructed in December, with differences discovered too late to be corrected cleanly.
Risk of noticesGSTR-1, GSTR-3B and GSTR-2B reconciled before filing, removing the mismatches that trigger most scrutiny notices.Inconsistent figures across returns quietly build a mismatch history that surfaces later as ASMT-10 scrutiny or a demand notice.
Input tax creditPurchase register matched against GSTR-2B each period, with defaulting suppliers chased so eligible credit is actually captured.Credit claimed from books alone; mismatches with GSTR-2B mean lost credit or excess claims that invite departmental queries.
Due-date trackingA maintained compliance calendar with internal cut-offs days before the 11th and the 20th; we chase you for data, not the other way around.Deadlines remembered from memory or phone alarms; one busy week and the return slips past the due date.
GST Law Desk

Recent GST Law You Should Know — relevant to Neelankarai businesses

Real notifications, rulings and case law our consultants track — and apply to client filings and notice replies.

Notification

Textile rate rise deferred at the last minute; footwear increase went ahead

Notification No. 21/2021-Central Tax (Rate), dated 31 December 2021 · 2021-12-31

On 31 December 2021, the same day as the 46th GST Council meeting convened at the instance of Tamil Nadu and other States, the Government superseded the November notification. The proposed increase on textiles was dropped, so fabrics, yarn, garments and made-ups continued at five per cent, but the footwear change survived and all footwear became taxable at twelve per cent from 1 January 2022 irrespective of price. The value threshold that had earlier kept cheap footwear at five per cent disappeared.

What it means for you: From January 2022 to September 2025 every pair of footwear attracted twelve per cent regardless of price, and rate mistakes in that window are a common scrutiny point.

Case Law

DGGI can summon and investigate even when State officers are already looking at the same taxpayer

Kuppan Gounder P.G. Natarajan v. Directorate General of GST Intelligence — Madras High Court (Division Bench), W.A. No. 2003 of 2021, decided 1 September 2021 (T.S. Sivagnanam and Sathi Kumar Sukumara Kurup JJ.) · 2021-09-01

The taxpayer argued that once the State GST authorities had taken up his case, Section 6(2)(b) barred the Central intelligence wing from issuing summons on the same subject. The Division Bench drew a distinction between a 'proceeding' such as assessment, adjudication or recovery, and an 'inquiry' under Section 70. The bar in Section 6(2)(b) applies only to overlapping proceedings on the same subject matter, and does not prevent an intelligence-based inquiry by the other authority. The summons was upheld.

How we apply it: A Chennai business already under State GST scrutiny cannot refuse a DGGI summons on cross-empowerment grounds, though it can still object if the Centre later starts a parallel adjudication on the identical issue and period.

Circular

Food and drink sold at cinema counters is restaurant service at 5 per cent

Circular No. 201/13/2023-GST dated 01.08.2023 · 2023-08-01

Following the 50th GST Council meeting, CBIC clarified that supply of food and beverages at the snack counters of a cinema hall is taxable as restaurant service at 5 per cent without input tax credit, provided it is supplied independently of the cinema exhibition service. Where a ticket and food are clubbed into a single package, the transaction is a composite supply with exhibition as the principal supply and the ticket rate applies to the whole amount.

What it means for you: Chennai multiplex operators should keep counter sales separately invoiced from tickets, otherwise the entire combo value gets taxed at the higher exhibition rate.

Already Holding the Notice? Read It in About a Minute

Upload the PDF to our free GST Notice Analyser. It identifies which of 34 notice types you have, pulls out the DIN, GSTIN and tax period, reads the reply date printed on the notice and tells you plainly whether that date has already passed — along with the documents and reconciliations you will need. No payment, no account. If the notice does not state a date we can read, it says so rather than guessing one for you.

Analyse my notice — free WhatsApp it to a consultant

The analyser reports what your notice says and the statutory position for that form. It is not a substitute for a consultant reading your actual records, and a reply should be reviewed before you file it.

FAQs

Frequently Asked Questions

Straight answers from practising GST consultants — based on the CGST Act, current CBIC notifications and day-to-day portal experience.

Are there any hidden charges for departmental audit support?
No. The fee quoted before we start is the fee you pay. Government fees, portal charges or statutory late fees, where they apply, are separate and disclosed to you in advance with the exact amount. We issue a proper GST invoice for our professional fee. If the scope of work changes — for example, an unexpected notice or additional periods — we tell you the revised fee before doing anything further.
Is there a GST consultant near Neelankarai for gst departmental audit support?
Yes. We serve Neelankarai and the surrounding areas from our office at Porur, Chennai - 600 116, Tamil Nadu, and most audit support work is completed online — you send documents on WhatsApp and we handle the portal work. If you prefer in-person help, we offer doorstep document pickup across Neelankarai and you are welcome to visit our office. Reach us on +91 - 9600 606 444 between 9 AM and 8 PM, Monday to Saturday.
What is the difference between GST return scrutiny and a departmental audit?
Scrutiny under Section 61 is a desk review of your filed returns, where the officer points out specific discrepancies through ASMT-10 and you explain them in ASMT-11; it is limited to what the returns reveal. An audit under Section 65 is far wider: officers examine your books of account, records and returns together, can visit your premises, and test classification, valuation, ITC eligibility and exemptions for the years covered by the ADT-01. Scrutiny can be closed with a good reconciliation; an audit needs sustained document management and negotiation over weeks. Both, if unresolved, end in Section 73 or 74 demands, so early professional handling pays.
The audit team has pointed out a tax liability. Should I pay it or contest it?
Evaluate each para on its own merits. For findings that are clearly correct, such as missed reverse charge or arithmetic ITC excess, paying through DRC-03 with interest before a show cause notice is issued avoids penalty under Section 73 and closes the para. For findings based on debatable classification, valuation or ITC interpretation, submit a reasoned rebuttal to the draft observations, because accepting them sets a precedent for future years. If the department still proceeds, contest the DRC-01 through DRC-06 and, if needed, appeal. ChennaiGST gives Neelankarai businesses a para-wise pay-or-fight recommendation with quantified exposure; call +91 - 9600 606 444 before you concede anything.
How will I be informed of the GST audit findings?
On conclusion of the audit, the officer must inform you of the findings, your rights and obligations, and the reasons for the findings in Form ADT-02 within thirty days. Before that, most audit teams share draft observations and seek your response, which is your best window to knock out weak points with documents. If the audit detects unpaid tax or wrongly availed ITC, you can accept and pay through DRC-03, or contest, in which case the department initiates proceedings under Section 73 or Section 74. Treat the draft objection stage seriously; a strong rebuttal there often prevents a show cause notice altogether.
What documents do GST audit officers usually ask for?
Expect to produce the GSTR-1, GSTR-3B and GSTR-9 filings for the audit years, audited financial statements, trial balance, sales and purchase registers, ITC ledgers with supplier-wise detail, fixed asset register, e-way bill data, bank statements, key customer and vendor agreements, stock records and reconciliations between books and returns. Officers in Tamil Nadu commonly probe ITC on blocked credits under Section 17(5), reverse charge compliance, classification and rate issues, and turnover differences with income tax filings. Preparing a reconciliation file before submission lets you spot and voluntarily correct issues through DRC-03, which is far cheaper than an audit objection. ChennaiGST builds this file for Neelankarai clients.
I received Form ADT-01 saying my business is selected for GST audit. What does it mean?
ADT-01 is the intimation that the department will conduct an audit of your records under Section 65. The notice must be issued at least fifteen working days before the audit begins and will specify the financial years covered and the documents required. The audit may happen at your place of business or at the department's office. It is a detailed examination of returns, books, ITC claims and classifications, not a routine visit. Use the fifteen-day window to reconcile your data and organise records rather than waiting for the officers to arrive. ChennaiGST provides end-to-end audit support for Neelankarai businesses; call +91 - 9600 606 444 early.
How long can a departmental GST audit under Section 65 go on?
The law requires the audit to be completed within three months from its commencement, which is the date the officers receive all the records they asked for. Where the Commissioner is satisfied that the audit cannot be completed in that time, he may record reasons and extend it by a further period not exceeding six months. In practice, audits drag when taxpayers supply records piecemeal, so submitting a complete, indexed set of documents at the start actually shortens the exercise. Track every submission with an acknowledgment, because the commencement date and the timeline arguments may matter later if disputes arise.
How much pre-deposit do I have to pay for a GST appeal?
To file an appeal you must pay the admitted tax, interest and penalty in full, plus a pre-deposit of 10 percent of the disputed tax amount. Only the tax in dispute counts for the 10 percent; disputed interest and penalty do not require any pre-deposit, except that an appeal against an e-way bill detention penalty order under Section 129(3) requires payment of 25 percent of the penalty. Once the appeal is filed with this payment, recovery proceedings for the balance amount are deemed stayed until the appeal is decided. The pre-deposit can be paid from the electronic cash ledger, and courts have also accepted credit ledger payment for the tax component. ChennaiGST computes the exact pre-deposit for Neelankarai clients so nothing extra is blocked.
What exactly does GSTR-9C reconcile?
GSTR-9C reconciles three things between your audited financial statements and your GST returns: gross and taxable turnover, tax paid, and input tax credit. Common reconciling items include unbilled revenue, advances, credit notes, stock transfers between branches, income not liable to GST such as interest, and credit claimed in books but deferred in returns. Every difference must be listed with reasons, and any additional liability discovered is payable through Form DRC-03. A well-prepared GSTR-9C is effectively a self-audit that protects you in later assessments, which is how we approach it for clients in Neelankarai.
What happens after I file Form APL-01 on the GST portal?
The portal issues a provisional acknowledgment immediately, and the appeal is formally admitted when the final acknowledgment in APL-02 is issued after document verification. The appellate authority then fixes personal hearings, where your authorised representative argues the grounds and files written submissions and case law. Up to three adjournments may be granted per side. The authority must pass a speaking order, which it should endeavour to issue within one year of filing, and the outcome is communicated in a summary along with the order. The authority can confirm, modify or annul the order but cannot send the case back to the original officer.
Our head office in Neelankarai supports branches in other states. Is a cross-charge invoice really required?
Yes. Branches with separate GSTINs are distinct persons, and Schedule I treats supplies between them as taxable even without consideration. Services your head office renders to branches, such as accounting, IT support or management oversight, should be cross-charged through a tax invoice with IGST, which the branch claims as credit. On valuation, Rule 28 helps: where the recipient branch is entitled to full ITC, the value declared on the invoice is deemed to be the open market value, and Circular 199/11/2023 clarifies that internally generated services need not include the salary cost of head office employees. A documented cross-charge policy keeps audits short; call +91 - 9600 606 444 to set one up.
Is there really a penalty for not displaying my GST number at my shop?
Yes. Rule 18 of the CGST Rules requires every registered person to display the registration certificate in a prominent location at the principal place of business and every additional place, and to display the GSTIN on the name board at the entry of each such premises. There is no separate penalty provision for this lapse, so officers invoke the general penalty under Section 125, which can extend to Rs.25,000 under CGST with a matching state penalty. Inspection teams visiting Neelankarai markets routinely check name boards first, so a few hundred rupees of signage is the cheapest compliance in the entire GST law.
What happened to the old 12 percent and 28 percent GST slabs?
Both slabs were abolished with effect from 22 September 2025. Nearly all goods that were at 12 percent moved down to 5 percent, and the bulk of the 28 percent items moved to 18 percent, with only a small set of luxury and demerit goods shifted up to the special 40 percent rate. This means old rate charts, printed price lists and software masters created before September 2025 are unreliable. Before quoting or billing, confirm the current rate against the CBIC rate notifications for your exact HSN code, or call +91 - 9600 606 444 and we will verify it for your product list.
What is the difference between ISD and cross-charge, and when is each used?
They solve different problems. The Input Service Distributor mechanism distributes credit on third-party input services received at the head office but consumed by branches, such as an audit fee or software licence billed centrally; the ISD passes the credit itself through ISD invoices and GSTR-6, without charging tax again. Cross-charge applies where the head office performs a service for branches using its own resources; here the head office makes an outward supply, issues a tax invoice with tax, and the branch claims ITC. With ISD distribution mandatory for common third-party input services from 1 April 2025, businesses must now run both mechanisms side by side, each for its correct category.
Are hospital and clinic charges exempt from GST?
Healthcare services provided by a clinical establishment, an authorised medical practitioner or paramedics are exempt from GST. This covers diagnosis, treatment and care for illness, injury, deformity or pregnancy in any recognised system of medicine in India, and includes transportation of patients by ambulance, which is separately exempt for any provider. Consultation fees, surgery charges, nursing and diagnostic services within this definition carry no GST, which is why hospitals do not charge tax on treatment bills. The exemption attaches to the nature of the service, not the size of the hospital, so both a large corporate hospital and a single-doctor clinic are covered.
Is GST charged before or after the discount shown on my invoice?
Discounts given before or at the time of supply and recorded on the face of the invoice are excluded from the value of supply under Section 15(3)(a). You therefore charge GST on the net amount after discount. For example, a Rs.10,000 item with a 10 percent trade discount shown on the invoice is taxed on Rs.9,000. The condition is documentation: the discount must appear on the invoice itself. Informal reductions settled outside the bill do not reduce taxable value. Retail schemes such as festival discounts and trade margins should always be structured to print on the invoice.
Why is my e-way bill generation blocked on the portal?
Under Rule 138E, the e-way bill facility is blocked when a taxpayer has not filed GSTR-3B (or CMP-08 for composition dealers) for two or more consecutive tax periods. Since an e-way bill is mandatory for moving goods worth more than Rs.50,000, blocking effectively halts dispatches. The remedy is straightforward: file the pending returns with late fee and interest, after which the facility unblocks automatically, usually the next day. Transporters and suppliers can also be affected when a counterparty GSTIN is blocked. We clear return backlogs for businesses in Neelankarai on priority; call +91 - 9600 606 444.
What is the process for departmental audit support?
The process runs in clear stages: Notice review and planning; Pre-audit reconciliation; Records submission; Query management. A senior consultant reviews your file at each stage rather than passing it to a data-entry desk, and you receive a confirmation with the filed documents once it is complete. You always know which stage your work is at — we update you on WhatsApp instead of leaving you to follow up.
What documents are required for departmental audit support in Neelankarai?
For departmental audit support you will generally need: Copy of the audit notice ADT-01 with its annexure of records, GSTR-1, GSTR-3B, GSTR-9 and GSTR-9C for the audit periods, Audited financial statements and trial balance for the audit years, Sales and purchase registers with invoice access, Input tax credit register and GSTR-2A or 2B downloads. The exact list depends on your constitution — proprietorship, partnership, LLP or company — and on the specifics of your case. Send what you have on WhatsApp to +91 - 9600 606 444 and we will confirm within the same working day exactly what else is needed, so nothing is rejected later for a missing paper.
How much does departmental audit support cost in Neelankarai?
Our fee for departmental audit support in Neelankarai starts at Rs.9,999 and is quoted in full before we begin — there are no hidden charges added later. The fee covers professional work end to end: document review, preparation, filing and follow-up until completion. Government fees or portal charges, where applicable, are separate and always shown to you upfront. For an exact quote based on your turnover and business type, call +91 - 9600 606 444 and a consultant will confirm it on the call.
