The 55th meeting reduced GST on fortified rice kernel (FRK) to 5 per cent regardless of end use, supporting public distribution fortification programmes. Autoclaved aerated concrete (ACC) blocks containing more than 50 per cent fly ash content were classified under HS 6815 at 12 per cent. GSTN announced that taxpayers with aggregate annual turnover of one hundred crore rupees or more would be unable to report an invoice on the Invoice Registration Portal more than seven days after the document date, with effect from 1 May 2023. After representations the implementation was deferred by three months. The idea returned later as a thirty day reporting limit applying to taxpayers with turnover of ten crore rupees and above.

No claim bonus in insurance and entity-wise exemption from e-invoicing

Circular No. 186/18/2022-GST · 2022-12-27

The Board clarified two unrelated points. A no claim bonus allowed by an insurer is a permissible discount under Section 15(3)(a) and may be deducted from the value of the insurance service, provided it is shown in the invoice. Separately, where an entity is exempt from the requirement to issue e-invoices, that exemption attaches to the entity as a whole and covers all its supplies, including supplies unrelated to the activity that gave rise to the exemption.

Practical effect: An exempt category business such as a bank, insurer or goods transport agency in Chennai need not issue e-invoices for any of its supplies, not merely its core activity.

Yes, and it is strict. What is the difference between the electronic cash ledger and the electronic credit ledger?
The electronic cash ledger reflects actual money you have deposited through challans, plus TDS and TCS credits you have accepted; it can pay tax, interest, penalty, late fee and any other amount. The electronic credit ledger reflects input tax credit claimed through your returns, and it can be used only for paying output tax, never for interest, penalty or late fee. Both are visible under Services, then Ledgers, after login. Refund of an excess cash balance is possible, while credit is refundable only in specified cases such as exports and inverted duty structure.
Our security agency does not charge GST on its bills. Is that correct?
Quite possibly, yes. Since 1 January 2019, security services meaning supply of security personnel, when provided by any person other than a body corporate to a registered person, fall under reverse charge, so the agency correctly bills without tax and you pay 18 percent through GSTR-3B in cash, claiming ITC. If your security agency is a private limited company, however, RCM does not apply and it must charge GST on its invoice under forward charge. Is GST payable on hostel or paying guest accommodation in Kattupakkam?
